The proposal includes a concurrent rezone from R-10 and R-8 to Commercial Arterial (CA). No development projects are proposed as part of this application. PROJECT LOCATION: 221 Hardie Avenue NW • OPTIONAL DETERMINATION OF NON-SIGNIFICANCE(DNS): As the Lead Agency,the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore,as permitted under the RCW 43.21C.110,the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no • comment period following the issuance of the Threshold Determination of Non-Significance(DNS). A 14-day appeal period will follow the issuance of the DNS. Hearings begin at 7:00 PM on the 7th floor of the new Renton City Hall located at 1055 Grady Way South. All parties of record will be notified in advance of the hearing. CONSISTENCY OVERVIEW: Land Use/Zoning: The site is currently designated Residential Options and Residential Single Family in the Comprehensive Plan,and zoned R-10 and R-8 respectively. Existing development includes a church with an affiliated school and parking facilities. The proposal would amend the Comprehensive Plan Land Use Map to designate the subject parcels Employment Area-Commercial,with a concurrent rezone to Commercial Arterial(CA). The church is listed as a conditional use and existing schools are listed as primary uses under either the existing or proposed zoning. Should the City Council grant the proposed amendments to the Land Use and Zoning Maps,the redevelopment potential of the subject parcels would change from detached single family and small-scale multifamily under the R-8 and R-10 Zones to commercial and mixed-use multi-family under the CA Zone. We would like to do this since we are not supporting their CPA and rezone to Commercial Arterial because it is highly unlikely that they can do anything without the Minkler property and a vacation of Hardie Avenue,neither of which appears likely at this time. Laureen thought there was some flexibility in rebating the fee and felt it would be up to Sue Carlson as to whether we do this. Although the environmental review for this CPA has been completed(they paid$500 for this)we are recommending refunding 80%of their total fee of$1,500 or$1,200. I have discussed this with Sue Carlson and she has concurred. Please see her response to my e-mail of 3/21/01. I have also enclosed a copy of Turelane Jackson's letter of March 22nd,2001 letter requesting withdrawal of their application and a refund of their application fee. King of Glory ERC Report.doc • AMENDMENT O1-M-2 —KING OF GLORY DESCRIPTION: The proposal is to amend the Comprehensive Plan Land Use Map for 2.25 acres from Residential Single Family(RS) to Employment Area— Commercial (EAC) in order to obtain concurrent Commercial Arterial (CA) zoning. The applicants, King of Glory Church, have stated that they have no plans to change the current use of the subject property as a church and religion based private school. Churches are currently a Hearing Examiner Conditional Use in both the R-8 and the CA zones. Existing elementary schools are likewise a permitted use in both zones. The applicants believe that CA zoning on the subject site would allow it to be consolidated with a 1.10-acre site to the east fronting on Rainier Avenue. This would require the vacation of Hardie Avenue NW. Presumably if the site were sold the existing church and school would be demolished to make way for future commercial development on the two properties. ISSUE SUMMARY: 1. Should the City's Comprehensive Plan Land Use Map be amended for a speculative future development that would require the vacation of an existing city street serving existing nearby businesses? 2. Is CA zoning appropriate for this site if the 1.10-acre parcel to the east develops independently of the Kings of Glory Church site? By itself,_does the subject site have the appropriate frontage to support commercial arterial type uses? RECOMMENDATION SUMMARY: • Deny the proposed Land Use Map amendment from Residential Single Family to Employment Area Commercial at this time. ANALYSIS: The Employment Area — Commercial land use designation is intended to provide for commercial uses requiring large amounts of land and/or high visibility and access to large volumes of automobile traffic in areas outside of Centers and the Center Downtown designations (Objective LU-AA). Owners of individual parcels are encouraged to consolidate to maximize flexibility of site design and reduce access points, as well (Policy LU-169). The King of Glory Church has already consolidated its holdings in one + 600 foot long by± 180 foot wide parcel between Hardie Avenue NW on the east and Taylor Avenue NW on the west. A parcel on the north side of Taylor Avenue NW is apparently leased by the church as a parking lot for their school buses. The church includes a private elementary school and auditorium and has an assessed value of over$1.6 million dollars. The applicants' justification for the requested Comprehensive Plan Amendment and concurrent rezone to Commercial Arterial (CA) is to increase the salability of their property. They envision a possible future "big box" retailer who would consolidate the King of Glory CPA 01-M-2\ • Church site with the 1.10-acre site to the east after vacating Hardie Avenue NW between the two parcels. Whereas there may be some justification for such a consolidation at some point in the future it does not seem timely to do so now. If there was a major retailer willing to pursue such an undertaking who had come forward and optioned the King of Glory Church property and made application for a street vacation of Hardie Avenue NW this application would make more sense. Until this