Alton Brostrom Acting Regional Executive Minister The Christian Church 1707 Edmonds Avenue SE Renton, Washington 98055 Dear Sir: I would like to review our previous conversations and meetings regarding the legal procedures for locating a nursing home on a portion of property at the south end of land owned by the Christian Church of Renton. There are several factors which should first be noted: 1. . Clinics and nursing homes are not allowed in your present zoning classification, GS-1, but are allowed in R-3 and R-4 zones by special permit. 2. Your property is designated on the existing Comprehensive Land Use Plan, revised October 1968, as single family residential. Therefore, before a nursing home could be located on your property, the following procedures must be followed: 1. Petition the City Council and Planning Com- mission for a change in the Comprehensive Land Use Plan. 2. If the Comprehensive Land Use Plan is changed to a multi-family residential designation, then proceed with the filing of a rezone ap- plication and a special permit application to the Planning Commission. We have reviewed the existing Zoning Map and the Compre- hensive Land Use Plan with you, so I am sure you are aware that the Plan indicates single family residential use surrounding your property, with the exception of an area north of your property which is under City owner- ship. • Mr. C. Alton Brostrom October 17, 1969 Page 2 I have discussed the above procedures in detail with Mr. Hodges, legal counsel for Crest Convalescent Centers, Inc. and he is aware of the legal steps he must follow in order to achieve your objective. The site is presently unused (except for some dumping by unknowns) and with the planned improvement the Church would be in a _ --N better position to go ahead with more permanent quarters. I) I This in turn, would add to the property values and the pleasure of the neighborhood in. general. II The several churches, and the many home owners in the area would be' proud of this new .facility and share in the joy of knowing that the residents therein are happier and healthier than possible without the facility. Comprehensive plan. Therefore, we are requesting that a change in use be considered on a parcel of land approximately 2 3/4 acres in size (legally described on exhibit "A" included) which is now a portion of the property owned by the First Christian Church of Renton. The Schafer Crest Nursing Home Company has purchased subject property, (subject to proper zoning) to place a beautiful new 100 plus bed, full service facility. The architects for the project plan to use a single story low profile building with much of the trees and greenery preserved to blend the home into the surrounding area. When complete, this home would have the Pepperidge Community on the South, the Renton City Reservoir on the West, First Christian Church on the North, and Edmond Avenue S .E . on the East. This nursing home will be very compatible with the proposed new church buildings , and a fine addition to the moderate residential community. A quiet and serene setting, with a very pleasing appearance, is the development to be expected. The nursing home will require much landscaping and native • trees. This will be desirable as opposed to the church use of this area which would be completely cleared of native growth to give way to parking area and building expansion. We feel that the change of the comprehensive plan to allow the new nursing--convalescent home will be in the best interest of the Rolling Hills-Cascade area, as a better use of the land. And, in addition to the improvements above mentioned, it is expected that the First Christian Church of Renton will be in a position to proceed toward getting out of our temporary quarters , and in to the sanctuary building that can meet all of the requirements of the Renton City Building Department. We feel that what we propose is an extension of our service to the Renton Community.. The new home will replace one that is to be removed in the Kent area, thus adding to the tax base of this city. This new convalescent home is in keeping with the latest trends of hospitals and medical centers . One need only to visit the new Valley General Hospital, to see the wonderful difference to what used to be. Plans, records, personnel, -- and or all, may be made available to you if you have any questions . We are most interested in obtaining the proposed change of the comprehensive plan, and the ch zoning as required. We have only until December 13th 011isR to obtain these changes, after which time, the Schafe .ire Company must make other provisions to relocate the C trg 4 8• 0 Home, possibly in the Federal Way area.
