STAFFREP Staff Recommendation 5/12/99 AMENDMENT 99-M-1 — Talbot Road, RPN to CC DESCRIPTION: This privately initiated amendment to the Land Use and Zoning Maps would change the Residential Planned Neighborhood (RPN) land use designation to Convenience Commercial (CC). Concurrently, the site would be rezoned from R-14 to CC. The subject area consists of one parcel of just under one- half acre. (Attachment A,Vicinity Map) ISSUE SUMMARY: 1. Consistency with CC and RPN policies RECOMMENDATION SUMMARY: Approve Land Use Map amendment from Residential Planned Neighborhood to Convenience Commercial with concurrent rezone from R-14 to CC. ANALYSIS: At slightly less than one-half acre, the site has limited area for development. The site borders on Talbot Road on the west,a temple on the north and east,and a large single family lot on the south. All adjacent areas are designated Residential Planned Neighborhood. As a point of information, the proposed use is an ethnic food store and an East Indian Community Services office. These uses are not addressed in this review, since the Comprehensive Plan amendment and rezone would create the potential for other uses to be established. Certain convenience commercial uses have been determined to be compatible with the residential development in the Residential Planned Neighborhood designation. Land Use Element policy LU- 63.3 specifies convenience commercial uses as appropriate in the central places of RPN developments. The R-14 Zone that implements the RPN designation includes Convenience Markets and Eating and Drinking Establishments as allowed uses, subject to certain conditions. These require that the use be primarily intended to serve the surrounding development, that they serve as a focal point for the surrounding community, and that they are compatible with the character of the surrounding area. The Convenience Commercial (CC) Zone allows a wider variety of commercial uses than does the R-14 Zone. (Attachment B, CC Zone) The predominant condition of commercial uses in the CC Zone is a limitation to 5,000 square feet per use. The CC Zone does not require compatibility with the character of the surrounding neighborhoods. However the Convenience Commercial policies direct that commercial structures in the designation be functionally and visually compatible". (Policy LU-214) Policy LU-219 also states that commercial structures in the Convenience Commercial designation should be compatible with surrounding single family character in terms of height, frontyard setbacks,lot coverage and building design. The intent of the Convenience Commercial designation is to "permit small scale commercial uses which serve the personal needs of the immediate population in residential areas and reduce automobile travel". (Convenience Commercial Objective LU-FF) Such uses should not concentrate to the point of changing the character of the area from residential to commercial. (Policy LU-213) There are no other commercial uses in the immediate vicinity. A convenience commercial establishment may serve 99_M_LDOC\ Staff Recommendation 5/12/99 the intended purpose of the designation and would not be likely to change the character of the neighborhood. The proposal is also consistent with the criteria for locating convenience commercial uses. According to Policy LU-220, such uses should be located "within pedestrian distance of existing and planned residential uses, outside of the trade area of other small-scale commercial uses offering comparable goods and services, and contiguous to a street classified at the collector level. Talbot Road South is classified as a collector arterial in the Transportation Element of the Comprehensive Plan. CAPACITY ANALYSIS: Negligible change anticipated. COMPREHENSIVE PLAN COMPLIANCE: The proposal is consistent with the intent of the Convenience Commercial policies. Applicable policies are included in Attachment C. The grocery store is a needed service given the 1,000- 1,400 families being served in the immediate vicinity.The next nearest East Indian grocery store exists over 5 miles away in Kent. With the Sikh Temple being one of only two such facilities in the Puget Sound area,the East Indian population will continue to grow in Renton. This grocery store will be an important source of not only food/staples,but an information center for this community.