occurs a change in land use designation would appear to be premature for the subject 3.0-acre site. Other reasons for caution about prematurely redesignating this site and zoning it to CA are that as a stand alone site King of Glory has minimal frontage, i.e. + 200 feet out a total frontage of some 1,500 feet, or approximately 13.3%. The elongated site is also steeply graded with a 50-foot change in elevation between its northwest and southeast corners, which further reduces its accessibility(Figure 4). The only portion of the King of Glory Church site that that would seem to make sense for possible future retail uses at this time is the southern tip of the site that currently is used as the church's main parking lot. This portion of the site is relatively flat and has high visibility from Renton Avenue and is kitty-corner to Macdonald's across Renton Avenue to the southeast. CAPACITY ANALYSIS: It is difficult to estimate how capacity would change on the subject site since reuse is not proposed at this point. Typically a church's greatest impact is on Saturdays or Sundays during normal worship services or when large wedding and/or funeral services are being provided. Redevelopment of the site in conjunction with the 1.10-acre site across Hardie Avenue NW to the east with a major super market could create much higher levels of traffic throughout the day and on weekends than currently occurs. REVIEW CRITERIA Among the review criteria considered is whether the proposal supports the vision embodied in the Comprehensive Plan for this area. As noted above the Employment Area - Commercial land use designation is intended to provide for commercial uses requiring large amounts of land and/or high visibility and access to large volumes of automobile traffic in areas outside of Centers and the Center Downtown designations. The 2.25 acre site, by itself, apparently is not intended to accommodate major commercial uses since the applicants have indicated that they do not anticipate a change of use on their portion of the site unless it is assembled with the 1.10 acre site to the east, including a portion of Hardie Avenue NW. Also, the existing site has limited arterial frontage because of its elongated shape and limited exposure to Renton Avenue along its southern boundary. Currently,the plan envisions single-family residential at a density of 8 du/ac along the north side of the site and along much of Taylor Avenue NW across the street to the west. Attached dwellings at a density of up to 14 du/ac are allowed south of NW 2nd Street on both sides of Taylor Avenue NW, including the tip of the church site itself. R-10 zoning was provided here as a transition to the County's R-12, (12 du/ac) zoning to the west and south. A change in land use designation and zoning here would be a CPA 01-M-2\ • departure from the current vision for this area and would likely to create a precedent for others having the Residential Single Family designation and abutting the Employment Area — Commercial designation seeking similar"up"zoning. COMPREHENSIVE PLAN COMPLIANCE: The Comprehensive Plan does not preclude a change in land use designation for the subject site when certain criteria or policy direction are met. Staff review indicates that these criteria have not been met at this time. Objective LU-AA, states that the requested land use designation, Employment Area - Commercial "is intended for areas where commercial uses require large amounts of land and/or high visibility and access to large volumes of automobile traffic outside of Centers and the Center Downtown designations". Given the sites separation from the commercial properties fronting on Rainier Avenue N by Hardie Avenue NW, the only justification for such a Comprehensive Plan amendment would be if the subject site were consolidated with these existing commercially zoned properties. There is nothing in the record to indicate that the owners of these properties want to merge with the King of Glory Church site. Also, there is no indication at this time that the City would look favorably upon the vacation of Hardie Avenue NW between these two sites. It could be argued that the proposed amendment does comply with the intent of Policy LU- 169 which"encourages the owners of individual parcels to consolidate to maximize flexibility of site design and reduce access points". The problem with this argument is that there is no indication that the property owners to the east are amenable to such a consolidation. Also, there is no assurance that the City would grant the necessary street vacation required for this to happen. Policy LU-176 states that increased demand for commercial uses should be accommodated through redevelopment and intensification of [existing] Employment Area — Commercial designations rather than expansion of those areas." This policy could only be realized if the property were consolidated with the adjacent CA zoned property with access on Rainier. It is unclear whether subsequent development with a reclassification and rezone would comply with Policy LU-181 which states that "[d]evelopment should be designed to be compatible with adjacent, less intensive uses, e.g. lighting, fences, landscaping, setbacks should all be considered during site design." The other listed objective for EA-C pertains to ensuring quality development through a list of policies relating to landscape buffering. Since this is a speculative reclassification and rezone request it is impossible to tell at this time whether such quality would be achieved. ZONING CONCURRENCY: The subject 2.25 acre R-8 zoned site would have to be rezoned to Commercial