COMMENTS : . 1. Staff has contacted both the applicant and Mr. Saviage (the adjacent property owner to the south) and discussed the various problems related to the improvements on Queen Ave. 2 . A meeting was held td clarify the concerns expressed by adjacent property owners. Applicant wishes to develop the site in proposed manner in order to utilize existing trees and vegetation as much as possible . 2 . Proposal does not exceed maximum density and height requirements of the R-2 zone . 3 . It is the committee ' s recom- mendation that spacing of forty feet between the exist- ing building and the first new structure and thirty feet between the sides of new structures containing the small ten foot units be provided . He noted that the applicant has painted garage doors , asphalted the area around the existing structure and agreed to upgrade existing landscaping. Mr . Thomas Weichmann , noting that they have thirty foot deep units on the existing building , in which large boats are usually stored , stated that they would favor forty-five feet between the first building and the new buildings and twenty-five feet between the two smaller units . He said that it was their experience that there were rarely two cars maneuvering at one time and stated that there is a fifteen foot wide driveway at the east end of the building for additional passage . The Chairman invited comment from the audience but re- ceived no response. ACTION: MOVED BY SCHOLES, SECONDED BY SEYMQUR, THAT THE PUBLIC HEARING BE CLOSED. MOTION CARRIED UNANIMOUSLY. ACTION: MOVED BY ROSS, SECONDED BY MOLA, THAT A TEMPORARY PERMIT BE GRANTED TO WEICHMANN ENTERPRISES SUBJECT TO THE FOL- LOWING CONDITIONS: 1. STAFF APPROVAL OF THE FINAL LANDSCAPE PLAN. 2. A SPACING OF 45 ' BE PROVIDED BETWEEN THE EXISTING BUILDING AND ANY NEW BUILDING OR STRUCTURE. 3. Following discussion , it was concluded that the proposed structures could be considered as a permanent facility and that the experience the applicants have with the twenty-five foot spacing will provide a basis for con- sideration of future applications of this kind . He then read a letter from Mr. Kirkman responding to ques- tions raised by Mr. Saviage. The applicant has agreed to construct a retaining wall along the cut portion of Mr . Saviage ' s west property line and to install a screening fence along the applicant ' s south property line. The revised site plan was considered ,. and there was discus- sion regarding expiration of the deferral for installation of off-site improvements . The meeting resumed at 9 :40 p.m: , with the remaining members noted as being present. - • June 7, 1974 • Renton Planning Department Renton, Washington • Gentlemen: • In reply to Mr. Smith's letter of'May 23, 1974, I would like to submit the following information: • On August 31, 1971, I was granted a two-year delay in the installation of off-site improvements on the property in question. A $7500 bond was posted. On March 20, 1974, I was notified by Lyman Houck, City Engineer, that my time extension had expired and to please notify him as to when the improvements would be made. On April 4, 1974, I wrote Mr. Houck the following: "Am now preparing a site plan for a fourplex on the East corner of Queen and Sunset. Have had preliminary talks with the Planning Commission and will be submitting a request for a special use •permit on this corner. My plans are to complete both the proposed building and the off- site improvements by Fall. As soon as I know what I can build on the remaining property, then the driveway approaches can be de- fined and the improvements begun." • I have received a copy of Mr. Saviage's complaints and can only say that I'm sorry for his inconvenience and was unaware of his problems with•the sub-contractor. This occurred during a period of several rainy months, and then to make matters . worse, after all underground work was complete and the street had been repaired with crushed rock, Puget Power dug up all their underground service because they had failed to place it according to City of Renton specifications the first time. All street grading and the location of the fire hydrant were done according to. City of Renton Engineering Department requirements. I expect to complete the off-site improvements to the satisfaction of the City of Renton Engineering De- partment. The four-foot cut that Mr. Saviage refers to is a result of grading for the off-site improvements. If you examine my landscaping drawings submitted for the Special Use Permit, you will see that I have planned a rock wall in that area. In fact, I simply assumed that the City would require me to retain the cut if I did not do so voluntarily. If my letter of April 8, 1974, had been in your file, I don't believe this delay would have been necessary. At any rate, I certainly have no choice but to finish the street, as the City could forfeit my bond. Since Mr. Saviage did not know these things , I can understand his concern.. Renton Planning Dept. 2 6-7-74. . The neighbors do have a legitimate right to demand that the street improvements be made. However, I need to know what .I can build on the remaining property so the driveway approaches can be determined. I feel that building a fourplex is simply better land use than two duplexes. In order to build two duplexes (for which the property is already zoned) I would need to remove almost every tree. Therefore, I hereby request that my Special Use Permit application be approved. I had talked to him on Monday 5-22-74 about most of the areas of concern. He said that the inside edge of the sidewalk along Sunset Blvd. was approximately 12 feet from his north property line at the west end of the site and approximately 8 feet at the . east end of the site. Joan Lankford went over the addition- al screening requirements which the Planning Department felt was necessary. , This included the addition of Photinia • -. along the 'north property line adjacent to Sunset Blvd. She said that it was to be planted 4 feet high, 4 feet on center alternate spacing and well branched. She also said that the Laurel indicated on his plan for the south property •line should be a minimum of 4 feet in height and well branched, Mr. Kirkman agreed with these comments. COMPREHENSIVE PLAN COMMITTEE Commissioner Humble, chairman , reported that the committee has met several times and is preparing a land use proposal for THE VALLEY AREA. Almeet- ing was scheduled for May 15 , 1974 , to again con- sider the subject and the Shell Oil Company pro- posed development. Regarding the REQUEST OF THE SEATTLE AUDUBON SOCIETY for re-evaluation of the Renton Comprehensive Land Use Plan , the committee is already studyingithe question of land use in the Green River Valley . 2 . COMMUNITY SERVICES COMMITTEE Commissioner Scholes , chairman , brought theigroup up-to-date on the HONEYDEW APARTMENTS ' PROPOSAL . Mr . Ericksen advised the Commission regarding Coun- cil plans to conduct a public hearing on a revised plan on May 13 . He indicated that the Public Works Department and Planning Department had met with the applicant in an attempt to answer some of the con- cerns in order to provide the best type of develop- ment for the immediate community and the City. Scholes requested that an opinion from the City Attorney be obtained relative to jurisdiction of SHORELINE MANAGEMENT regarding fill in the Valley. Scholes reported that the committee had met jointly with the Council Community Services Committee regard- ing the OLYMPIC PIPELINE REFERRAL .
