proposed that the Utility tax on the City 's sewer
and water assets and on private utilities be
eliminated and that consideration be given to
the reduction of all fees to $1 . 00 , (i .e . ,building
permits and licenses . )MOVED BY GRANT, SECONDED
BY SCHELLERT , TO REFER THE LETTER TO THE BUDGET
COMMITTEE. Pro and con debate ensued during
which Mr. Shane enlarged__upon aims and survey
of the committee noting also , a petition to be
circulated calling for ballot , inquiring of the
attorney as to right of initiative and referendum.
City Attorney Shellan advised that the initiative
and referendum bill did not, pass in the Legislature,
except as' pertained to the Optional Municipal Code

Decision re City King County Boundary Review Board, reported
of Renton Annexa- favorable decision in regard to proposed annexa-

BRB File #337 Proceedings of the BRB hearing and factors per-

Committee of the Whole recommendation to proceed
with the annexation as presented by the administra-
tion and necessary documents be filed with the
King County Department of Public Works, in further
pursuance of the annexation . was orally reported by
Council President Grant, WHO MOVED TO CONCUR IN
THE COMMITTEE OF THE WHOLE REPORT. THE MOTION WAS
SECONDED BY STREDICKE. Mr. Noel Wortman , 6017
Hazelwood .Lane , Bellevue , representing the 25
residents of the street, suggested that perhaps
this most northwesterly street had been included
in error noting the houses for the past 20 years
have had Bellevue addresses .also being served by
Bellevue sewer district facilities/ and that these
residents all feel more oriented to that City than
Renton . His efforts before the Boundary Review
Board hearing of 8/26/71 not receiving consideration ,
the area at present being included within the Ren-
ton proposal , plea now entered for city council
assistance in being deleted . Petition has been circu-
lated for annexation to Bellevue and appeal has
been filed with the King County BRB which will be
negated if the city will release the area . Council
discussion ensued pro and con regarding deletion
request and alternative procedures of action which 1

2 . PLANNED UNIT DEVELOPMENT ORDINANCE--Commission Chairman
Teegarden noted that the committee report had been accepted
by the Commission at the last meeting. At that time there
was an indication that some members might wish to offer
amendments and the matter was continued to present hearing.
Commission comments were invited.
Scholes expressed concern regarding incompleted or abandoned
planned unit developments, specifically where a developer
proposes a development of a particular size, constructs , for
example, one apartment unit to the maximum density allowed
and abandons the rest of the project. Such abandonment
could prove detrimental to the surrounding area. Scholes
stated this has happened in the past in county areas near
Renton.
Committee Chairman Humble stated this could be a problem,
but it is not feasible that the Planning Commission or the
city could control by ordinance or guarantee the financial
success of every real estate development undertaken.
Under the proposed ordinance, the Planning Commission does
have authority to approve plans and must, in essence, rely
to a great extent on the good faith of the developer to
complete approved plans . The ordinance, as proposed, does
provide that projects must provide a certain amount of open
space to be maintained by a homeowners association.
Scholes suggested the possibility of the approved plan be-
coming a restrictive covenant on the land; any abandoned
project to be reactivated according to the approved plan,
with reapproval of changes to be controlled by the Planning
Commission. Posting of bonds was also suggested.
Considerable discussion ensued among Commission members and
the Planning Director, with a further point raised by
Scholes concerning certain permitted retail uses . He
stated a developer could buy ten acres of property, go
through the proper procedures to secure Planning Commission
approval for a planned unit development, construct a retail
store and abandon the rest of the project.
The Chairman stated that due to the questions raised concern-
ing possible problem areas of the proposed ordinance, he
would continue discussion on the matter to the next meeting,
and suggested that Commissioner Scholes continue his review
of the proposed ordinance and make specific recommendations
for amendments . The Chairman also requested that the Plan-
ning Department consult with the City Attorney regarding any
suggestions he might have to assist the Planning Commission
with the questions raised.
The matter of the proposed Planned Unit Development ordinance
will be placed on the agenda for the meeting of October 13.
Noting the presence of persons interested in the new public hearing
items, the Chairman stated the Commission would return to item 4 on
the agenda.
4. NEW PUBLIC HEARING ITEMS
REZONE APPLICATION
4- (a) TRANSAMERICA DEVELOPMENT, Appl . No. R-681-71; rezone from
\ GS-1 to R-4 ; property located on east side of Talbot Rd. S . ,
north of Puget Dr. S . and S . 15th St.

