Denzer, Don Humble, Anthone Mola, Gary D.. Moritz , Arthur D. Scholes, Patricia Seymour, Clark Teegarden, Carla Yankeh COMMISSION MEMBERS ABSENT : Norman .L. Ross CITY STAFF PRESENT : Gordon Y. Ericksen, Planning Director; ' Lyman Houk, Engineering Department; Harriet Hilder, Recording Secretary The November 1971 administrative meeting of the Renton Planning Commission was called to order by Chairman Teegarden at 7 :30 p.m.. 1 . ROLL CALL was taken by Commissioner Denzer. All Commission members responded present except. Mola (joined the meeting at P previously.m.") ,, :Ross ( reviousl advised would be out of town) , and Seymour (joined the meeting at 8.:00 p.m. ) . ACTION. t MOVED BY DENZER, SECONDED BY HUMBLE, THAT COMMISSIONER ROSS BE EXCUSED. .MOTION CARRIED. ' 2 ..,' APPROVAL OF MINUTES The Chairman called for corrections or additions to the minutes of the meeting of October 27 , 1971. As there were none, he declared them approved as mailed out. 3 . CONTINUED PUBLIC HEARING ITEM SITE PLAN APPROVAL APPLICATION a) MORTENSON, GEO. J. , Appl. No. SA-683-71; site plan approval - for warehouse in M-P zone; property located on west side of Lind Ave. SW between SW 7th and 10th Sts. . (Earlington Industrial Park) The Chairman described the application, noting the hearing had been continued from the meeting of October 27 , 1971. . .. The Planning Director stated the staff has met with the repre sentative of the applicant and revised plans have been submitted. r'` 'y;``,. Site arrangement, access, and location of loading doors have been revised. The present plan, as revised, complies with ordinance requirements with the exception of landscaping. The applicant has agreed to comply with city ordinance requirements as to landscaping subject to approval of the Planning Department staff Commission members and the Planning Director reviewed the re- vised site plans, whereupon it was MOVED BY DENZER, SECONDED BY MOLA, THAT THE HEARING BE CLOSED. MOTION CARRIED. v ACTION: MOVED BY HUMBLE, SECONDED BY DENZER, THAT REVISED SITE PLANS' FOR THE MORTENSON WAREHOUSE BE APPROVED SUBJECT TO PLANNING DEPARTMENT .APPROVAL OF LANDSCAPING. MOTION CARRIED. Renton. PlanningsCommission Meeting October 27 , 1971 Minutes - Page 4 Mr, Paul Houser and other residents suggested possible expansion of the proposed buffer zone easterly and southerly, or deletion of that property directly south of Monterey Terrace from the application. The residents of Monterey Terrace stated they felt the Planning Commission should not permit R-4 uses directly adjacent to a single family residential zone.- Chairman Tee garden stated the Commission agrees with this view and has tried ' to prevent this from happening;. however, in some instances'' pre- existing. uses have presented problems in protection of new ' , single family areas.. Following conclusion of Commission and audience discussion, it was MOVED BY MOLA, SECONDED BY ROSS, THAT THE HEARING BE CON TINUED TO THE MEETING OF NOVEMBER 24 , 1971 , AND THAT THE APPLICATION BE REFERRED TO THE COMMISSION COMPREHENSIVE PLAN .• „ COMMITTEE FOR STUDY AND RECOMMENDATION. Subject parcel is located between two R-3 parcels. Proposed widening of Sunset Blvd. in this area will. cut off existing access to the nursing home directly south of subject area. Mrs. Olive Stritmater, "1110 .Edmonds Ave. NE, the applicant, spoke on behalf of the rezone request, stating that both sub-' , ' " . Renton Planning Commission Meeting October 27 , 1971 Minutes - Page 5 The Chairman described the application. The Planning Director pointed out property location and displayed the applicant ' s plot plan and vicinity map. The application proposes extension of an existing building with 17 ,600 square feet in warehouse and 300 square feet in office space. The truck loading areas . shown in the proposed plan render some parking spaces unusable and trucks would have to back out onto the public right-of-way. .