MOTION CARRIED. The Chairman requested the Planning Director to advise Mr. Jensen of the Planning Commission' s action. 4. NEW PUBLIC HEARING ITEMS REZONE APPLICATIONS lk (a) REVOM, INC. , Appl. No. R-674-71; rezone from G to B-1; property located on west side -of Union Ave. NE between ` NE 3rd and 4th Sts. The Chairman described the rezone application. The Planning Director pointed out property location on the zoning map and described surrounding uses. It was noted that a trailer located on the property is being used for business purposes at this time. The site in question is approximately 16,000 square feet in size; proposed use is commercial; the Compre- hensive Land Use Plan indicates the area as commercial. Slides of the property were shown. Secretary Mola read a memorandum received from the Building Department, signed by Wesley E . Crews, Assistant Building Director, outlining the facts with reference to the trailer presently located on subject property which is being used for business purposes. It was noted that the property is also being used for business parking and neither use is permitted in the present G, General Use, zoning classification. Two complaints have been issued against Revom, Inc. , signed by Assistant City Attorney Jack Pain, Jr. , and Mr. Wesley Crews, with reference to the use of a mobile home as a business office in a G zone. The date of the hearing is scheduled for July 23, 1971. Denzer stated .he felt the violations cited in Mr. Crews' memo were not the primary concern of the Planning Commission at this hearing; that the Commission should consider the feasibility of the rezone request; any violations existent on the property are a matter of code enforcement and should have no bearing on the matter now before the Planning Commission. Audience comments were invited. Mr. W. B. Smith, attorney rep- resenting the property owner, Mr. John Racanello, spoke on behalf of the rezone request. Mr. Racanello also spoke in support of the application, indicating that present uses on the property are of a temporary nature only. Mr. Racanello assumed responsibility for his tenant placing a trailer on the property due to a misunderstanding of city reqirements; that the use is temporary, and the entire property will be developed for commercial use at some future date if the rezone is granted. The Planning Director reviewed the history of the application. The application for rezone was filed with the Planning Depart- ment on May 20, 1971 by a representative of Revom, Inc. The affidavit of ownership filed with the application was signed by property owner John Racanello. Based on previous experience with the site itself, there are some problems that would not be entirely resolved with the granting of the rezone, and the Com- mission might wish to consider future use of the site. The rezone application is in order and it complies with the Com- prehensive Land Use Plan. Renton Planning Commission Meetin9. MOTION CARRIED; SCHOLES . DISSENTING. (b) MILLER, JAY H. , Appl. No. R-675-71; rezone from G to L-1; property located at 1800 SW 16th St. (site of former Miller Packing Company) The Chairman described the rezone application, and the Planning Director pointed out property location and described surround- ing uses. There are two existing single family residences on the site, one of which is occupied. The packing plant itself is presently vacant. The site comprises approximately 2 . 58 acres. The proposed light industrial use is in agreement with the Comprehensive Land Use Plan. Slides of the property were shown. Lyman Houk of the Engineering Department stated that at the request of the Planning Department, right-of-way requirements in the vicinity of subject property were reviewed. The updated Six Year Street Plan and Arterial Street Program to be forwarded shortly to the Urban Arterial Board for funding includes plans for the improvement of Monster Road connecting to SW 16th Street, the street on which subject property fronts. The right-of-way width for Monster Road is 60 feet. Present width of SW 16th Street is 30 feet dedicated in 1941. It is the recommendation of the Engineering Department that an additional 30 feet front- ing applicant' s property on SW 16th Street be dedicated in order that the total improvement of Monster Road and SW 16th Street can be accomplished. Audience comments were invited. Dr. Jay H. Miller, the appli- cant, spoke on behalf of the rezone application. He stated he has a prospective purchaser for the property, Polymer, Inc. , of San Leandro, California. This company makes forms from liquid plastic, an odorless, non-polluting operation. The sale is contingent upon rezoning of the property to light industry which would permit the use intended. Teegarden stated he felt that any new structures should