To achieve this goal, the City must identity project principles and goals, prioritize project phasing, determine urban design elements, and identify relative order of magnitude costs for funding purposes. The Local Agency of City of Renton desires to supplement the agreement entered in to with KPG. Inc. and executed on 11/23/2015 and identified as Agreement No. CAG-15-223 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: 1 Section 1, SCOPE OF WORK, is hereby changed to read: The purpose of this supplement is to update the proposed curbline layouts,channelization,and traffic model per the City Charrette held on January 6,2016.This work also consists of preparing a technical memarandum that compares parallel to angeled on-street parking within the downto�vn area and develop representative intersection requirements for Developers in regards to awnings,overhangings,and below grade structures.This package will be presented during the City Council retreat in February. �� Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: 0 workin� davs are added to this a�reement. III Section V, PAYMENT, shall be amended as follows: Additional cost of this supplement increases the contract by $13,473.06. The new maximum amount payable is $45,328.34 (Original Contract $31,855.28 + Supplement 1 $13,473.06). as set forth int eh attached Exhibit A, and by this reference made a part of this supplement. EXHIBIT A-1 SCOPE OF WORK AGENCY: CITY OF RENTON CONSULTANT: KPG, INC. CONTRACT: PROJECT: COUPLET CONVERSION PROJECT—COUNCIL RETREAT SUPPLEMENT 1 A. PROJECT DESCRIPTION The City of Renton desires to convert their one-way couplet system through downtown into a two-way street system in order to revitalize and create a vibrant town center. To bring this goal to fruition, the City must first identify project principles and goals, prioritize project phasing, determine urban design elements, and identify relative order of magnitude costs for funding purposes. B. PURPOSE The purpose of this supplement is to update the proposed curbline layouts, channelization, and traffic model per the City Charrette held on January 6, 2016. This work also consists of preparing a technical memorandum that compares parallel to angled on-street parking within the downtown area and develop representative intersection requirements for Developers in regards to awnings, overhangings, and below grade structures. This package will be presented during the City Council retreat in February. C. ASSUMPTIONS ➢ Urban design amenities shall be defined through the document prepared by MAKERS Architecture + Urban Design. Downtown Renton Streetscape Design Guidelines 2015. ➢ Updates to the preliminary estimate will not be provided with this package. ➢ Concrete intersections will not be shown on the revised layouts at this time. D. DELIVERABLES ' All deliverables to be prepared and produced by the Consultant, as part of this scope of work, are identified at the end of each task listed below. SCOPE OF WORK TASK 5—COUNCIL RETREAT Revise couplet conversion layouts per Staff Charrette comments and City review. Prepare presentation materials for upcoming Council Retreat.This effort will include the following: 5.1 —REVISE CHANNELIZATION LAYOUT • Revise line work on the Couplet Conversion layout presented to Staff per Charrette comments and City review. • Prepare aerial scroll plot showing Williams and Wells Avenue Couplet Conversion Project. 5.2 —ADA FIELD WORK AT INTERSECTIONS • Provide field work at the following four (4) intersections with smart level to verify ADA conformance and determine improvement limits for the first phase of couplet conversion: 0 2"d and Williams 0 2"d and Wells 0 3'd and Williams 0 3'd and Wells � 5.3 —TRAFFIC MODELING � KPG will use Synchro models and SimTraffic simulations to document the level of congestion that would occur with various lane configurations. The data will include intersection LOS, delay and queuing, and SimTraffic simulations visually showing traffic conditions. The data will be used to assist the City to come to a consensus as to what level of congestion is acceptable in the downtown. This includes documenting the benefits and disadvantages of including a dedicated southbound right turn lane at the 2nd Street/Bronson Way/Main Avenue intersection. KPG will assist City Staff to develop a presentation for the City Council retreat. • Provide recorded videos showing SimTraffic simulations or attend the City Council retreat and run the SimTraffic models as needed. 5.4 —TECHNICAL MEMO COMPARING PARAILEI AND AN6LED PARKING • Prepare a short technical memo comparing the use of parallel parking versus angled parking.The memo will document issues such as on-street parking benefits to traffic calming, vehicles overhanging and blocking sidewalks, and parking providing a buffer for sidewalks. o Review City of Renton design standards for on-street parallel and angled parking and recommend alternative dimensions for the downtown streets as needed. o Quantify the number of parking spaces that could be accommodated with parallel and angled parking on a typical block in downtown Renton.
