This action was taken on the following application: APPLICANT: City of Renton Contact: Tom Malphrus 1055 South Grady Way Renton,WA 98055 PROJECT: Well EW-3 Telemetry Project DEVELOPMENT The project includes the construction of approximately 10-feet of 8-inch DESCRIPTION: chemical containment conduit and 100-feet of 2-inch telemetry conduit within 200 feet of the Cedar River. On January 19, 1999, the City of Renton Planning, Building & Public Works Dept. received a SEPA Determination of Non-Significance and an Administrative Conditional Use Permit for the Water Well EW-3 Replacement Project(LUA-98-185, CU-A, ECF). The EW-3 project includes the construction of a building to house a well pump and equipment to support well operations. Included with the EW-3 project is the construction of a sewer line to serve EW-3, construction of a chemical feed conduit to supply EW-3 with corrosion control chemicals from the City's Corrosion Control Treatment Facility, and construction of a telemetry conduit between EW-3 and the Well 1,2 and 3 building. When the City applied for SEPA, the City was not aware that a portion of the chemical feed conduit and telemetry conduit would fall within 200 feet of the Cedar River and the City did not apply for a Shoreline Substantial Development Permit. With information that is now available, the City has determined that an application for a Shoreline Substantial Development Permit must be completed. This application covers only that portion of work that falls within 200 feet of the Cedar River (herein referred to as the project). All restoration shall be completed to the satisfaction of the Development Services Division within 30 days of construction completion. This permit is granted pursuant to the Shoreline Management Action of 1971 and pursuant to the following: 1. The issuance of a license under the Shoreline Management Act of 1971 shall not release the applicant from compliance with federal, state, and other permit requirements. 2. This permit may be rescinded pursuant to Section 14(7) of the Shoreline Management Act of 1971 in the event the permittee fails to comply with any condition hereof. 3. A construction permit shall not be issued until thirty (30) days after approval by the City of Renton Development Services Division or until any review proceedings initiated within this thirty (30) day review period have been completed. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: A backhoe or a trencher will be used to excavate a narrow trench for placement of an 8-inch chemical containment conduit and 2-inch telemetry conduit within the Houser Way right-of-way. At this location Houser Way is a 4-lane, one-way arterial improved with approximately 44 feet of pavement,with curb, gutter and a sidewalk on the west side of the street. The soils underlying the roadway are composed of structural fill over sand and gravel. The project site is flat,with roadway slopes of less than 2%. Restoration will include an asphalt patch for the affected street, and repair of all sidewalk, curb, gutter and landscaping that is disturbed as part of the construction. Standard erosion and sediment control BMP's will be used during construction. All trench excavation will either be covered with steel plate or backfilled the same day. Final roadway patch will comply with City standards Mitigation Measures: No further mitigation is recommended Nexus: N/A 2. Air Impacts: During construction, onsite emissions will consist of fugitive dust and exhaust from construction equipment. Transportation/Emergency Services Impacts: Construction of this project is scheduled to begin in Marchl, 2001 with estimated completion at the end of April 2001. Construction hours will be from 8:30 a.m.to 3 p.m.,with no work on weekends anticipated. Development regulations require a traffic control plan for all construction activities with the City's right-of-way. These plans are review by the Transportation Section to ensure coordination between the projects and to keep Police and Fire Departments informed regarding any temporary road closures. Excavation for the conduits will take place within the Houser Way right-of-way. One lane of the roadway will need to be closed at times. Travel on Houser Way will be restricted to 2 or 3 lanes during construction of the utilities. Final restoration will include patching the affected streets to City standards, as well as repair of any curb, gutter, and sidewalks,that are disturbed by the construction of this project. Development Planning Section • h:\division.s\develop.ser\dev.plan.ing\waiver.xls REVISED 5/17/00 WATER WELL EW-3 REPLACEMENT PROJECT (Chemical and Telemetry Conduits within 200-feet of the Cedar River) Project Narrative On January 19, 1999,the City of Renton Planning,Building&Public Works Department(City)received a SEPA determination of Non-Significance and an Administrative Conditional Use Permit for the Water Well EW-3 Replacement project(LUA-98-185,CU-A,ECF). The EW-3 project includes the construction of a building to house a well pump and equipment to support well operations. Included with the EW-3 project is the construction of a sewer line to serve EW-3,construction of a chemical feed conduit to supply EW-3 with corrosion control chemicals from the City's Corrosion Control Treatment Facility and construction of a telemetry conduit between EW-3 and the City's Well 1,2&3 Building. When the City applied for SEPA,the City was not aware that a portion of the chemical feed conduit and telemetry conduit would fall within 200-feet of the Cedar River and the City did not apply for a Shoreline Substantial Development Permit. With information that is now available,the City has determined that an application for a Shoreline Substantial Development Permit must be completed. This application covers only that portion of work that falls within 200-feet of the Cedar River(herein referred to as the project). The project includes construction of approximately 10-feet of chemical containment conduit and 100-feet of telemetry conduit within Houser Way N. The chemical containment conduit begins at an existing manhole located approximately 190-feet north of the Cedar River and continues north to its connection with the proposed well EW-3 building. The telemetry conduit begins at the existing Well 1,2,&3 building,approximately 115-feet north of the Cedar River,and continues north to its connection with the proposed well EW-3 building. The chemical conduit is 8-inch PVC pipe. Within the conduit are four 3/4-inch hdpe pipes. One pipe will carry a 3%solution of sodium hydroxide.from the City of Renton's Corrosion Control Treatment Facility (CCTF)to EW-3. The other three pipes are dedicated as spares. If a leak occurs in one of these pipes,it will be contained within the 8-inch conduit and chemical containment vaults connected in line to the 8-inch conduit. The telemetry conduit is 2-inch PVC pipe. Within the conduit will be an electrical cable to transfer telemetry data between the Wells 1,2&3 building and the well EW-3 building. Properties adjacent to the project include Liberty Park to the west and the Burlington Northern railroad right of way to the east. Current and future use of the site is street right of way. The site is flat and drains to catch basins located in Houser Way. The conduits will be buried,which will require trench excavation and fill. Restoration of Houser Way will be completed as per City of Renton trench restoration and street overlay requirements. Erosion will be regulated as per City of Renton erosion control regulations. The project is estimated to cost$20,000. Trees will not be removed during the project. Job shacks or other temporary structures will not be placed in the project area. The water body of concern for this project is the Cedar River. The Cedar River is located 110-feet south of the project area.