` The staff prepared an alternate plan to alleviate this problem which involves a reduction in the size of the building proposed. Landscaping will be provided. Audience comments were invited. Mr. Orville Dawson of Seattle, . representing the applicant, stated that his office unfortunately' submitted the wrong plan to the Planning Department. He dis- played the plan he had intended to submit showing one of the truck loading areas in a different location which did not encroach on the parking stalls. However, this plan did not solve the problem of trucks having to back out on the public right-of-way. The applicant is required to provide vehicular maneuvering space on site so that there will be no backing onto the public right-of-way. Mr. Dawson stated he believed he could work this problem out without reducing the size of the building. MOVED BY MOLA , SECONDED BY DENZER, THAT THE HEARING BE CONTINUED TO THE MEETING OF NOVEMBER 10, 1971 . MOTION CARRIED. 4. ADMINISTRATIVE a) PLANNED UNIT DEVELOPMENT ORDINANCE The Chairman noted that new material pertaining to proposed revisions to the Planned Unit Development Ordinance had been furnished each Commission member this evening. He requested that all Commissioners study the new material for discussion at the next meeting. b) ZONING COMMITTEE REPORT With reference to the Holmes rezone request referred to the Zoning Committee, Committee Chairman Ross stated his committee met on Wednesday, October 20 . The committee recommends that the Commission Comprehensive Plan Committee review the subject parcel to determine the intent of the land use plan for the business use proposed. ACTION: MOVED BY SEYMOUR, SECONDED BY YANKEH, THAT THE HOLMES REZONE REQUEST BE REFERRED TO THE COMPREHENSIVE PLAN COMMITTEE FOR RECOMMENDATION AS REQUESTED BY THE REZONE COMMITTEE . MOTION CARRIED. c) SUBDIVISION ORDINANCE The Planning Director noted that the new Subdivision Ordinance has been approved by the Mayor and City Council and is now in effect. No. SA-683-71; site plan approval for warehouse in M-P zone; property located on west side of Lind Ave. SW between SW 7th and 10th Sts . (Earlington Industrial Park) While reviewing the application, the Planning Director noted that the proposed plan is an extension of an existing warehouse. ` 5 . ADMINISTRATIVE a) LETTER FROM J . DAVID JENSEN, REZONE APPL, NO , R-668-71 The Chairman noted that Mr. Jensen on September 29 , 1971 , had written to the Planning Commission requesting immediate action on his rezone application rather than the 60 day continuance moved by the Commission on September 22 , 1971. The Planning Director stated that on October 12 , 1971, Mr. Jensen telephoned the office and requested that his letter be withdrawn due to a change in his development plans for subject property. The Chair- man noted that further Commission action on the matter was un- necessary at this time. c) COMMITTEE ASSIGNMENTS The Chairman announced formation of the following study committees : 1. Community Services Committee Arthur Scholes , Chairman James Denzer, Committee Member Gary Moritz , Committee Member 2. Zoning Committee Norman Ross, Chairman Anthone Mola, Committee Member Carla Yankeh, Committee Member 3 . Comprehensive Plan Committee Don Humble, Chairman Patricia Seymour, Committee Member Clark Teegarden, Committee Member The Planning Director was requested to assign a staff member to work with each committee. The matter of interpretation of the Comprehensive Land Use Plan with reference to the Holmes request for rezone, item 4 (a) on the agenda , was referred to the Comprehensive Plan Committee __ with committee recommendation requested for the meeting of October 27 , 1971. d) PLANNED UNIT DEVELOPMENT ORDINANCE The Chairman noted that suggested amendments to the proposed ordinance were mailed to each Commission member last week. The Planning Director stated that the amendments ensued from discussion held by the staff with Scholes in reviewing some of the questions previously raised.