Arterial (CA) concurrently with its reclassification from Residential Single Family to Employment Area — Commercial on the Comprehensive Plan Land Use Map. In order to be rezoned the subject site must comply with the following: CPA O1-M-2\ DECISION CRITERIA FOR CHANGE OF ZONE CLASSIFICATION The proposed amendment meets the review criteria in 4-9-020.G (Comp Plan review criteria) As noted above, it does not appear the current proposal does meet these four criteria. The property is potentially classified for the proposed zone being requested pursuant to the policies set forth in the Comprehensive Plan, As noted above, it does not appear that the current proposal is potentially classified for the proposed zone. This is because it would expand an existing Employment Area—Commercial area rather than intensity it. Also, it does not consolidate "individual parcels" since the commercial properties to the east are not required to consolidate with the subject church site if a rezone was granted. At least one of the following circumstances applies i. The subject reclassification was not specifically considered at the time of the last area land use analysis and area zoning; or There is nothing in the record to suggest that the subject site was not considered at the time of the last land use analysis and area zoning in 1993 (interim) or 1995. ii. Since the most recent land use analysis or the area zoning of the subject property, authorized public improvements, permitted private development or other circumstances affecting the subject property have undergone significant and material change. There is nothing in the record to suggest that the subject site has undergone changes due to authorized public improvements, permitted private development or other circumstances affecting it. There is nothing to indicate that it has undergone "significant and material change", for example. CPA O1-M-2\ CONCLUSION: The subject request for a Comprehensive Plan Amendment to Employment Area — Commercial from Residential Single Family with a concurrent rezone from R-8 to CA seems inappropriate at this time and must therefore be construed as "untimely". The premise presented by the applicants for eventually consolidating the subject site with the site to the east was not substantiated with any supporting data. The applicants also indicated that there were no plans to change the existing use on the subject property, a church and private elementary school, both of which are permitted in either zone, the church as a Hearing Examiner Conditional Use and the existing school as a Permitted Use. This CPA is to change the current.Residential Single Family land use map designation to an Employment Area—Commercial land use designation.: There would also be a concurrent rezone from the R-8 Zone to the Commercial Arterial`(CA)Zone. Our recommendation at this time is to deny the subject request because we believe it tohe-too speculative and untimely at this time. Without a potential buyer in hand and some assurance that the City would support a partial vacation of Hardie Avenue NW there is little justification for approving this application at this time. As a stand alone site the existing King of`Glory Ministries':,2:25' acre site does not lend itself to commercial zoning because of it's limited frontage on Renton Avenue,:a major arterial. Also, the existing site is surrounded on the south, west, and north,by:'properties.having lower density residential zoning. Commercial uses on the subject site could 'be intrusive for the residents of the surrounding area. Typically such areas would be buffered from commercial uses with some form of multi-family zoning. Were the CPA and CA zoning granted such a buffer would be absent. Development on a larger consolidated site, on the other hand, would provide greater arterial frontage with the inclusion of both Rainier Avenue and Renton Avenue. „It also presumably would provide more options for building placement and points of ingress and egress to the site. Another option you might want to consider:if you are pursuing'a joint development with the owners of the 1.10-acre site to the east would be to ask the City to grant you a continuance of your current application for another year. To do this you will need to write us right away as we are in the midst of preparing our recommendations to the Planning Commission. Once the Planning Commission has considered an application we cannot refund your application fee or grant you a continuance for another year. There is no current development project planned for the site in the current application, the applicants have made it clear in papers filled with the city that their only intention in getting the property in question rezoned is for the purpose of making the property an attractive parcel for commercial development. There has been no consideration on the part of this church for the property owners around them and what effect the proposed rezoning will have on the property values in the neighborhood. Until a plan for the prospective use of this property has been clearly stated rezoning should not be considered. I respectfully request that the City of Renton re-consider issuance of a DNS. There is not sufficient information available to issue the DNS at this time. AMENDMENT O1-M-2 - KING OF GLORY R AST DESCRIPTION: The proposal is to amend the Comprehensive Plan Land Use Map for 2.25 acres from Residential Single Family (RS) to Employment Area— Commercial (EAC) in order to obtain concurrent Commercial Arterial (CA) zoning. The applicants, King of Glory Church, have stated that they have no plans to change the current use of the subject property as a church and religion based private school. Churches are currently a Hearing Examiner Conditional Use in both the R-8 and the CA zones. Existing elementary schools are likewise a permitted use in both zones. The applicants believe that CA zoning on the subject site would allow it to be consolidated with a 1.10-acre site to the east fronting on Rainier Avenue. This would require the vacation of Hardie Avenue NW. Presumably if the site were sold the existing church and school would be demolished to make way for future commercial development on the two properties. ISSUE SUMMARY: 1. Should the City's Comprehensive Plan Land Use Map be amended for a speculative future development that would require the vacation of an existing city street serving existing nearby businesses? 