Vehicular and pedestrian access would be provided from South Grady Way. Approximately 89 to 127 parking stalls would be added to the existing 324 parking spaces on site. LOCATIO ' _ II Projcci Location Map SITERC City of Renton P/B/PW Department Administrative Site Plan Approval&Enviro, tal Review Committee Staff Report CITY HALL PARKING RAMP LUA-99-059,SA-A,ECF REPORT AND DECISION OF MAY 4,1999) Page2 of 8 PART ONE: PROJECT DESCRIPTION/BACKGROUND City of Renton proposes to add a ramp and stair tower on the existing 1.6 acre City Hall campus. The ramp and staircase are proposed to be located on the south and west sides of the existing garage structure. The project will provide access to the P2 or Jail parking level and the plaza level parking from South Grady Way. A straight stairway with three tiers and landings is also included in the project to provide direct pedestrian access from South Grady Way to the City Hall Lobby level. Off-site improvements include the construction of a bus turnout lane and bus shelter on South Grady Way. In addition, a passenger elevator from the South Grady Way level to the plaza level is provided for handicap access to the main lobby of City Hall. The proposed ramp would be 21 feet in height, composed of a concrete exterior and dense Styrofoam fill. Access would be from South Grady Way between Wells Avenue South and S.R. 515 (Talbot Road South). The proposed elevator tower would stand 40 feet in height. This three-story tower would feature windows defining each level and a copper dome on top of the elevator tower. Applicant has provided a conceptual landscaping plan showing trees, shrubs, groundcover and lawn surrounding the base of the stairway and framing new concrete walkways. Existing parking would be supplemented with the addition of between 89 and 127 parking stalls. Upon completion, a total of 413 to 451 parking stalls would be provided on the site, yielding a parking ratio of from 3.53 to 3.67 stalls per 1,000 gross square feet of office. The proposal requires environmental review and administrative site plan approval. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Consistency with Site Plan Criteria In reviewing the proposal with respect to the site Plan Approval Criteria set forth in Section 4-31- 33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: XX Copies of all Review Comments are contained in the Official File. Copies of all Review Comments are attached to this report. SITE PLAN CRITERIA 1.GENERAL CRITERIA: a.Conformance with the comprehensive plan, its elements and policies; The proposal conforms to objectives and policies of the Comprehensive Plan for Employment Area — Office designations. Objective LU-DD states that quality development should be ensured in EAO designations. Policy LU-189 states that intensive office site and structures should be designed to mitigate adverse impacts on adjacent land uses. The proposal would provide for a coordinated site design that provides for vehicle and pedestrian circulation and provides a focal point for the City Hall as seen from South Grady Way. Policies also address parking and site circulation for vehicles and pedestrians (LU-190, and LU-191) noting that internal site circulation should be primarily pedestrian oriented. Policy LU-192 states that vehicular access to the site should be from the major street with the access points minimized. Policy LU- 193 states that public amenity features such as plazas should be encouraged. The proposal would encourage pedestrian circulation while accommodating vehicles. Access points would be clearly defined, and public amenities in the form of a plaza and landscaping would be provided. b.Conformance with existing land use regulations; The proposal would comply with applicable zoning, parking and loading, and site development standards. Required parking for the existing City Hall structure exists on site. The addition of parking, ramps, a stairway and elevator tower, plaza and landscaping would conform with building setbacks, height limits, parking, landscaping, and maximum impervious lot coverage requirements. Since it is not known what specific types of trees, shrubs or groundcovers are proposed for the lower plaza level, staff will recommend that additional information be provided as a condition of site plan approval. The applicant will need to provide the Development Services Division project manager with detailed landscape plans indicating the type and size of proposed ornamental plantings, prior to the issuance of the building permit for the proposal. c.Mitigation of impacts to surrounding properties and uses; The proposal would not result in adverse impacts to off-site properties. The project would be most evident when viewed from South Grady Way and Benson Road. Pedestrian and vehicular circulation would be improved on the site. Additional parking would be provided. Architectural and landscaping elements would compliment the existing City Hall building without blocking views on-site or off-site or creating shadows on adjacent sites. The proposal would enhance the existing site development through the introduction of compatible architectural and landscaped areas. Existing vehicular site circulation would be maintained during construction. No adverse impacts are expected. d.Conservation of area-wide property values; The proposal would conserve and improve area-wide property values for comparable development by the addition of landscaping, complimentary architectural elements and additional parking. The property values of existing housing market north of the site