COMMITTEE REVIEW: The review was conducted at 11 :15 a.m. on Wednesday, August 20, 1986 in the third floor conference room of the Renton Municipal Building. The Committee review was conducted after receiving written comments from all. divisions of the Public Works Department, both divisions of the Building and Zoning Department, and the Fire, Police, Parks and Policy Development Departments. FINDINGS, CONCLUSIONS AND DECISION Having reviewed the written record in the matter, the Site Plan Review Committee now makes and enters the following: Findings: 1 . The applicant, Curtis Beattie and Associates Architects for E&H Properties has requested site plan approval to allow the construction of a 184 stall parking lot on 2.24 acres of property. 2. The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment, and other pertinent documents was entered as Exhibit No. 1 . SITE PLAN REVIEW COMMITTEE/REVIEW AND DECISION CURTIS BEATTIE & ASSOCIATES ARCHITECTS/FILE SA-079-86 AUGUST 27, 1986 PAGE 2 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C 1971 as amended), a Mitigated Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee, the responsible official. The mitigated declaration of non-significance was based upon the amended plans, Exhibit No. 3 and No. 4 and the letter dated August 22, 1986 amending the application to address the concerns of the Environmental Review Committee. 4. The plans for the proposal have been reviewed by all City departments affected by the impact of the proposal . The Building and Zoning Department issued a declaration that the proposal complies with the intent of the Parking and Loading Ordinance pursuant to Section 4-2204(3)(C) (2) for location. 5. The subject proposal is consistent with the Comprehensive Plan designation of Manufacturing Park/Multiple Option for the subject site and the existing M-P, Manufacturing Park, zoning. 6. The site plan as presented complies with the 'specific dimensional limitations of the Parking and Loading Ordinance and the minimum amount of landscaping as recommended under the Comprehensive Plan designation. 7. The proposal will provide the necessary required parking for the IBM/Collins Office Park complex. A total of 551 parking spaces arerequired for the office complex by the City code. This proposal will supplement the existing 368 on-site parking spaces with 184 parking spaces thereby providing 552 parking spaces pursuant to City codes. Conclusions: 1 . The proposal is 'a development ' consistent with the policies, specifications and codes of the City of Renton. 2. Specific design issues raised by various City departments focused on: a. On-site circulation, drainage and lighting. b. Overabundance of parking for the demand of the IBM/Collins Office complex. c. The elimination of the temporary' parking lot located on the south side of S.W. 7th Street. ' This application has been determined to be 'a replacement parking lot for the temporary lot existing on the south side of S.W. 7th Street and is required in the public interest to support the City's 'ordinance requirements for parking for the. IBM/Collins Office complex. The office park complex does not presently meet code for parking without the established temporary parking lot on the southwest side of S.W. 7th Street. The uses in the buildings/office park would require 551 stalls for parking. The buildings contain 368 on-site spaces. The complex, therefore, lacks 183 spaces for code compliance for parking 'spaces. This approval would permit the development of the 184 parking spaces which would be sufficient to bring ' the ' buildings into compliance with the City 's codes and ordinance. 3. The Site Plan Committee was concerned that the applicant's proposal present the possibility and probable intent to expand the parking lot on this 2.24 acre parcel to provide 30% more additional parking than proposed, thereby providing parking spaces above that required by City code. Intensification of parking may lead to intensification of traffic impacts in the area which have not been considered under this application since the application is based upon the principle of "replacement" parking. Expansion of this parking lot would be considered a separate application and be reviewed under future environmental concerns including a subarea transporation study and a Metro transporation management plan. SITE PLAN REVIEW COMMITTEE/REVIEW AND DECISION CURTIS BEATTIE & ASSOCIATES ARCHITECTS/FILE SA-079-86 AUGUST 27, 1986 PAGE 3 4. The applicant has agreed with the Environmental Review Committee and Site Plan Review Committee that the proposal should only be implemented upon the completion of a transporation management plan for the IBM/Collins Office Park complex satisfactory to Metro. 5. In addition, the property should be very clearly limited by restrictive covenants to assure that any future owner realizes that this site is already reserved for parking for the IBM/Collins Office complex. Changes in building use at the IBM/Collins Office complex and/or the availability of other parking for the complex may release the underlying restrictive covenant if determined through the public review process at the time of requested modifications that Parking and Loading Ordinance requirements for the office complex are being met. 6. The proposal complies with the Comprehensive Plan designation of Manufacturing Park/Multiple Option and the present zoning classification of M-P, Manufacturing Park. Decision: The site plan, file SA-079-86 for Curtis Beattie and Associates Architects for E&H Properties, is approved subject to the following conditions: 1 . Redesign per Exhibits No. 3 and No. 4. 2. Execution of the modified application per letter dated August 22, 1986 to include: a. The temporary parking lot existing on the south side of S.W. 7th Street will be removed from operation on the day after certification of occupancy is granted by the Building and Zoning Department by placing a steel guard rail across all entrances. b. Any change in the design for the 184 parking spaces is beyond the present needs of the IBM/Collins Office complex and, therefore, would require a new land use decision along with environmental review. c. The preparation of a transporation management plan for the IBM/Collins Office complex to the satisfaction of Metro prior to the occupancy of the parking lot. d. The filing of restrictive covenants to run with the land just prior to the issuance of the building permit for the parking lot to includethe following: 1 . This parking lot is required to serve the present parking needs per City of Renton Municipal Code for the IBM/Collins Office complex. 