The applicant has submitted restrictive covenants with reference to landscaping, setbacks and screening. These covenants are similar to those filed for property on the opposite side of the street. The Planning Director pointed out property location on the zoning map and stated the Comprehensive Land Use Plan designation for this area is commercial. Development of the property for a park- ing lot would be subject to compliance with the Parking and Loading Ordinance. Slides of the property were shown. Commission comments were invited. Ross asked if the applicant intended to remove all structures and landscaping from the site in the course of development of the parking lot. The Planning Director replied that it was his understanding that this was the intent of the applicant. With reference to compliance with the requirements of the Parking and Loading Ordinance, the Planning Director stated further that the development of a 50 foot lot would present problems . Issuance of a building permit would be contingent upon compliance with city ordinances. Audience comments were invited. Mr. Glenn T. Rogge, 6456 Marshall Avenue SW, Seattle, the applicant, stated he wished to install a parking lot with 16 parking stalls, and that it would be economically unfeasible to construct a parking lot with a lesser number of stalls. Mr. Rogge stated he had dis- cussed this matter with the Planning Department staff and realized that the plan he presented would not fulfill the requirements of the Parking and Loading Ordinance, and that it was his intention to request a variance from the ordinance requirements. The Chairman noted that it was not the Commission' s concern at this time to pass on the merits of the applicant' s plan; the only concern is whether the rezone requested is proper for the area at this time. The matter of development of the property will be governed by city ordinances . MOVED BY FORGAARD, SECONDED BY DENZER, THAT THE HEARING BE CLOSED. MOTION CARRIED. The applicant owns property on the northwest corner of Lind Avenue SW and SW 12th Street which was rezoned by the Planning Commission in May 1968 to L-1 with restrictive covenants. The applicant proposes to demolish the existing residence and install a parking lot with spaces for lease. Slides of the property and the proposed layout plan for the parking lot were shown. It was noted that the plan as proposed by the applicant does not conform to the city' s Parking and Loading Ordinance. An alternate parking lot plan prepared by the Planning Department staff was shown that would conform to the ordinance requirements. It was noted, after discussion among Commission members and the Planning Director, that the Commission' s concern would be the feasibility of the rezone itself, with approval thereof contingent upon con- formance with the Parking and Loading Ordinance.