is not expected to adversely affected by the proposal. Public parking on the upper level is currently accessed exclusively from Benson, while employee parking enters from South Grady Way to access parking on the lower level. The proposed parking ramp would link all of the parking levels and provide additional parking stalls. In addition, pedestrians would have clearly delineated walkways from both Main Avenue South (Benson Highway) and also from South Grady Way to the building's main entrances. f.Provision of adequate light and air; The proposed ramp, stairway and elevator tower would not impede the flow of air. Additional areas on the south side of the subject site would be shaded by the ramp, but these areas are not part of public open space or proposed plaza. Ramp access lighting is designed to cast downward, and lights in the plaza would be turned on during the evening hours when City Hall is lit. Security lighting would remain on during hours of darkness. No off-site glare impacts are expected. g.Mitigation of noise, odors and other harmful or unhealthy conditions; Construction activity would increase noise and dust in the area. Operation of the proposed parking ramp and plaza would increase noise in the immediate vicinity of the plaza, and could affect off-site land uses in the nearby surrounding area. Landscaping is proposed within the lower plaza area. South Grady Way separates the proposed lower plaza from the South Renton neighborhood. The combination of landscaping and existing background noise would help to mask additional noise from the use of the pedestrian plaza. h.Availability of public services and facilities to accommodate the proposed use; Sufficient public services and facilities exist to accommodate the proposal, which is itself a public facility providing service to the community. i. Prevention of neighborhood deterioration and blight. The proposal is expected to enhance the existing City Hall building, the overall site, and the neighborhood. D. Findings, Conclusions & Decision Having reviewed the written record in the matter, the City now enters the following: 1) Request: The Applicant has requested Environmental Review and Site Plan Approval for the Renton City Hall Parking Ramp proposal. 2) Environmental Review: The applicant's file containing the application, State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment, and other pertinent documents was entered as Exhibit No. 1. 3) Site Plan Review: The applicant's site plan application complies with the requirements for information for site plan review. The applicant's site plan and other project drawings are entered as Exhibits No. 2 through 6. 4) Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan designation of Employment Area Office (EAO). 5) Zoning: The Site Plan as presented, complies with the zoning requirements and development standards of the Commercial Office (CO) Zoning designation. Police recommendations: 1) The pedestrian stairways on the southeast and southwest portions of the parking garages extend to all 3 levels of the garages. This is a security breach that currently allows unauthorized access onto the P2 and P1 garage levels. Recommend these stairways be secured with entrance doors or gates that open ONLY by security card-key access. Fire Code exit requirements can be maintained by installing exit-only push-bars on the doors. 2) These same pedestrian stairways are located directly next to the vehicle access ramps on both P2 and Level 1. Recommend that the stairways have a metal railing installed on the sidewalk to separate pedestrians and vehicular traffic. This will force pedestrians to exit the stairways in a safe manner, along the sidewalk. The current site plans indicate that it's feasible an inattentive pedestrian could walk directly into the path of an oncoming vehicle as it rounds the corner(the driver's vision would be obscured), thus causing a serious accident. 3) Landscaping along the vehicle ramp needs to be low ground cover only. Tall bushes or trees will obscure the vision of passing vehicles; especially as they exit P2. 4) Recommend removing the conifer on the SW corner of the parking garage. This is a very tall tree and will probably obscure the vision of cars as they exit P2 and round the sharp SW corner of the ramp. 5) The entrances into P2 will need the same metal doors with card-key access only, as are on P1. This will prohibit unauthorized access into the secured jail area. Security cameras/video monitors and an intercom will need to be installed outside of each entry- point, so the jailers can monitor access into the secured facility, and either allow or deny entry. 6) Signs will need to be posted at both ends of the ramp that state something like, DANGER,No Pedestrians", or"Vehicular Traffic ONLY". 7) The parking areas of City Hall have long been used by area residents as a skateboard and rollerskating arena. By securing access onto P1 and P2, the problem should be eliminated in those areas. The vehicle ramp itself poses the potential problem of being dangerously used as a skateboard ramp. This not only would result in serious injury to any unlawful user,but it would expose the City to liability in the event of an accident. Recommend that the ramp itself be composed of a material that would be bumpy or convoluted; the point is to make it uncomfortable and incapable of supporting skateboarding, bicycling or rollerskating. This type of material might also provide the added benefit of traction for vehicles during inclement weather. Speed bumps or any similar type of obstruction to unlawful use might be another consideration. 