AMENDMENT NO. 1 TO AGREEMENT FOR ARCHITECTURAL
SERVICES, FIRE STATION #15

THIS AMENDMENT, dated , is by and between the City of Renton (the "City"), a Washington
municipal corporation, and Schreiber Starling Whitehead Architects ("Consultant"), a
Washington State Professional Services Corporation.The City and the Consultant are referred to
collectively in this Amendment as the "Parties." Once fully executed by the Parties, this
Amendment is effective as of the last date signed by both parties.
Whereas,the City engaged the services of the Consultant under Agreement CAG-17-046, dated
March 15, 2017, to provide necessary services for the design of Fire Station #15 (referred to
herein as the "Agreement");
Whereas, the Parties wish to amend the Agreement to change the compensation to correct a
calculation error in the proposed fee schedule in Exhibit A relating to the Welsh Commissioning
Group amount+10%-the original mistakenly listed only the commission and not the cost of the
actual work.
NOW THEREFORE, It is mutually agreed upon that CAG-17-046 is amended as follows:
1. Scope of Work:Section 1,Scope of Work, is amended to add the cost of work as specified
in Exhibit 1,which is attached and incorporated herein.
2. Time of Performance:Section 3,Time of Performance, N/A
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased from$763,486.00 to$784,226.00, plus
any applicable state and local sales taxes. The additional compensation shall be paid
based upon Work actual performed according to the rate(s) or amounts specified in
Exhibit 1,which is attached and incorporated herein.
4. All terms of the Agreement not explicitly modified herein shall remain in full force and effect
and such terms shall apply to Work performed according to this Amendment as if fully set
forth herein.
IN WITNESS WHEREOF,the Parties have voluntarily entered into this Agreement as of the date
last signed by the Parties below.

Dear Robert:
As we discussed today,I recently discovered an error in my proposal/our agreement for the new
Fire Station. The formula contained in my spreadsheet,which summarizes the fees from our
specialty consultants,was corrupted for the Commissioning Agent. The proposal made by the
Walsh Commissioning Group(WCG),attached to our summary,clearly identified their fee for
commissioning of the building systems as$20,740. My summary only carried forward the 10%
mark-up($2,074)and neglected to account for the costs of the actual services. Due to this latent
formula error,our agreement currently does not have fees to cover the needed consulting services.
I request that an Amendment be made to our agreement in the amount of$20,740 to provide
building systems commissioning.

Welsh Commissioning Group,Inc.(WCG)is pleased to offer the following proposal for services
per the listed Scope of Work and Cost Proposal Detail.
Project Descrlption:
Construction of a new approximately 7,500 SF fire station located in Renton,WA.
Scope of Work: , �
The systems to be commissioned under this proposal include those as outlined in Attachment—A,
Commissioned Systems and Equipment List. ' ,
The following are the duties of the Commissioning Authority(CxA)including commissioning
deliverables. Note:Design Team refers to the Arclutect and Engineer of Record and their sub-
consultants. The Commissioning Team refers to the Client,Owner(if different than Client),
Design Team,Contractor,Sub-Contractors and Equipment Suppliers.
1. The C1cA shall review the project documents for issues related to constructability,
maintainability and ability to commission. Any issues discovered will be reported to the
Owner and Design Team in a written report.
2. The CxA shall develop and provide to th�Project Architect the project specification
sections related to commissioning procedures.This documentation shall be provided to
the Project Architect in a timely fashion to allow the document to be included in the bid
set of Project Documents.
3. The G`xA shall review selected Contractor provided submittal documentation for systems
and equipment to be commissioned.This review is in addition and supplernentary to the
format review as provided by the Project Design Engineer(s)of record Any issues
discovered will be reported to the Owner and Design Team in a written report.
4. The CxA shall provide a complete Commissioning Plan to tha Commissioning Team in a
timely fashion follovving the date of submittal approval by the Design Team for all
. systems to be commissioned. At a minimum,this Commissioning Plan shatl include the .
following:

• A complete list and description of all equipment and systems to he commissioned.
• Installation verification data entry forms for systems and equipment to be
commissioned.
• Startup documents(checklists)for systems and equipment as provided by the
Contractors.
• Functional performance test procedures and data entry forms for systems and
equipment designated to be functionally perfarmance tested.
• A sample version of the commissioning issues list. This list is to be maintained and
updated by the CxA on a regular basis daring the entire commissioning process.
5. 'The CacA shall schedule,organize and coardinate an initial on-site commissioning
coordination meeting. The initial meeting shall be with the Owner,Design Team and
Contractors to present the commissioning plan,and discuss issues related to the proposed
commissioning process. Meeting agenda and minutes shall be provided by the CxA
6. The CxA shall schedule,arganize and coordinate a controls integration meeting. The
controls integration meeting shall be with the�iVAC control contractor,lighting control
contractor and Design Team to review control strategies and testing;to be held after
receipt of submittals and prior to programming. Meeting agenda and minutes shall be
provided by the CxA
7. The CxA shall schedule,organize and coordinate on-site commissioning meetings and
site observations. Commissioning meetings will be foc the purposa of coordinating
coramissioning tasks with the contractor and discussing unresolved issues. Meeting
agenda and minutes shall be provided by the CxA. Coincident with meetings,site
observations shall be conducted by the CxA during the construcrion process. The
purpose of these observatians will be to evaluate compliance to contractual obligations
such as cleanliness,capping ductwork,access to equipment,maintainabitity and so forth
to idenrify concems before they are repeated throughout the project. A site observation
report will be provided. The number of ineetings will be as agreed upon in the Fee
Proposal.
8. The CxA shall be responsible for perfozming documented Installation Verifications(IV)
for verifying that the equipment and systems designated for commissioning are
completely installed and ready for functional testing. Issues discovered during the N
will be documented by the CxA in a Commissioning Issues Log and communicated to the
Commissioning Team, The completed N forms will be provided by the CxA in the final
report.
9. The CxA sha11 review the TAB report and provide written comments to the
Commissioni.ng Team. The GScA sha11 verify testing,adjusting and balancing(TAB)
work(10%sample basis). Issues discovered during the TAB review will be documented
by the CxA in the Commissioning Issues Log and communicated to the Commissioning
Team.
10. The CacA shall be responsible for scheduling,coordinating aud participating in the
compledon of functional performance testing as detailed in the Commissioning Plan.This
work includes the completion of all data entry forms for inclusion in the Commissioning
Report. Issues discovered during functional test will be documented by the CxA in a
Commissioning Issues Log and communicated to the Comnnissioning Team. The
completed funcrional test forms will be provided by the G�cA in the final report,
11. The C�cA shall retest or otherwise verify reported corrections on a one time per issue
basis. The CxA shall provide an updated Commissioning Issues List to the

Commissioning Team. Additional re#esting and verificatiott of corrections beyond the
one time per issue shall constitute work beyond the commissioning scope of work.
12. At the completion of all commissioning related procedures,the CxA shall be responsible
for assembling and producing the Commissioning Report for sub�rtission to the Owner.
This report shall contain at a minimum the following:
• A copy of the Commissioning Plan.
• Copies of completed data entry fornas related to installation verificarion checklists,
stazt-up checklists,and functional performance tests.
• A final version of the commissioning issues list showing the current resolution
status of all issues,including the status of those issues still outstanding. •