2. Would CA zoning on the subject site be intrusive to the R-8 and R-10 zoned properties that surround the subject site on three of its four sides? 3. Is CA zoning appropriate for this site if the 1.10-acre parcel to the east develops independently of the Kings of Glory Church site? By itself, does the subject site have the appropriate frontage to support commercial arterial type uses? RECOMMENDATION SUMMARY: • Deny the proposed Land Use Map amendment from Residential Single Family to Employment Area Commercial at this time. ANALYSIS: The Employment Area — Commercial land use designation is intended to provide for commercial uses requiring large amounts of land and/or high visibility and access to large volumes of automobile traffic in areas outside of Centers and the Center Downtown designations (Objective LU-AA). Owners of individual parcels are encouraged to consolidate to maximize flexibility of site design and reduce access points, as well (Policy LU-169). The King of Glory Church has already consolidated its holdings in one + 600 foot long by + 180 foot wide parcel between Hardie Avenue NW on the east and Taylor Avenue NW on the west. A parcel on the north side of Taylor Avenue NW is apparently leased by the church as a parking lot for their school buses. The church includes a private elementary school and auditorium and has an assessed value of over$1.6 million dollars. CPA 01-M-2.doc\ The applicants' justification for the requested Comprehensive Plan Amendment and concurrent rezone to Commercial Arterial (CA) is to increase the salability of their property. They envision a possible future "big box" retailer who would consolidate the King of Glory Church site with the 1.10-acre site to the east after vacating Hardie Avenue NW between the two parcels. Whereas there may be some justification for such a consolidation at some point in the future it does not seem timely to do so now. If there was a major retailer willing to pursue such an undertaking who had come forward and optioned the King of Glory Church property and made application for a street vacation of Hardie Avenue NW this application would make more sense. Until this occurs a change in land use designation would appear to be premature for the subject 3.0-acre site. Other reasons for caution about prematurely redesignating this site and zoning it to CA are that as a stand alone site King of Glory has minimal frontage, i.e. + 200 feet out a total frontage of some 1,500 feet, or approximately 13.3%. The elongated site is also steeply graded with a 50-foot change in elevation between its northwest and southeast corners, which further reduces its accessibility (Figure X). Also, CA zoning could be very intrusive to the surrounding R-10 and R-8 zoned properties. The only portion of the King of Glory Church site that that would seem to make sense for possible future retail uses at this time is the • southern tip of the site that currently is used as the church's main parking lot. This portion of the site is relatively flat and has high visibility from Renton Avenue and is kitty-corner to Macdonald's across Renton Avenue to the southeast. CAPACITY ANALYSIS: It is difficult to estimate how capacity would change on the subject site since any reuse is purely speculative at this point. Typically a church's greatest impact is on Saturdays or Sundays during normal worship services or when large wedding and/or funeral services are being provided. Redevelopment of the site in conjunction with the 1.10-acre site across Hardie Avenue NW to the east with a major super market could create much higher levels of traffic throughout the day and on weekends than currently occurs. Such a future development, however, is highly speculative. That applicants have indicated that they have no plans to change the church/school use on their site unless they are bought out by a large retailer who would consolidate their site with the vacant 1.10 acre site to the east across Hardie Avenue NW. BEST AVAILABLE SCIENCE REVIEW CRITERIA Among the review criteria considered is whether the proposal supports the vision embodied in the Comprehensive Plan for this area. As noted above the Employment Area - Commercial land use designation is intended to provide for commercial uses requiring large amounts of land and/or high visibility and access to large volumes of automobile traffic in areas outside CPA 01-M-2.doc\ of Centers and the Center Downtown designations. The 2.25 acre site, by itself, apparently is not intended to accommodate major commercial uses since the applicants have indicated that they do not anticipate a change of use on their portion of the site unless it is assembled with the 1.10 acre site to the east, including a portion of Hardie Avenue NW. Also, the existing site has limited arterial frontage because of its elongated shape and limited