NEW BUSINESS FINAL PLAT APP-L:ICATION (a) GLENCOE 2 , App1. _No...- .F.P-5.92-69;. property located southwest corner NE 24th St. (SE 100th Pl. ) and Anacortes Ave . NE (136th Ave. SE) • The Chairman described the final plat application. The Planning • Director read a letter received from the City .Engineer which stated the final plat of Glencoe 2 has. been examined by the En- gineering Department with the finding that it complies with the final platting requirements of the City' s Subdivision Ordinance. The Engineering Department recommends approval of the final plat . The Planning Director stated further that the final plat is basically the same as the preliminary plat previously approved and it does comply with City requirements. Audience comments were invited. There were none. MOVED BY DENZER, SECONDED BY RACANELLO, THAT THE HEARING BE CLOSED. Upon query by Ross, the Planning Director stated that the county had proposed developing a park .adjacent to the school- site north- west of the plat. County Park- Department has indicated- this pro- posed park is eighth on its priority list., and the' property has not as yet been acquired by the county. Forgaard stated in light of this information., he would recommend that the Commission request the Renton Park- -Department to initi- ate a study in this particular area as it is approximately a mile to the nearest park and construction is proceeding in the area at a high rate. Mr. Houk of the Engineering Department stated there is a—site study being programmed at this time for this area by • the Renton Park Department; however, the exact' timing of the study and possible location is indefinite at' this time. Mr. Richard Reiswig, 4050 91st SE, Mercer Island, representing the applicant, spoke on behalf of the rezone application, citing- its- agreement with the Comprehensive Land Use Plan and the area in general .. He displayed a large scale plan of the area indicating the vari- ous types of multiple and commercial zoning already in effect. Slides of subject property were shown. Discussion ensued. among Commission members , the applicant, the Planning Director and Mr. Houk of the Engineering Department concerning access to the freeway and sanitary sewer availa- bility. It was noted that sanitary sewers are not available at this time. . Any private sewage disposal system would have to be approved by the King County. Health. .Department prior to construction. Mr. Robert Pratt, 11235 SE 76th Street, residing. east of subject property, expressed concern about his view property with the mul- tiple zoning to the west. The Chairman pointed out that the mul- tiple zoning is in the county, was zoned by the county, and that the City of Renton has no jurisdiction outside its city limits. Teegarden stated that persons owning property on the hill would probably not be affected in their. view toward Lake' Washington by any commercial development below and westerly. Mr. Floyd Hewitt also expressed concern regarding the. view property on the hill to the east. Mr. Teegarden' s remarks on this subject were di- rected also in answer to Mr. Hewitt. As there were no further comments , it was MOVED BY DENZER, SECONDED BY TEEGARDEN, THAT THE HEARING BE CLOSED. MOTION CARRIED UNANIMOUSLY. ACTION: MOVED BY TEEGARDEN, SECONDED BY. MOLA , THAT THE PLANNING COMMISSION RECOMMEND APPROVAL OF THE WALTER. Slides of the property and the proposed plans for all four items mentioned above were shown, A communication from the Traffic Engineer was read which stated that the Board of Public Works had recommended that access on Benson Road S. be eliminated due to the dangerous condition ex- isting from the heavy volume of traffic, existing channeliza- tion and the difference in elevation between the existing Benson Road S. and the proposed parking areas .