8) The area adjacent to the elevator will need security lighting. Lighting is also recommended on the elevator wall, above the entrance doors. 9) The entire parking areas and sidewalks will need security lighting that comes on automatically during the hours of darkness. Since the construction materials lend themselves to rapid emplacement, our expectation is that the construction period will be shortened once bids are received. The hours of operations will be from 7am to 7pm, five days a week. Weekend work is not anticipated but may be required during critical times. The majority of the assumed hauling routes/construction routes will be along South Grady Way towards Kent. Minimal construction traffic will be on Benson. Senior Geotechnical Engineer Offices Worldwide REPORT OF GEOTECHNICAL INVESTIGATION RENTON CITY HALL NEW PARKING GARAGE RAMP 1.0 INTRODUCTION This report presents the results of a geotechnical investigation for the proposed parking garage ramp for the Renton City Hall in Renton,Washington. The scope of our investigation is outlined in our proposal dated September 28, 1998. Written authorization to conduct this investigation was provided by a signed copy of our Authorization Confirmation dated September 25, 1998, by Mr. James E. Shepherd of the City of Renton. The City of Renton is planning to construct a new ramp south of the existing garage at the Renton City Hall as well as a future ground level parking area. This investigation includes site reconnaissance, subsurface investigation, geotechnical laboratory testing, and preparation of design and construction recommendations. After conducting a field investigation and preliminary analysis, Dames & Moore issued a memorandum dated October 28, 1998 presenting various options for support of the new ramp. These options included use of lightweight materials (e.g. expanded polystyrene blocks (EPS), expanded shale or Lava Rock) in lieu of structural fill, pre-loading the site until most of the settlement has occurred or supporting the ramp on deep foundations. It is our understanding that EPS blocks will be used to support the ramp. This report documents our investigation and presents our recommendations for the construction of the new ramp and future parking area. In addition to the ramp, an elevator tower and stairs are planned west of the existing garage. The elevator and stairs were not included in the original scope of services for this project and will be addressed in an addendum to this report. 2.0 SCOPE OF SERVICES The scope of work for this project is outlined in our revised proposal dated September 28, 1998. The scope was further revised verbally in response to our October 28,1998 memorandum. The scope of services included the following: 1. Investigate soil and groundwater conditions by conducting a field exploration program consisting of two drilled borings to a depth of approximately 40 feet each at the location of the proposed ramp and one boring to a depth of 5 feet in the ground-level future parking expansion area outside the existing structure. 2. Conduct a program of laboratory testing to measure pertinent physical and engineering characteristics of the soils at this site in support of the design effort. Provide the anticipated magnitude of total and differential settlements of the EPS block supported ramp. 4. Provide recommendations regarding pavement design parameters (e.g., R Values, CBR and/or subgrade reaction coefficient K)and subgrade preparation requirements . 5. Evaluate the effects of seismic activity including the potential for liquefaction. 3.0 SUBSURFACE CONDITIONS Subsurface conditions at the site were investigated by drilling 3 borings B-1-98 through B-3-98 with an 8-inch diameter hollow-stem auger. Borings B-1 and B-2 were advanced to a depth of 41 feet below the existing ground surface and Boring B-3 was advanced to a depth of 5 feet below the existing ground surface. The approximate locations of these borings are shown on the Site Plan, Figure 2. Detailed logs of the borings are presented in Appendix A. The soils encountered in the borings were classified in accordance with Unified Soil Classification System, also presented in Appendix A. Borings B-1-98 and B-2-98 were drilled at the location of the proposed new ramp. In general, the soils encountered in our borings consisted of 3 to 4 feet of granular fill underlain by loose and very soft organic soils (peat) before reaching dense sands at a depth of about 32 to 34 feet. Although no ground water measurements were taken, it is estimated from previous explorations in the vicinity that the water table is 10 to 15 feet deep. The soils at Boring B-1-98 and B-2-98 consist of a medium dense gravel with sand and silt layer approximately 2.5 to 3.5 feet thick, followed by a layer of very loose to loose sand with varying amounts of silt and gravel approximately 16.5 to 17 feet thick. Below the sand is a layer of peat with silt layers. The peat is about 4.5 ft thick at Boring B-1-98 and about 12.5 feet thick at Boring B-2-98. Below the peat at Boring B-1-98 is a layer of very loose to loose sand followed by a very dense sand layer which extended to the terminal depth of the boring. The very dense sand layer was present below the peat layer at Boring B-2-98. Boring B-3-98 was drilled in the area proposed for future ground level parking. The soils encountered in this boring beneath the asphaltic concrete surface course consisted of about 2.5 feet of medium dense gravel followed by a layer of very loose sand with silt which extended to the terminal depth of the boring at 5 feet below the ground surface. G.