exposure to Renton Avenue along its southern boundary. Currently, the plan envisions single-family residential at a density of 8 du/ac along the north side of the site and along much of Taylor Avenue NW across the street to the west. Attached dwellings at a density of up to 14 du/ac are allowed south of NW 2"d Street on both sides of Taylor Avenue NW, including the tip of the church site itself. R-10 zoning was provided here as a transition to the County's R-12, (12 du/ac) zoning to the west and south. A change in land use designation and zoning here would be a departure from the current vision for this area and would likely to create a precedent for others having the Residential Single Family designation and abutting the Employment Area— Commercial designation seeking similar"up"zoning. COMPREHENSIVE PLAN COMPLIANCE: The Comprehensive Plan does not preclude a change in land use designation for the subject site when certain criteria or policy direction are met. Staff review indicates that these criteria have not been met at this time. Objective LU-AA, states that the requested land use • designation, Employment Area - Commercial "is intended for areas where commercial uses require large amounts of land and/or high visibility and access to large volumes of automobile traffic outside of Centers and the Center Downtown designations". Given the sites separation from the commercial properties fronting on Rainier Avenue N by Hardie Avenue NW, the only justification for such a Comprehensive Plan amendment would be if the subject site were consolidated with these existing commercially zoned properties. There is nothing in the record to indicate that the owners of these properties want to merge with the King of Glory Church site. Also, there is no indication at this time that the City would look favorably upon the vacation of Hardie Avenue NW between these two sites. It could be argued that the proposed amendment does comply with the intent of Policy LU- 169 which"encourages the owners of individual parcels to consolidate to maximize flexibility of site design and reduce access points". The problem with this argument is that there is no indication that the property owners to the east are amenable to such a consolidation or would be willing to pay around $16 a square foot for the church site in addition to the costs of demolishing the existing church and school structures on the site and regrading it for commercial uses. Also, there is no assurance that the City would grant the necessary street vacation required for this to happen. Policy LU-176 states that increased demand for commercial uses should be accommodated through redevelopment and intensification of [existing] Employment Area — Commercial designations rather than expansion of those areas." Clearly, the requested expansion of the EA-C land use designation to the west would conflict with this policy. It is unclear whether subsequent development with a reclassification and rezone would comply with Policy LU- 181 which states that "[d]evelopment should be designed to be compatible with adjacent, less intensive uses, e.g. lighting, fences, landscaping, setbacks should all be considered during site CPA 01-M-2.doc\ design." The other listed objective for EA-C pertains to ensuring quality development through a list of policies relating to landscape buffering. Since this is a speculative reclassification and rezone request it is impossible to tell at this time whether such quality would be achieved. ZONING CONCURRENCY: The subject 2.25 acre R-8 zoned site would have to be rezoned to Commercial Arterial (CA) concurrently with its reclassification from Residential Single Family to Employment Area — Commercial on the Comprehensive Plan Land Use Map. In order to be rezoned the subject site must comply with the following: DECISION CRITERIA FOR CHANGE OF ZONE CLASSIFICATION The proposed amendment meets the review criteria in 4-9-020.G (Comp Plan review criteria) As noted above, it does not appear the current proposal does meet these four criteria. The property is potentially classified for the proposed zone being requested pursuant to the policies set forth in the Comprehensive Plan, As noted above, it does not appear that the current proposal is potentially classified for the proposed zone. This is because it would expand an existing Employment Area— Commercial area rather than intensity it. Also, it does not consolidate "individual parcels" since the commercial properties to the east are not required to consolidate with the subject church site if a rezone was granted. At least one of the following circumstances applies i. The subject reclassification was not specifically considered at the time of the last area land use analysis and area zoning; or There is nothing in the record to suggest that the subject site was not considered at the time of the last land use analysis and area zoning in 1993 (interim) or 1995. ii. Since the most recent land use analysis or the area zoning of the subject property, authorized public improvements, permitted private development or other • circumstances affecting the subject property have undergone significant and material change. There is nothing in the record to suggest that the subject site has undergone changes due to authorized public improvements, permitted private development or other circumstances affecting it. There is nothing to indicate that it has undergone "significant and material change", for example. CPA 01-M-2.doc\ CONCLUSION: The subject request for a Comprehensive Plan Amendment to Employment Area — Commercial from Residential Single Family with a concurrent rezone