set back 20 feet from street frontages (Monster Road and SW 16th Street) , as other property owners in the area have agreed to. Dr. Miller stated he would have no objection to this restric- tion, but felt the matter of dedication for right-of-way should be taken up with the new property owner. He stated further that his prospective purchaser viewed the total property as it now exists and he is uncertain as to whether they would pro- ceed with the purchase if he dedicated the 30 feet requested. The Chairman stated it was his opinion, shared by Commission members and city officials, that any dedication for right-of- way should be made at this time. Innumerable problems have been encountered with Revom, Inc. , both at the above captioned address and with the adjoining property at 351 Union Avenue N.E. . .: A Conditional Use Permit was requested for the property at 351 Union Avenue N.E. (which is zoned B-1) to locate a trailer. ' .The Board of Adjustment at their meeting of February 17, 1971 granted the permit for a period of six months only. After Mr. Jim Hanson of our office called on them they finally obtained their permit on May 7, .1971.,: This permit is in force until September 1, 1971, at which time the trailer is to be removed. They have not as yet installed the screen- ing fence, which was a requirement of the Conditional. Use Permit: .: On May 19, 1971 we were asked to inspect the property, at 345 Union Avenue N.E. for an electrical hook-up to a trailer they have moved on to this property without permission. The Zoning Ordinance does not allow trailers to be usedasbusiness offices in a 'G:Zone. We found the trailer connected with electrical service and occupied although Revom, Inc. had been notified by the Planning Department that no. trailer was to be located at, this :address. They are also. using 'the, property for business parking. On June 9, 1971 two complaints were issued against Revom, Inc. and H. W. Sachs, president, for using a mobile home as a business office' at 345 Union Avenue .N.E'. `in a G, General Classification, District in violation of the Zoning Ordinance (Title IV, Chapter 7, Sections 4-729 and 4-706) and the Building Code,.(Title IV, Chapter 1, Section 4-101) of the City of Renton, Washington. These complaints were signed by Mr. Jack Pain, Jr. and Wesley -E. Crews. The date- of the hearing is July 23, 1971. - The trailer is being used at the present time despite the fact it has. been posted with a "Do Not Occupy" notice. Planning Department n Renton Planning Commission Meeting June 9 , 1971 Minutes - Page 2 The Planning Director stated it was his opinion that dedica- tion of land for street right-of-way purposes should be obtained at the time of rezone. Another approach to control development would be through the use of restrictive covenants requiring Planning Commission site approval. Considerable discussion ensued concerning this matter, and it was generally agreed that development of subject property should be guided by a comprehensive or official plan for streets and utilities to prevent haphazard development and possible landlocking of areas adjacent to subject property. At this point, Mola informed the Chairman of the necessity of his attending another meeting, whereupon the discussion was suspended temporarily so that a group photograph of all Com- mission members could be taken. The picture taking was accomplished by the Assistant Planning Director , and Mola was excused from the meeting. With reference to the pending Jensen rezone request, Lyman Houk of the Engineering Department displayed the updated Six Year Street Program which is prepared annually for the Urban Arterial Board for funding purposes as well as the Arterial Street Plan. These plans and their relationship to the Jensen property were reviewed. The Engineering Department wishes to discourage access to NE 4th Street inasmuch as Union Avenue NE will be improved to a four-lane facility with curbs, gutters and sidewalks. NE 6th Street will be "developed for access to the Apollo Middle School from Union Ave. NE to 138th Ave . SE. These plans in themselves, however, are not detailed enough to indicate future access to the Jensen property; and it is anticipated that several more months will be needed to develop such plans for streets and utilities. The Chairman stated this matter will again be reviewed at the public hearing meeting on June 23, 1971. Inasmuch as a con- tinuance would not be a hardship for the applicant as he has no firm development plans, such action should be considered by the Planning Commission. 4. NEW PUBLIC HEARING ITEMS FOR PLANNING COMMISSION CONSIDERATION AT PUBLIC HEARING MEETING OF JUNE 23, 1971 : The Planning Director reviewed in detail the following two items of new business and showed slides of both properties.
