The Engineering Department requested that five feet on the southerly property line be dedicated for future street development and access. The deed has been prepared. The applicant, Mr. Warren, in the audience, in response to Commis- sion query, stated he would voluntarily sign the deed granting five feet for future street widening. Discussion ensued concerning dedication by applicants of prop- erty for right-of-way purposes, utility easements, etc. , in view of questions raised at the last City Council meeting concerning the legality of such Commission requirements. It was suggested that acceptance of dedications could be handled in a separate Commission action from the one recommending approval of the application. The Chairman stated he felt that until the Commission was officially notified otherwise, it should not vary its present procedures which in his opinion were in the best public interest. Pending MOTION CARRIED UNANIMOUSLY. SITE PLAN APPROVAL IN M-P ZONE (b) HALVORSON & ASSOCIATES, Appl. No. SA-701-72; site plan approval for warehouse in M-P zone; property located on south- east corner of Seneca Ave. SW and SW 7th Street, Earlington Industrial Park The Chairman described the application; the Planning Director pointed out property location. The site is presently undeveloped. The northerly portion of the site is slated for development at this time. The proposed plan is in accordance with the require- ments of the Manufacturing Park zone with reference to parking, loading areas, landscaping and setbacks. Slides of the property were shown including vicinity map, site plan and landscaping plan. In response to Commission query, the Planning Director noted that future development of the southerly portion of the site would require Planning Commission review and approval. The Planning Director stated that in view of problems encountered in the area with reference to maintenance of landscaping, it is recommended that the applicant post a performance bond for in- stallation of landscaping and maintenance for a three-year period. Seymour indicated concern regarding the undeveloped portion of the site. Mr. Frank Lindell, an associate in the applicant' s firm, stated the landscaping revisions suggested by the Planning staff met with his approval and that his firm would be glad to furnish the performance bond requested. He stated the land- scaping shown on the cul-de-sac street would be installed the length of the site even though the southerly portion would be undeveloped as he felt it would be best to have the trees grow to the same size the full length of the street. His firm antici- pates expansion of the proposed warehouse probably within five years. He also noted that the ground has to be pre-loaded and allowed to settle prior to construction, and that paving or blacktopping the undeveloped portion of the site would be economically unfeasible. Suggestion was made that some type of ground cover, perhaps clover, could be planted to keep weeds down, and improve the appearance of the site. Mr. Delaurenti - indic.-te�l. that grading for the foundation was completed, and that comrlying with a. 25 foot set back from our TO foot wide easement would require rer•rsding the foundation, • entailing a large additional cost to Mr. Warren . SUBJECT: Request of Tom Warren for Conditional Permit to Construct Residence at 502 S. 19th Street East 100 feet, of the west 300 feet of Tract 36, Plat No. 2 of Renton Cooperative Coal Company. Acre Tracts The Planning Commission at its public hearing of June 28 , 1972, reviewed the request of Mr. Tom Warren for conditional permit to allow construction of a residence on the above-noted property pending rezone from GS-1 to SR-1. The Planning Commission upon completion of its review approved the granting of a conditional permit and authorized me to so notify the Building Department of the Planning Commission's action. The Assistant Planner noted the applicant has indicated no development plans at this time. Any future develop- : ' , " : . ment would require site plan review and approval by the Planning Commission. In response to Commission query, the Assistant Planner stated that while the applicant does not intend to utilize the lower level for professional offices at this time, he has made pro- vision for future parking requirements, should such use occur. The uses permitted in the P-1 district were reviewed. Audience comments were invited. Mr. Don Gross .of Design. Studio II, planners for Dr. Brain, spoke on behalf of the site plan . approval application. Question was raised regarding the swim- ming pool on the property... Mr. Gross stated the pool area , is ' completely fenced and separate from the parking areas and public access to the building; Should the lower level be developed for r professional offices in the future, access would be through the front door and allowance would be made for increasing the width of the stairway. There would be no separate back entrance for the lower level and the swimming pool would not be concerned. MOVED BY DENZER, SECONDED BY .ROSS, . THAT THE HEARING BE CLOSED. MOTION CARRIED. ! . ADMINISTRATIVE (a) REQUEST OF TOM WARREN--regarding permit to constructer residence in GS-1 zone pending rezone of property located : :,. on S. 19th Street, approximately. 100 feet west. of .Talbot. Rd. S. The Chairman noted receipt at start of meeting of letter from Mr. and Mrs. Tom Warren requesting conditional permit for con- struction of a residence on property located at 502 S. 19th Street pending rezone from GS-1 (35, 000 sq. ft. ) to SR-1 (7 ,500 sq. ft. ) . The. letter stated that when the property was purchased the applicants were not aware that rezoning was required to a , lesser lot size requirement in the single family zone, and 'com • mitments were made with a .contractor. , Inability to start con struction soon would result in considerable financial hardship.' It was noted by the Planning. Director that 'Mr.. and Mrs. Warren have filed an application for rezone from GS-1 to SR-1, which application will be presented to the Planning Commission at the regular July meeting. The City Attorney has advised that as the request is of an emergency nature, the Planning Commission could grant a conditional permit, at the owner ' s risk, for :. construction' of 'a single family residence at subject site. The Planning Director stated that the request for SR-1 zoning requiring a minimum lot size of 7 ,500 square feet is logical for the area. Lyman Houk of the Engineering Department noted the necessity - for additional right-of-way of ten feet on S. 19th Street. :; '' The applicant, Mr. Tom Warren, in the audience, agreed to adjust siting of the house to allow for the right-of-way required.- Renton Planning Commission Meeting June 28 , 1972 Minutes - Page 7 ACTION: MOVED BY MOLA, SECONDED BY DENZER, THAT THE PLANNING COMMISSION APPROVE THE GRANTING OF A .CONDITIONAL PERMIT TO CONSTRUCT A . RESIDENCE AT 502 S. 19TH STREET AND AUTHORIZE THE PLANNING DIRECTOR TO PREPARE PROPER DOCUMENTS SUBJECT TO SUBMISSION BY THE APPLICANT OF APPLICATION FOR REZONE TO SR-1 ON SUBJECT PROPERTY. MOTION CARRIED UNANIMOUSLY. (b) MINING, EXCAVATION AND GRADING ORDINANCE The Planning Director noted that copy of above-noted ordinance has been furnished each Commissioner for informational purposes. The ordinance has been presented to the City Council and has been referred to the Legislation Committee. (c) COMMITTEE REPORTS AND MEETING DATES Comprehensive Plan Committee Chairman Humble, noting the need for a committee field trip regarding the Broadacres Open Space application, requested that staff obtain information concerning racing schedule at Longacres to avoid conflict with proposed field trip. (d) ELECTION OF OFFICERS ACTION : MOVED BY DENZER, SECONDED BY HUMBLE, THAT THE PLANNING COMMISSION OFFICERS PRESENTLY SERVING BE CONTINUED IN THEIR POSITIONS FOR ANOTHER YEAR. MOTION CARRIED.
