Dear Mr. Sand: Thank you for the opportunity to comment on the subject proposal; we are always interested in developments occurring' near our city boundaries. There exists to the immediate northeast of the proposed sports complex a number of single family residences. The view that these residences will have to the west of their homes will be of a barren pasture land and a huge roof ex- " panse over the handball courts. In order to remedy this situation I feel that screening trees should be provided immediately to the west of these residences. Also the access road to the sports complex may generate a considerable amount of noise. Berming along the north side of this road may be desirable. Lastly, the medical clinics to the north of the pro- posed sports complex site along Springbrook Road have done a very good job of landscaping their frontages and a con- tinuance of this quality of landscaping would be very desirable. Loiseau , 5923 153rd Ave . N . E. , Redmond , project archi - tect , presented a perspective drawing of the proposed develop- ment . He described the structure as a suite of offices , con- sisting of two floors , to be utilized as an orthopedic clinic . Approximately eight doctors are expected to locate in the building . He stated that plans were being made to double the amount of landscaping and that augmenting landscaping to the south would be facilitated by moving the building . He des- scribed other development in the area and noted another medi - cal clinic is proposed for property directly to the north . Responding to the Chairman , Mr. Loiseau stated that both floors would be daylight. In describing the plan further in reply to questioning from Commissioner Teegarden , Mr . Loiseau indicated that the hillside slopes to the southwest and that due to the orthopedic specialty , it was necessary to have the doors come in on-grade to keep the ramp as slight as ❑ossible . He also stated that there was an attempt to • relate the design of the structure to the hospital by using exposed aggregate throughout and in the design of the windows . Mr . Loiseau said they would try to save some of the existing trees and noted plans for planting of douglas firs , spruce , pines , and a considerable amount of ground cover. They will be moving the building ten feet to the north to alleviate the steep slope to the south and also to provide for pre- servation of some of the trees . In doing so , the size of the site will have to be increased somewhat . Mr. Loiseau presented their rationale in planning the struc- ture as a heavier, monumental type building in response to questioning by Commissioner Scholes . He also indicated that a rockery would not be necessary as the result of moving the building to the north , decreasing the slope . The Planning Director inquired regarding the stairwell and noted the impact of the structure . Mr . Loiseau stated that the stairwell will be of smooth concrete and painted the same color as the window decor. He noted that the aggre- gate will contain large rock , and the windows will have concrete projections in a color to bring out some of the color in the rock . Noting no further questions from the Commission , the Chair- man asked for comment from the audience . Grover Shegrud , 18216 96th Ave . S . , Renton , stated he was concerned about the actual need for another medical clinic in the area . He also cited the expanded traffic that would result . In response , Mr. Ericksen stated that with reference to the need for medical clinics , the matter had been studied exten- sively in 1974 by the Planning Commission and that the Di - rector of Valley General Hospital felt there was signifi - cant demand for this type of facility . With regard to road- way improvements , he stated it is anticipated that Springbrook Road will in the near future be upgraded to include curbs , gutters , and sidewalks , and new traffic signalization at the intersection with S . W. 43rd . The need has already been es- tablished , and the implementation of the project is estimated in approximately one to two years . Discussion followed with regard to possible off-site improve- ments and definition of the northerly property line .
