GENERAL NORTHWEST INDUSTRIES ; Appl . No. SP-775-74; spe- cial permit to allow filling and grading in B-1 and R-3 zones ; property located at southeast corner , Union Ave . N . E . at N . E . 4th Ave . Staff comments were requested by the Chairman . The Plan- ning Director , noting that the application is for filling and grading , pointed out the 1 . 88 acre site on the vicinity map . Proposed use is for a small shopping center to include retail and office use and a possible tavern and will . be developed in three phases . It is the staff recommendation that approval be restricted to phase one only , with Planning Commission site approval of subsequent phases . Phase one , including a small convenience type grocery and retail space or a tavern , was described by Michael Smith , Assistant Plan- ner . Site development plans were displayed . Plans for filling and grading were described by the Planning Director and noted on the topographical map . Mr. Ericksen stated that the staff would consider a negative declaration of impact , provided the applicant takes steps to preserve existing landscaping and makes provision for drainage chan- nels . Responding to Commissioner Humble , Mr . Ericksen stated that in regard to provision for drainage at the time of fill , that the staff is recommending that the question of drain- age be subject to final approval of the Public Works ' Depart- ment and the King County Hydraulics Division . Slides and aerial photographs of the area were viewed . Dis- cussion followed regarding ingress and egress and circulation plans for the development . It was noted that off-site improve- ments would be required . Commissioner Mola invited comment from the applicant : Mr. William Hoffman , 4510 S . W . Heinze Way , Seattle , one of the owners of Northwest General Industries , stated that they could comply with most of the recommendations but would have a problem regarding preservation of the trees . It was his feeling that the remaining trees are not suitably loca- ted for retention . He stated that they would try to meet all other landscaping requirements and provisions for storm drainage . Discussion followed among the Commissioners regarding preser- vation of the trees . The discussion also concerned ingress and egress planned for N . E . 4th Ave . and the circulation plan . Responding to Commissioner Scholes , Mr . Hoffman stated that it was their intention to complete phase one within 24 months . Following further discussion , it was MOVED BY SCHOLES , SECONDED BY GIBSON , THAT THE PUBLIC HEARING BE CLOSED . MOTION CARRIED UNANIMOUSLY . ACTION: MOVED BY SCHOLES, SECONDED BY GIBSON, THAT THE SPECIAL PERMIT FOR FILLING AND GRADING BE APPROVED SUBJECT TO: 1 . WORKING OUT THE DETAILS OF ADEQUATE SLOPE AND EROSION CONTROL. 2 . DRAINAGE OF THE SITE DURING FILLING. 3. THE PLANNING STAFF WORKING OUT DETAILS OF PRESER- VATION OF TREES AND NATURAL LANDSCAPING . / Renton Planning Commission Meeting June 26 , 1974 Page Eight 4. PLANNING COMMISSION APPROVAL OF THE DEVELOPMENT PLANS WHEN THEY ARE PROPOSED, INCLUDING SETBACKS, BUILDING LOCATIONS, LANDSCAPING, SCREENING, STORAGE, PARKING AND CIRCULATIO / MOTION CARRIED UNANIMOUSLY. Mr. Hoffman stated that he would have his architect contact the Planning staff to work out details . WAIVER OF OFF-SITE IMPROVEMENTS: C. MARTINSON , E. J . ; Appl . No. W-776-74; request for waiver of off-site improvements in G7200 zone; property located west of Kennydale Memorial Hall on 27th N . E. The Chairman requested a presentation from the Planning Director . Mr. Ericksen , noting that the property had been recently rezoned to G-7200 , described the planned division of the property into four building sites . A waiver of off-site improvements as they relate to. N . E. 28th has been requested . It is the staff ' s recom- mendation that .a deferral rather than a waiver be considered at this time to allow the applicant to participate in the improve- ments on N . E. 28th at such time as the street is improved. It is also recommended that an additional 25 ' of right-of-way for a turnaround be dedicated on N . E . 28th to provide the proper services to the site. Commissioner Mola invited comment from the applicant. Mr . E . J . Martinson , 1105 Vashon Ct. N . E . , Renton , stated that he agreed . with the granting of a deferral rather than a waiver, and he would participate in an LID later. He said that the northwest property marker is on a porjion of the street which people use to turn around at this time. He stated that he is in the pro- cess of installing sewers across the front on N . E . 