Items will be called for hearing at the discretion of the Hearing Examiner. PROJECT NAME: SPU Broodstock Facility PROJECT NUMBER: LUA-08-018, SA-H, V-H, SM, CU-H PROJECT DESCRIPTION: An application has been submitted by Seattle Public Utilities (SPU) for a Hearing Examiner Site Plan Review, a Hearing Examiner Conditional Use, and a Shoreline Substantial Development Permit to construct a temporary salmon broodstock collection facility on the Cedar River. The applicant has also applied for a Hearing Examiner Variance from RMC 4 -4- 130D.2.a for the removal of five trees within a Shoreline of the State. The site would be used to collect adult sockeye salmon from mid -September to mid-December. All structures would be removed when the collection site isn’t in use. The temporary weir facility consists of a removable weir spanning the width of the river, salmon collection traps and an access driveway from Narco Road to the edge of the Cedar River. The facility would be located (approximately) at river mile 1.7, upstream of the I-405 crossing. The collection site would require construction of an access road and loading area within a designated Shoreline of the State. Construction of the road would require approximately 380 cubic yards of fill and removal of 5 trees within a critical area, for which the applicant submitted a restoration/mitigation plan. The subject site is also located in a flood hazard area. This project has already undergone Environmental Review (SEPA) as part of the Cedar River Sockeye Hatchery Final EIS completed in March 2003.
