Slides of the property were shown, .and the Planning. Director pointed out, its location on the zoning map. He stated' this was an amended ap- p.licatiorl .of an application previously presented.,by Mr. Walker and including four more property owners adjacent to the Walker property. Although the ,property. is not4iPesentl_y Served by sewers , .there would ' be :no problem in extending- the sewer- line , now serving the Standard Service .Station just south. of• the property, on 132nd Ave.. S.E. and, Sunset. It was. also determined that business zoning does ,exist in the general vicinity of the property ' that' could serve .a multi-family. residential .development. Property to th west is zoned R-3 and property to the so.uth .,is zoned B-1, Mr. Houk of-.the Engineering Department confirmed the fact that' sanitary , sewers ' could be extended to serve- the proposed multi- family residential development and that there would be adequate water service available. The Planning Director replied that in the event of a sale the special permit would no longer be in effect. Racanello stated that many more of these cases would be coming be- fore the Commission and in order to establish a policy, he moved that the Planning Commission discontinue all special permits relative to parking lots that have expired due to lack of im- provements and all expired conditional permits as of January 1, 1968 ; seconded by. Denzer. Stredicke stated he did not feel any further delays should be allowed. On the motion a roll call vote was requested. Members voted as follows : Brower--no; Denzer--aye; Racanello--aye; Stone--aye; Stredicke--no; Teegarden--no; Garrison --no. The motion lost. ACTION: Moved by Teegarden, seconded by Denzer, that the Planning Commission reinstate the expired special permit granted John Sterling for a parking lot and grant him a 90-day extension for the stipulated improvements. Slides of the property were shown. The Planning Director stated that the property was not served by sewers but that there is a lift station approximately 450 ' from the property and connection could be made. Discussion followed among Commission members concerning uses sur- rounding the subject property and the fact that they felt adjacent property owners should, if possible, join in the rezone request to bring property in as a complete unit rather than one or two lots at a time on a piecemeal basis . The applicant, Mr. Walker, stated he felt certain that adjacent property owners would be agreeable to joining with him in pre- senting a unit rezone request. The Chairman stated that Mr. Walker could present an amended ap- plication including other adjacent property owners under one filing fee, but that it should be understood by the applicant that this did not imply the Commission would grant the rezone, just that it would be favorably inclined to receive such an amended application. ACTION: Moved by Teegarden, seconded by Stone, to continue this matter to the meeting of September 27 , 1967 to allow the applicant time to contact adjacent property owners and file an amended application for rezone covering a larger contiguous area. The property in question include$ an existing single family residence which would be retained on the property. The proposed R-3 zone is felt somewhat questionable at this time. If the Planning Commission considers the rezone feasible at this time, we would recommend consolidation of the rezone request with adjacent properties . Commission Comments--the Commission members present on the field trip felt the rezone request was somewhat premature and did not feel that the piecemeal zoning of this area , in view of the existing single family residences , was desirable . This property would provide access to Monster Road and is in accord- ance with the previous staff recommendations . Recommendation : approval . S . ) to Grady Way (or Renton Junction Way) in view of the rapidly growing development of the industrial area. Mr. Paul Tjossem, General Attorney for the Pacific Coast. RR Company, asked that the final plat be approved and stated the railroad would be . glad to cooperate with the City in granting right-of-way to allow the northern extension of 87th Ave. S . He stated further that the merger of the Pacific Coast RR Company and the Northern Pacific Rail- way Company was still in the courts , but anticipated some action on the merger, barring further suits by other railroads , in the next 60 to 90 days . This merger would make right-of-way negotiations much easier as only one railroad would be involved in the discussions rather than two as now.
