'CHANGING THE ZONING CLASSIFICATION OF CERTAIN
CO PROPERTIES WITHIN THE CITY OF RENTON FROM GENERAL
CD CLASSIFICATION DISTRICT (G) TO BUSINESS DISTRICT (B-1)
WHEREAS under Chapter VII , Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton1° , as amended , and the maps and reports adopted
in conjunction therewith , the property hereinbelow described has
heretofore been zoned as General Classification District (G) ; and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the City Clerk on or about
September 4, 1973 , which petition was duly referred to the Planning
Commission for investigation, study and public hearing , and a public
hearing having been held thereon on or about September 26 , 1973 , and

Special Meeting working days after receipt of King County Assessor's notification
of assessed values to the various taxing districts and that the
Assessor will mail notifications by mid-October. A letter from
City Clerk Mead reported talking with Mr. Wirth of the King County
Assessor's Office who reported Mr. Hoppe had received the State
Dept. of Revenue assessed valuations, however, he has not accepted
the report since the new construction portion had not been broken
down as needed for the 106% lid projections. The letter further
reported plans to keep in close touch with the Assessor until the

Renton , advised the Commission that he had fenced the area
to control parking by other property owners . The lot is
impractical for trailer storage , and they hope to find a
buyer to build on it .
Further discussion followed regarding use and rezoning of
the property .
Following this Ross MOVED THAT THE PUBLIC HEARING BE CLOSED ,
SECONDED BY SCHOLES . MOTION CARRIED UNANIMOUSLY .
ACTION :
SEYMOUR MOVED THAT THE REQUEST FOR REZONE BE DENIED ON THE
GROUNDS THAT DUE TO THE UNIQUE CHARACTERISTICS OF THE SITE
AND PREMATURITY , READINESS OF THE PROPERTY TO BE DEVELOPED ,
DIFFICULTY DESIGN-WISE FOR DEVELOPMENT , AND THE EFFECTS OF
THE ORDINANCE , THE REZONE BE DENIED . MOTION SECONDED BY

The Chairman asked the Planning Director to comment on the
question . Mr. Ericksen agreed that the Commission had a
dilemma in that granting the zoning would be inconsistent
with previous action . The proposed MP-H and MP-L Ordinance
would not solve the problem , inasmuch as it is designed for
larger parcels of land. The Planning Director indicated
that he would recommend that the matter be deferred to
allow the Commission to review the whole area in detail
rather than denying or granting at this time .
In response to requests for a definition of the area in-
volved , Mr. Ericksen identified it as the area between High-
way 405 and Grady Way , extending to Spring Brook Creek .
Following further discussion regarding the Planning Direc-
torts recommendation , it was MOVED BY SEYMOUR , SECONDED BY
AV/ MOLA, TO TABLE THE PREVIOUS MOTION AND REFER THE MATTER TO
THE COMPREHENSIVE PLAN COMMITTEE FOR STUDY AND REPORT BACK.

The Chairman asked for comments from Mr . Ericksen . The
Planning Director described the property as a 6 ,000 square
foot parcel in an area on North 30th , annexed to the City
and classified G under our annexation procedures . The Com-
prehensive Land Use Plan indicates the area as commercial .
The proposed use is a lawn mower repair and sales facility .
The applicant has agreed to provide setback for the build-
ing as well as parking and landscaping .
Discussion followed regarding the extent of commercial
zoning of the area while in the County , availability of
utilities , and types of commercial facilities now in exist-
ence in the vicinity .
Chairman Teegarden called for comment from the applicant .
Mrs . Adolph Brown described the proposal as a lawn mower
business that was being moved from their residence to a
more suitable site . The site is served by a septic tank ,
and there is a water tie-in close by. The building and
landscaping will be according to the City ordinances .

A, JAY E . HOLMES ; Appl . R-743-73 ; request for rezone
from G6000 to L-1 , property located on Grady Way
South between Lind and Seneca S . W.
Chairman Teegarden noted that this item had been con-
tinued from the meeting of September 26th due to the
long agenda . The Planning Director was then requested
to brief the Planning Commission on the application .
Mr. Ericksen described the property as a 45 ' X 100 ' lot ,
presently being used for the storage of vehicles and
trailers . Highway I-405 lies to the south , and Grady
Way is on the north . Adjacent property is zoned L-1 .
The, proposal is in accordance with the Comprehensive
Plan ; however , the present development of the property
does not comply with setback and landscaping require-
ments of the Parking and Loading Ordinance . The prop-
erty is presently fenced (on the property line ) and
surfaced with gravel .
Chairman Teegarden requested a presentation from the
applicant .
Mr. Jay Holmes stated that he has owned the lot for
approximately three years , and the trailer storage
facility has been in existence for six years . He
fenced the lot because of unsolicited parking on it .
It is not being used for vehicle storage at this time . '
In an attempt to clarify the applicant ' s position , Sey-
mour asked if he was using the area for storage as an
interim use until the whole parcel can be developed .
The applicant responded that they had originally in-
tended to build on it for their own use , but the site
wasn ' t large enough for their purposes .