from R-8 to CA seems inappropriate at this time and must therefore be construed as "untimely". The premise presented by the applicants for eventually consolidating the subject site with the site to the east was not substantiated with any supporting data. The applicants also indicated that there were no plans to change the existing use on the subject property, a church and private elementary school, both of which are permitted in either zone, the church as a Hearing Examiner Conditional Use and the existing school as a Permitted Use. While there is no current development project planned for the site in the current application, the applicants have made it clear in papers filled with the city that their only intention in getting the property in question rezoned is for the purpose of making the property an attractive parcel for commercial development. The granting of a DNS without a plan is an environmental blank check. The city cannot act with any intelligence until the applicant has a buyer with a stated purpose for use of the land in question. Any redevelopment for commercial use would mean demolition of the current buildings and changes to the property that would affect the environment for the entire neighborhood. Storm Water Management would be a particular concern and a significant issue. Drainage from the hills and roadway on the higher ground above Taylor Avenue to the west are currently'a problem, any changes down grade from Taylor Avenue would affect all of the property and roads above it. Depending on the type of development the view, the air, storm water drainage and the streets would all be affected for the remaining property that has an R-8 residential zoning. As the owners of property closest to the land in question any changes made to bulkheads that face the property directly affect our housing structure. We do realize that anyone seeking to redevelop this land would be required to make a separate application and prepare of an environmental study before development, this rezoning however would give any potential developers the opportunity to propose changes that are not available to them under the current zoning. A determination of non-singnicance cannot be made,until the intended land use is known. The applicant in this proposal would desire to market the property unfettered by current zoning restrictions. Historically the properties north of Renton Avenue on Taylor and Hardie had been residential home sites. A small church was allowed construction facing Renton Avenue. Over the years the church was allowed acquire residential property and develop the land on both streets to build a larger church, add a school, add a parking lot, and add an underground garage and of course more parking. The Assembly of God the original owners and developers sold the property and moved on to a lager development in Maple Valley. The currents owners have only purchased the property in recent years and do not appear to have the following of their predecessors. Apparently, due to a downturn in the "religion business" they are no longer able to support all of their activities at this site and see the sale of the land for commercial purposes as their salvation. There has been no consideration on the part of this church for the property owners around them and what effect the proposed rezoning will have on the property values in the neighborhood. The City of Renton for its part must consider the environmental impact on all property owners in this plan before allowing any changes to be made to the current zoning. We understand that the issuance of the DNS is only a first step in rezoning, but we believe that there is Environmental Significance to this plan due to the unknown nature of any redevelopment. Until a plan for the prospective use of this property has been clearly stated rezoning should not be considered. We respectfully request that the City of Renton re-consider issuance of a DNS. Until such time that applicant or potential developers have stated the intended use for this property, there is not sufficient information available to issue the DNS at this time. The Public hearing phase of the rezoning process should be delayed until such time that a clear and defined proposal for the development of the property in question. It is currently improved with a building is being used for a church and private school. This is a non-Project action. KGM haws no plans to change the use. The site is located on a major arterial called Renton Ave So. It is also located a short block west of major arterial/hwy called Rainier Ave./Route 167. We are seeking to be proactive to the possible future use of the property located at 221 Hardie Ave.NW, Renton WA 98055. The site is approx. 3 acres with any significant special features. Surrounding properties are zoned as follows North: R-8 Single family residential dwelling on site North East: CA Garage and car storage on site East: CA Vacant lots Southeast: CA Fast food restaurant South: R 10 Multifamily structure on site South West R-8 Multi-family dwelling West R-8 Church parking lots and single family dwelling on site The proposed rezoning is for transitional preparation for future commercial redevelopment. If the site was sold it could be partnered with the vacant lot for sale to the immediate east. This would allow a greater range of commercial retail interest that would be consistent with Renton's comprehensive.plan. The church has already been approached by retail entities such as Albertson seeking to utilize the two properties. If this were to happen in the long term,the church/school would likely be demolished. See attached map.