2. The parking lot may not be convered to any other use unless an equal amount of superiorly located replacement parking is provided for this office park such that the office park is in compliance with the City 's Parking and Loading Ordinance at the time the replacement parking is proposed. (This is specifically to mean that the location of the parking must be closer than the proposed parking lot and also be more convenient to the tenants of the IBM/Collins Office Park. 3. Should any additional structures be built on the subject site, sufficient parking shall be provided to satisfy the City of Renton's Parking and Loading Ordinance requirements for both the on-site structures and the IBM/Collins Office Park, unless the property owner of the IBM/Collins Office complex has acquired adequate legal parking per item above. . The following list outlines our compliance with those comments: (1) Site lighting has been added to the parking plan, and a fixture has been specified. (2) The drainage plan was submitted on 8-24-86. The design calls for an oil & sand separator to filter the on-site runoff prior to its connection with the storm sewer under S.W. 7th St. (3) Seismic considerations were not taken into account because no building structure is being proposed for the site. (4) Soil loading considerations also were not applicable because of the nominal loading of automobiles. Future building construction, however, would have to address the issue under a separate permit. (5) There are no trees on the existing undeveloped site. A note has been added to the landscape plan acknowledging this fact. New trees will be planted as indicated on the landscape plan. If it is necessary, E & H Properties will remove the temporary parking Lot existing on the South side of the street . 9 . The purpose of the application is to replace the temporary parking therefore the new parking lot will not add additional traffic on the city streets. It is solely a REPLACEMENT. All of our efforts in managing the properties are directed to satisfy the tenants ' demands and secure their continuing occupancy. It was strongly suggested to us by our tenants that these facilities need modernization and upgrading. The requested refinancing will in large measure be applied to that end. We believe the esthetical improvements coincides with City plans to establish an enhanced image and get away from a sea of warehouses and toward attractive office buildings and parks. (2) This application has been determined to be a replacement parking lot for the temporary lot existing on the south side of S.W. 7th Street and is required in the public interest to support the City's ordinance requirements for parking for the IBM/Collins Office Park complex. This office park complex does not presently meet code for parking. The uses in the buildings/office park would require 551 stalls of parking. The buildings contain 368 on-site spaces. The complex therefore lacks 183 spaces for code compliance for parking spaces. This approval would permit the development of 184 parking spaces which would be sufficient to bring the buildings into compliance with,the City's codes and ordinances. (3) This mitigated declaration of non-significance is only applicable to the proposed 184 parking spaces. The potential 30% expansion of parking on this lot is specifically excluded. Any expansion would 'be considered a new parking lot and would be subject to further environmental review including a sub-area transportation study, and Metro TMP conformance. (4) This approval is conditioned upon the provision and implementation of a transportation management plan for the IBM/Colllins Bldg. complex satisfactory to Metro. The proposed parking lot is a REPLACEMNET of the existing parking provided on the South side of the S .W. 7th Street for the IBM/Collings Buildings. 2 . Presently the two buildings are combined under one ownership and represent one legal parcel to function as an Office Park occupied by The Boeing Commercial Airplane Company. 3 . The proposed parking lot meets the provisions of the Comprehensive Plan and the Manufacturing Park Zoning. The Plants intent seems to create an Office Park setting and encourages higher intensity office uses. Approximately Thirty- Four Percent (34%) of the site will be landscaped. 4 . Even though several bus routes are available to the employees, we recognize the need to address the need for mass transit . 8. The purpose of the application is to replace the temporary parking therefore the new parking lot will not add additional traffic on the city streets. It is solely a REPLACEMENT. All of our efforts in managing the properties are directed to satisfy the tenants ' demands and secure their continuing occupancy. The following list outlines our compliance with those comments: (1) Site lighting has been added to the parking plan, and a fixture has been specified. (2) The drainage plan was submitted on 8-24-86 . The design calls for an oil & sand separator to filter the on-site runoff prior to its connection with the storm sewer under S.W. 7th St. (3) Seismic considerations were not taken into account because no building structure is being proposed for the site. (4) Soil loading considerations also were not applicable because of the nominal loading of automobiles. Future building construction, however, would have to address the issue under a separate permit. (5) There are no trees on the existing undeveloped site. A note has been added to the landscape plan acknowledging this fact. New trees will be planted as indicated on the landscape plan. (6) To aid the on-site traffic circulation, we are adding an addi- tional entrance/exit onto S.W. 7th St. , at the west end of the site.
