OBSERVATIONS: The purpose of the proposed rezone is to allow platting of the property into an eighteen lot single-family subdivision. The total site is approximately 4 . 8 acres with ldts ranging in size from 8 ,250 square feet to 11,250 square feet. All lots would exceed the 7 ,500 square foot lot area minimum of the SR-1 zone and would provide adequate private open space. RECOMMENDATION: The Committee, after review of the Subdivision Ordinance and the proposed development, feels that requiring the dedication of a park or open space in a plat of such limited size would not create usable public area. Committee Report Comprehensive Plan Land Use Planning and Development Committee Chairman Perry presented Designation committee report recommending that the Comprehensive Plan land N. 30th St. use designation on both sides of N. 30th Street from FAI-405 to Park Avenue North remain commercial (approximately 125 feet in depth) and that the multi-family residential designation be deleted. The committee report further explained that though the Council went on record indicating that a public hearing would be held prior to any further change in the Kennydale Comprehensive Plan, it was the consensus of all interested parties and representatives of both sides of the issue that met with the committee, that another public hearing was not desired. The report further recommended referral to the Ways and Means Committee for appropriate legislation. Talbot Roadway Councilwoman Thorpe inquired about an item on the 3/28/77 Consent Construction Agenda re Final Payment on the Talbot Roadway Construction requested Final Payment by Public Works Director Gonnason and was concerned about the cost overrun, change order and authorized extra work and why an item like that was put on the Consent Agenda. Mr. Gonnason said the department would prepare a report on all the expenditures and what the program is.. Public Services Councilman Stredicke presented Public Services Committee Report estab- Committee Report lishing criteria for transit park and ride facilities which have been . : Park•& Ride ' accepted by both the State Highway Department and Metro and are designed Facility to insure compatibility with surrounding communities, protection of Criteria residential areas, minimizing all environmental concerns and insure acceptable standards making improved transit service available to Renton citizens. Originally, a 700-car parking lot had been proposed. The criteria is designed for two park and ride facilities accomodating 300-350 vehicles, one in the north-northeast and one in the south sec- tions of the city. Criteria of major significance was considered: 1 ) Site to be located compatible with surrounding area and the Compre- hensive Plan, i .e. , not residential areas, if possible. (2) Locations to be screened and landscaped for aesthetic reasons as well as noise and air pollution screening, storm water control to be provided. (3) Minimum removal of housing or industrial units. (4) Easy accessibility from freeway for both patrons and buses (within 3 minutes) and direct access to arterial street. (5) Location to be adjacent to -planned commuter routes connecting nearby communities and as close to residential areas to be served as possible. (6) Criteria applies to two lots in Renton irrespective of current 2nd and Burnett lot. (7) Locations to' provide travel time and cost savings for potential transit riders. (8) Construction and maintenance costs should consider 'land, construction, maintenance and transit access costs. (9) The two facilities must be in proximity of the interstate highway to qualify for Federal funding. Park. & Ride Following, acceptance of these standards, the Public Services Committee Facilities for recommended: (1 ) Metro be instructed to seek use of some Boeing park- Renton ing area for temporary facility; Council President Perry and Mayor Delaurenti assist Metro in immediate negotiations with The Boeing Com- pany for portion of the parking area near North Renton Interchange. 2) The Public Works Department immediately assist the State Highway Department in reviewing, previous locations and any additional sites, avoiding "zero-start" position, with report forthcoming shortly for consideration at a public hearing in the near future. PUBLIC HEARING: • After reviewing the Planning- Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows : The hearing was opened on February 15 , 1977 , at 9 : 00 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were sworn. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record by reference as Exhibit #1. ' Michael Smith, Planning Department, reviewed and summarized Exhibit #1 , and entered the following additional exhibits : Exhibit #2 : Assessor's Map. Exhibit #3.: Plot Plan, 1-40 scale. The Examiner asked for additional comments from the Planning Department staff. There were no further comments . The Examiner requested comments from the representative for the applicant. Responding was : Mr. Scott W. Bigbie c/o Triad Associates, Inc. 846-108th Avenue N.E . Bellevue-, Washington 98004 Mr. Bigbie indicated that the applicant concurred in the Planning Department staff findings and stipulations for the rezone. He reported that the applicant intends to submit a preliminary plat plan for the property within the next few weeks . He noted that the primary access to the property would be from Anacortes Avenue N .E. rather than Duvall Avenue N .E . which will provide access to the south of the plat , but w;v; uncertain whether the plat map would show configuration of the streets-; and lots . R-009-77 Page Two The Examiner inquired about existing vegetation on the property. In response, Mr. Smith indicated that the site consisted of dense brush, with several evergreen trees along the south property line to the western portion of the site, and several medrona trees on the western portion. In response to the Examiner's inquiry regarding future development of the property to the south of the subject property, Mr. Smith reported that the property is presently zoned G, and that the property owners to the south have previously shown an interest in rezoning and platting the property. The Examiner inquired if the Planning Department had posted the property and if opposition had been indicated by adjacent property owners . Mr. Smith indicated that the property had been posted, and that the Planning Department had received no verbal or written communication opposing the rezone. The hearing on Item #R-009-77 was closed at 9 :22 a.m, by the Examiner. FINDINGS, CONCLUSIONS & RECOMMENDATIONS : Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1 . The Planning Department report accurately sets forth the issues, findings of fact, applicable policies and provisions and department recommendations in this matter, and being uncontested is hereby attached as Exhibit #1 and is incorporated into this report by reference as is set forth in full herein. 2. A final Declaration of Non-Significance was approved by Gordon Y. Ericksen, responsible official, on January 28, 1977 . 3. The land use and zoning in the area is primarily single family residential consisting of a mixture of platted and sparsely developed single family residences together with a significant amount of undeveloped land that abuts Duvall Avenue N.B. Property to the north and west of the subject property are developed to G-7200 standards . 4 . Utilities are available from Anacortes Avenue N.E. and 138th Avenue S .E. 5. Mr. Bigbie, representative for the applicant, stated that he concurred with the staff report and recommendation . CONCLUSIONS : 1. Ordinance No . 3071 , Section 4-3014 (b) , states that the property is potentially zoned for the reclassification being requested pursuant to the policies set forth in the Comprehensive Land Use Plan and conditions have been met which would indicate the change is appropriate. 2. The Land Use Report 1965, Page 11 , Residential, states : The successful utilization of land for low density residential development will depend on the availability of easily accessible areas which are relatively free - of recurring or potential hazards such as floods , slides, and land subsidence. Residential districts should be free of manufacturing or commercial uses which would be detrimental to the community and its residents . The natural features and amenities that may exist or can be developed should be utilized to best advantage for the use and benefit of the community.