The Chairman described the rezone application. The Planning
Director displayed plot plan and vicinity map of subject prop-
erty and described surrounding uses and zoning. Property under
discussion is indicated as potential high density multi-family
residential on the Comprehensive Land Use Plan.
The two parcels indicated as A and B on the plot plan lie
directly north and south of a parcel presently zoned B-l.
The B-1 parcel is owned by Transamerica with possible develop-
ment for professional offices and multi-family uses. Transamerica
proposes to lease parcels A and B from Puget Sound Power and Light
for use as parking areas for the buildings to be developed on the
B-1 parcel . Parcels .A and B are powerline rights-of-way and can-
not be used as building sites. In the past, business parking has
been allowed in multiple zones by special permit granted by the
Planning Commission.
As there were no Commission or audience comments, it was MOVED
BY SCHOLES , SECONDED BY DENZER, THAT THE HEARING BE CLOSED.
MOTION CARRIED.
ACTION:
MOVED BY SCHOLES, SECONDED BY DENZER, THAT THE APPLICATION OF
TRANSAMERICA DEVELOPMENT FOR REZONE FROM GS-I TO R-4 BE APPROVED
AS THE REQUEST IS IN AGREEMENT WITH THE COMPREHENSIVE LAND USE
PLAN. MOTION CARRIED.
SITE PLAN APPROVAL APPLICATIONS
(b) FIRST PRESBYTERIAN CHURCH OF RENTON, Appl. No. SA-679-71;
addition to existing church in residential zone; property
located on Benson Rd. S. between S. 27th St. and Puget Dr. S.
The Chairman described the application; the Planning Director
pointed out property location and reviewed surrounding uses and ,
zoning. The proposed new building will be located to the north
of the existing structure and will be approximately half the
size of the existing church.
With reference to off-site improvements, the Board of Public
Works on September 7 , 1971, granted a delay in the installation
of off-site improvements on Benson Rd. S . and S. 27th St. pro-
vided that the church widens S. 27th St. on the north side to
match existing improvements on the south side. On site, the
parking lot area will be paved, the area between the new black-
topping to be installed on S. 27th St. and the parking lot will
be cleared and replanted with a combination of evergreen and
deciduous trees , and the two island areas in the parking lot
will be landscaped. The right-of-way improvements required on
S . 27th St. will be made to city standards and subject to
approval of the Engineering Department.
Audience comments were invited. Mr. Jack Scannell , 2814 Burnett
Ave. S. , stated the church officials would prefer to develop the
loop road on site as shown on the plan rather than improve
S. 27th St. as they did not have sufficient funds to enable
them to do both.
The Planning Director stated the Board of Public Works reviewed
this item in detail and it was their decision that the improve-
ment on S . 27th St. was desirable in terms of benefit not only
to the church but the community in general. The off-site
improvement on S. 27th St. is an ordinance requirement for
those developments in excess of $10 , 000 . Other required off-
site improvements were delayed by the Board, as previously
stated.

I checked with the State Highway Department RE : R/W for the
relocated Benson Highway (SR515) . The R/W line will not
change on the east side of the existing Talbot Road north of
Pubet Drive. The only piece of property taken for R/W is a
small triangular piece at the N.E. corner of that intersection
(indicated in black on the attached map) .

Transamerica Development Co. intends to develope parcel "C" with
a combination of professional offices and condominiums . Parcels "A"
and "B" which are now being considered for rezone to R-4 are to
be leased from PSP&L for use as parking areas for the buildings on
parcel "C" . Parcels "A" and "B" are owned by PSP&L Co. and parcel
"C" is owned by Transamerica Title Insurance Company. Parcels "A"
and "B" are powerline rights-of-way and therefore cannot be used
as building sites . These areas can therefore be used only for
parking, recreational open areas or similar uses not requiring
structures .

If Parcel "C" were developed in accordance with the requirements of
an R-4 zoning district then the use of the adjacent powerline R/W
for parking or recreational open space would be compatible.
If Parcel "C" were developed in accordance with the requirements of
the existing B-1 zoning then the business parking areas would be
allowed only by special permit of the Planning Commission.
The preliminary plan indicating condominiums and professional office
use would require submission of final plans for approval by the
Planning Commission to allow parking in the R-4 zones by special
permit.
If the Planning Commission feels that additional controls should
be required then restrictive covenants could be drawn.

Following Commission discussion concerning the new items of
business during which it was generally agreed that a field
trip would be desirable, the Chairman stated the Planning
Commission would conduct a field trip to view sites of the
new items as well as the Jensen rezone on Saturday, Septem-
ber 11, 1971; Commissioners to meet in the coffee shop of the
Sheraton Renton Inn at 8 : 30 a.m.
During the discussion of the new items of business, the Planning
Director joined the meeting.
6 . ADMINISTRATIVE
(a) COMMITTEE REPORTS
1. ENVIRONMENTAL AWARDS--Committee Chairman Teegarden
presented a facsimile of the proposed award certificate
for Commission inspection, and explained that the award
would be printed as shown with space left for the recipi-
ent' s name as well as the reason for the award. This
information would be filled in at the appropriate time.
Teegarden stated he felt there was still room for improve-
ment of the design; however, the next step, with Commission
concurrence in the committee report previously presented,
would be acceptance of the report and facsimile award,
with subsequent presentation to the Mayor for his review.
ACTION :
MOVED BY HUMBLE, SECONDED BY ROSS, THAT THE PLANNING COM-
MISSION ACCEPT THE RECOMMENDATION OF THE ENVIRONMENTAL
AWARDS COMMITTEE AND THAT, THE PROPOSED AWARD DESIGN BE
FORWARDED TO THE MAYOR FOR HIS REVIEW. MOTION CARRIED.
2. HOUSEBOATS--Committee Chairman Denzer stated that his
committee' s report previously presented was a preliminary
one; that he felt an additional two weeks' time would permit
him to make a final report on the matter. Commission
comments and input were invited. The Chairman noted that
the matter of investigation of the permitting of houseboats
in the City of Renton was referred from the City Council.