\WPDATA\163\REPORTS\rentoncityhall.doc 3 DAMES&MOORE C" 4.0 CONCLUSIONS AND RECOMMENDATIONS 4.1 GEOFOAM SUPPORTED RAMPS Our understanding is that the ramp as designed by others will consist of 6 inches of Portland Cement concrete pavement (PCCP)over 8 inches of structural fill supported by EPS blocks. The sides of the ramp will be constructed on a 1H:1V slope and will consist of structural fill placed on EPS blocks. The top paved portion of the ramp will be 26 feet wide. The height of the ramp will be 22 feet at the upper level and 11 feet at the lower level. Due.to the loose sand and compressible peat layer present beneath the ramps, some settlement of the ramps is expected to occur. Total settlements will consist of initial settlement of the loose sand layers, primary consolidation of the peat layer and secondary consolidation of the peat layer. Initial settlement of the ramp as currently designed due to primary consolidation of the peat layer and immediate settlement of the sand is estimated to be less than about 1-inch at the high point of the upper ramp and less than about 2.5-inches at the high point of the lower ramp where the peat layer is thicker. Settlement due to secondary consolidation is expected to be about 'Yz-inch at either ramp. Primary consolidation is expected to occur within about 6 months of construction and secondary consolidation will occur throughout the service life of the building. 4.2 FUTURE PARKING AREA The area considered for future parking is currently covered with asphaltic concrete pavements. The subgrade soils encountered beneath the existing asphaltic concrete surface course consists of a 2.5 feet thick layer of medium dense gravel fill. Based upon the presence of a well draining gravel subgrade, we recommend that a CBR value of 25 (R-value of 60) be used for pavement thickness design in this area. The frost susceptibility of the soil is considered to be negligible. The parking areas should be designed to prevent ponding of water and subsequent infiltration of the subgrade soils. The existing pavement may be left in place, recycled and incorporated into the new pavement section or removed. If the existing pavement is to be left in place, the area should be rolled with heavy vibratory compaction to densify the upper granular subgrade soils. If the existing pavement is to be recycled or removed, prior to placing any fill, base course or surface course,the subgrade soils should be compacted to at least 95 percent of maximum dry density as determined by test method ASTM D1557. Soft areas identified during compaction should be over-excavated and replaced with structural fill. The structural fill should consist of free-draining gravel or sand and gravel mixture containing particles no greater than 3 inches and a maximum of 5%fines. All fill and backfill should be placed in uniform, horizontal lifts and be compacted to at least 95 percent of maximum dry density as determined by test method ASTM D1557. G:\WPDATA'163\REPORTS\rentoncityhall.doc 4 DAMES&MOORE i_ I 4.3 SEISMIC CONCERNS Based on the 1997 Uniform Building Code (UBC) Seismic Zone Map of the United States, the project site is situated within Seismic Zone 3. The code specifies that in the absence of site specific ground motion information, a horizontal peak acceleration of 0.3 g be used for Zone 3 seismic analyses. This corresponds to the ground acceleration that would be associated with the Maximum Credible Earthquake (MCE) for the region, defined as the ground acceleration with 10 percent probability of being exceeded in 50 years (i.e. return period of 475 years). This acceleration level has therefore been applied to the estimate of liquefaction potential using methods of Seed and de Albaa (1986). The analysis indicates that some liquefaction will occur in the depth range from about 10 to 20 feet at the lower ramp. At the upper ramp, liquefaction will occur in the depth range from 10 feet to 20 feet and 29 to 30 feet. Ramp settlements due to liquefaction are expected to be about 3 to 4 inches for the lower ramp and about 6 to 8 inches for the upper ramp. 5.0 LIMITATIONS The existing subsurface information referred to herein does not constitute a direct or implied warranty that soil conditions between or near the borings can be directly interpolated or extrapolated, or that subsurface conditions and soil variations different from those disclosed by the borings will not be revealed. The borings were drilled utilizing mud rotary techniques with a truck mounted drill rig. All field operations were coordinated by a Dames & Moore representative who located the borings, classified the excavated materials and obtained samples for laboratory testing. Graphical representations of the soils penetrated by the borings are shown on the attached boring logs. The soils have been classified in accordance with Unified Soil Classification System, as outlined on Figure A-3. Soil samples from borings B-1-98 and B-2-98 were obtained using a Dames & Moore U-Type sampler. The samplers were driven in the boring using a 300 pound hammer falling 30 inches. Samples from Boring B-3-98 were obtained using a Standard Penetration Test (SPT) split tube sampler driven with a 140-pound hammer falling 30 inches. The number of blows required to drive the sampler the last 12 inches of an 18-inch interval is presented on the boring logs. PROJECT OVERVIEW This project consists of the addition of a drive ramp to serve the multiple levels ofthe existing parking structure at the City of Renton, City