27th , and he is presently clearing only the front two lots . Di rusion followed regarding desirable minimum street widths and tile heed for additional right-of-way for turnaround pur- poses in view of the lengthy cul de sac . It was noted that pro- visions for these matters could be made during the short plat application process . Responding to Commissioner Scholes , Mr. , Martinson stated that he would have no objection to a dedica- tion for a turnaround . It was then MOVED BY ROSS , SECONDED BY SEYMOUR, THAT THE PUBLIC HEARING BE CLOSED. MOTION CARRIED UNANIMOUSLY . ACTION: MOVED BY GIBSON, SECONDED BY ROSS, THAT THE COMMISSION APPROVE DEFERRAL OF OFF-SITE IMPROVEMENTS UNTIL SUCH TIME AS AN LID IS UNDERTAKEN AND PROVISION FOR TURNAROUND AND DEDICATION OF 25 ' OF RIGHT-OF-WAY BE MADE. MOTION CARRIED UNANIMOUSLY. In view of the late hour , it was decided to defer further business until the July 10, 1974, administrative meeting . As there was no further business before the Commission , it was moved by Humble, seconded by Ross , that the meeting be adjourned . Motion carried unanimously. The meeting was adjourned at 12 : 00 a .m. Bylund- V . ACTION: CHAIRMAN TEEGARDEN CALLED FOR A SPECIAL MEETING TO BE HELD JULY 31 , 1974, FOR THE SPECIFIC PURPOSE OF CONSIDERING POSSIBLE CHANGES IN THE COMPREHENSIVE LAND USE PLAN IN THE GREEN RIVER VALLEY AND THAT AREA IN THE VICINITY OF THE VALLEY GENERAL HOSPITAL. HE REQUESTED THAT INTERESTED GROUPS BE NOTIFIED AND THAT A NOTICE OF PUBLIC HEARING BE PUBLISHED 2 . COMMUNITY SERVICES COMMITTEE OLYMPIC PIPE LINE PROPOSAL Noting City Council action declaring that the Olym- pic Pipe Line project had a negative environmental impact in the City of Renton and the CouncTs earlier referral of the proposal to the Planning Commission regarding possible environmental impact, Commissioner Scholes , chairman , described the route of the proposed second pipeline . It was the com- mittee ' s unanimous opinion that if the terminus of the pipeline is planned for Renton , then an environ- mental impact statement should be provided by the Olympic Pipe Line Company , as it is their feeling that locating the terminus in Renton implies addi - . tional storage potential . He also stated that it is the unanimous recommendation of the committee that an EIS not be required, if the terminus does not end within the City limits . Scholes stated that he had been advised by the Olympic Pipe Line Company that there is no foreseeable extension of the pipeline . Discussion followed regarding the potential for additional storage facilities , the reasons for an environmental impact statement, and appropriateness of possible action by the Commission . Commissioner Gibson left the meeting at this time , having been previously excused. ACTION: MOVED BY SEYMOUR, SECONDED BY SCHOLES, THAT FHE PLANNING COMMISSION SEND A LETTER TO THE PUBLIC WORKS DIRECTOR EXPRESSING THEIR RESERVATIONS IN REGARD TO THE COUNCIL'S ACTION AND STRONGLY RECOM- MENDING THAT AN ENVIRONMENTAL IMPACT STATEMENT BE REQUIRED FOR THE OLYMPIC PIPE LINE PROJECT BECAUSE OF THE POTENTIAL IMPACT OF THE TERMINUS BEING LOCATED IN THE CITY OF RENTON AND THAT A COPY OF THE LETTER BE DIRECTED TO THE COUNCIL AND TO THE MAYOR. Ninety-nine hundred cubic yards of fill are planned and approxi - mately 3900 cubic yards of cut. Proposed development is planned in three phases : Phase one includes a retail store and a tavern and also some other retail or office space ; phase two involves extra retail and office space ; and phase three provides for additional office space into the R-3 zoned area. Plans for reuse . of the site , site development and landscaping have been submitted. WAIVER OF OFFSITE IMPROVEMENTS: C. MARTINSON , E . J . ; Appl . No. W-776-74 ; request for waiver of off-site improvements in G7200 zone ; property located west of Kennydale Memorial Hall on 27th N . E. Planner Smith reminded the Commission that this site was recently rezoned from P- 1 to G-7200 in accordance with Living Memorial Association ' s request and pointed out the location of the 38,000 square foot site between N. E . 27th Street and N. E. 28th Street. The planned division of the property into four lots was described, Because there is an absence of off-site improvements on N. E . 28th , the applicant is requesting a waiver of off-site improvements along his property on that street. At this time he plans to build on the front two lots only , saving the remaining two lots for his children .