No other comments were offered from the audience .
Further discussion ensued among the Commissioners
regarding the merit of studying this entire area .
The Planning Director agreed that a study of all G
zones throughout the City was desirable , including
this one . After study the Planning Commission could
recommend zoning .
ACTION :
IT WAS MOVED BY SCHOLES , SECONDED BY SEYMOUR , THAT
THE BROWN APPLICATION BE CONTINUED UNTIL THE NEXT
PUBLIC HEARING AND REFERRED TO THE ZONING COMMITTEE
FOR STUDY AND REPORT BACK AT THAT TIME , INCLUDING
ADJACENT PROPERTIES .
The Planning Director noted that a study of this
application , as well as adjacent properties , would
involve a recommendation to the City Council and time
allowance for their study and would result in an ap-
proximate three to four month time lapse . He con-
curred that the Committee should study the area ; but
inasmuch as a substantial amount of time is indicated ,
the staff report indicating the proposal as compati -
ble with a neighborhood-type shopping center should
be considered .

for comments from the Planning Director.

Mr. Ericksen pointed out the property and the existing
operation on the maps . He referred the Planning Commis-
sion to the Planning Department ' s letter of September 24th
to Mr . Carl Sternoff defining the points that needed to be
resolved regarding their application , copies of the staff
report and the supplemental report regarding landscape re-
quirements .
The Planning Director noted that regarding the northern
boundary it was originally intended that there should be
a five foot planting strip outside the screening fence ,
to be planted with. poplars , similar to the southern bound-
ary line . Representatives of the Railroad agree that such
screening is necessary. They are investigating the pos-
sibility of making five feet of their property available
to Sternoff. There may be a problem with reference to a
proposed future spur track ; therefore , Burlington engi -
neers are presently studying this , and the staff is await-
ing their reply .
The staff is specifying replacement of trees along the
southerly and easterly property lines , requesting that
spacing be maintained and that provision be made for water-- '
ing for survival . It is also recommended that a perform-
ance bond be submitted for the installation and mainte-
nance of landscaping for a three year period . The various
points have been discussed with Mr. Carl Sternoff , and it
is believed that he is in general agreement. The grounds
have been largely cleared of stockpiling outside of fenced
areas .
Chairman Teegarden requested further information regard-
ing the westerly boundary . The Planning Director stated
that the original intent was that there be landscaping
along this boundary . However , it is felt that it could
be waived at this time due to the existing natural screen-
ing . Chairman Teegarden confirmed with Mr. Ericksen that
when development to the west occurs , the applicant will
' have to return to the Planning Commission for site plan �.

Discussion ensued regarding landscaping , specifically as'
to location on the exterior or interior of the fencing'.
The Planning Director noted that it is the staff' s opin-
ion that the screening should be located on the exterior-
of the fence rather than the interior. The applicant a.s
also agreed to complete the work along the east side .a'nd ,.
intends to hire a firm to complete all of the required
landscaping .
Commissioner Scholes raised the question of noise , vibra-
tion , dust , etc. The Planning Director stated that the
matter of air pollution comes ' under the jurisdiction of
the Puget Sound Air Pollution Agency . Regarding the mat-
ter of noise , performance standards are included in the MP
ordinance .

cation , the Planning Commission recommended that the

approved . Said rezone is in agreement with the Comprehen-

Sternoff would live up to the covenants "one hundred
percept" and again requested early consideration .

Dear Mr,. van Beurden:
In response to your letter of April 17 , 1972 ,
the Building Department investigated the lawn mower
repair business at 1319 North 28th Street. Their re-
port indicates that this type business can be a "home
occupation" as defined in the Zoning Ordinance.
The operator of the business has been noti-
fied of the conditions under which he may operate and
has agreed to comply.
I ,
To completely solve the problem, however, will
require a change in the home occupation section of the
Zoning Regulations. I am therefore forwarding your
letter to the Planning Department for their recommenda-
tion on how to better control the allowable home occu-
pations.