Hall complex. In addition, the westerly area of the property, lying adjacent to the existing parking facility, will be improved as an entry plaza to the City Hall building. Those improvements will consist of the removal of existing paving, the relocation of a commercial driveway approach,installation of a meandering sidewalk/access corridor to the facility, a stairway and an elevator to the upper level of the parking structure. The existing development is situated on a 3.64 acre parcel which is comprised of 43,823 square feet ofpervious area(landscape plantings)with the remaining 114,737 square feet occupied by impervious surfacing(buildings and areas subject to vehicular traffic). The proposed improvements will result in 44,534 square feet of pervious area(landscape plantings)with the remaining 114,026 square feet occupied by impervious surfacing(buildings and areas subject to vehicular traffic). P R 7: sq.ft. PERVIOUS ARE/ IMPERVIOUS IL PRELIMINARY CONDITIONS SUMMARY Thti existing facility was constructed in 1985 and was developed in accordance with current storm dra inage standards. Site runoff is served by an on-site collection system and passes through an underground storm detention system prior to discharge into a public storm drainage facility lying wil hin the Grady Way right-of-way. A portion of a paved parking area lying south of the subject property passes through the storm conveyance and detention system. (The development to the south was occupied by a satellite Puget Power facility and has recently been abandoned by that operation). The detention system consists of approximately 410 lineal feet of 24"pipe,230 lineal feet of 30"pipe and 242 lineal feet of 18"pipe. Minor modifications and additions to the existing conveyance system will be provided to accommodate the proposed improvements. This site receives storm water from the vacated Puget Power storage yard lying soul h ofthe subject property. It presently passes through the on-site storm conveyance and detention systems and will remain as such with these proposed improvements. Downstream Analysis Storm runoff leaves the site (from the on-site control manhole) via a 12" cmp storm pipe into an existing 12" concrete storm pipe on the northwesterly side of Grady Way. Then, southwesterly in the 12" concrete drain pipe down Grady Way through the following storm drainage structures(City of Kenton Storm Drainage Inventory data); 17, C8-5 17, B8-1 17, B8-2 17, B8-3 17, B8-4 Then continues southwesterly in an 18" concrete drain pipe through storm drainage structures; 17, B9-1 for approximately 2200 feet. IV. RETENTION/DETENTION ANALYSIS The proposed improvements to the existing site include the addition of a drive ramp to serve the parking garage, the installation of a sidewalk, the relocation of an existing driveway approach, and the removal of existing asphalt. These improvements will result in a 711 sf decrease of on-site impervious surface area,and a 2,504 sf decrease of on-site impervious area that is subject to vehicular use. The existing site is already equipped with a storm detention system. Because the proposed site imps ovements do not add any additional impervious surface area that will be subject to vehicular use, no additional storm detention is required. Water quality is also not required for these improvements. The proposed project does not add more than 5,000 sf of'new impervious surface' to the basin area(as defined by the King County Surface Water Manual(KCSWM)page 1.2.3-1). The proposed impervious areas will be replacing existing impervious areas; the total amount of impervious surface area will actually decrease with the proposed improvements. Although additional water quality is not required, turn down elbows will be installed in each existing and proposed catch basin to help improve the quality of storm water leaving the site. Therefore,with the exception of the installation of turn down elbows in the catch basins,the existing storm detention system will continue to be the sole source of peak rate runoff control and water quality. EROSION/SEDIMENTATION CONTROL DESIGN Responses to Core Requirement#5: Temporary Erosion and Sedimentation Control Minimum Requirements: 1. Clearing limits have been established and are shown on the Erosion Control Plan in the civil drawing set. 2.Temporary and/or permanent cover measures will be provided to adhere to Core Requirement 1.2.5-2. 3. Perimeter protection will be provided to all areas downslope of all disturbed areas. For location of filter fabric fence, see Erosion Control Plan in the civil drawing set. 4.A stabilized rock construction entrance will be installed in accordance with Core Requirement 1.2.5-4. For location see Erosion Control Plan in the civil drawing set. 5.The disturbed site will drain to the existing on-site storm system. Sediment retention will be achieved by the installation of erosion protection in all existing on-site catch basins. 6.Again, all surface water runoff will drain to the existing on-site storm system. 7. Preventative measures will be taken to control dust due to on-site construction in accordance with Core Requirement 1.2.5-7. 8. If construction occurs during the wet season(October 1 to March 31), the site will adhere to the Special Requirement in section 5.4.8 of the King County Surface Water Manual in accordance with Core Requirement 1.2.5-8. 9. This site is not located near a sensitive area or buffer. 10. All Temporary Erosion and Sedimentation Control (TESC) measurements will be maintained and reviewed as specified by Core Requirement 1.2.5-10. 11.
