The purpose of rezoning is to sell the property for single family residential development. Potentially there are four building sites , de- velopment of which would be subject to the Subdivision Ordi - nance . The request is in compliance with the Comprehensive Land Use Plan . The Chairman invited comment from the applicant . Mr . Sturman , 2624 N . E . 20th St . , Renton , President of the Kennydale Memor- ial Association , read a resolution passed by their Board of Trustees to sell the property to provide revenue for needed improvements of the meeting hall . Mr. Martinson , 1105 Vashon Ct . N . E . , Renton , stated he plans to build a home on the site and that his inlaws may also want a portion of the land for a building site . Following discussion , it was MOVED BY MOLA, SECONDED BY ROSS , THAT THE PUBLIC HEARING BE CLOSED . MOTION CARRIED UNANIMOUSLY . ACTION: MOVED BY MOLA, SECONDED BY HUMBLE, THAT APPROVAL OF THE LIV- ING MEMORIAL ASSOCIATION OF KENNYDALE APPLICATION FOR REZONE FROM P-I TO G-7200 BE RECOMMENDED TO THE CITY COUNCIL, AS THE REQUEST AGREES WITH THE COMPREHENSIVE LAND USE PLAN. ; Discussion followed regarding public right-of-way and utility dedication for development of the site . Mr. Ericksen pointed out the site on the map and noted signi - ficant landmarks in the vicinity . Proposed use is a warehouse and office structure . Applicants have indicated they will comply with M-P standards and the Soil Conservation Service requirement regarding preservation of 2% of the natural area . The property will require fill subject to the Mining , Exca- vation and Grading Ordinance and also jurisdiction of the Shoreline Management Act will apply . R-762-74 ; rezone from G to M-P ; property located on West Val - ley Highway between Ralph Leber Co . and So . 180th . Locating the site on the map , Mr. Smith identified the Green River and railroads in the. vicinity. Adjacent zoning is H-1 and M-P . The site will require fill and falls within Shoreline Management jurisdiction . Proposed use is for a warehouse and office . R-764-74 ; rezone from GS-1 to L-1 ; property located on S .W. 16th St. between Oaksdale and Pacific Ave . S . W. Mr. Smith noted the site on the map , pointing out that it is south of FAI 405 and will be adjacent to the P-1 Channel . Surrounding zoning is GS-1 , L-1 and H-1 . Restrictive covenants have applied to recent rezones in , the area . The request is in agreement with the Comp.rehen- sive Land Use Plan . Proposed use is for construction of a wholesale distribution center and warehouse . SPECIAL PERMIT E, CHICAGO , MILWAUKEE , ST. PAUL AND PACIFIC RAILROAD CO . ; Appl . SP-763-74 ; special permit to allow filling and grading in G zone ; property located at Black River Junction . Mr. Smith pointed out the site on the map , indicating significant development in the vicinity. He displayed a section drawing of the filling and grading operation proposed for their existing holding area just north of Earlington Golf Course . He described the planned two phase operation and depicted it as a major future rail - road holding area . TEMPORARY PERMIT F. WIECHMANN ENTERPRISES ; Appl . TP-766-74 ; temporary permit to construct individual garages for rental by the general public in B-1 zone ; property located at • 4210 Jones Ave . N . E . (Revised Plan) Mr. Smith located the site on the map and noted that it is situated within an B-1 zone . Site plans of the pro- posed office-warehouse facility were displayed and des- cribed , including planned parking and landscaping . He also asked for a briefing on action taken previously relating to the Citizens Service Corp . site . Scholes asked who has jurisdiction over land as far as the shores of Lake Washington are concerned , Shoreline Management or zoning . Mola requested information as to what was previously approved for Wiechmann Enterprises . • Responding to a request by the Chairman , Mr. Magstadt stated he would attempt to get a legal opinion as to whether a devel - oper' s plan can be tied to the property at the time of request for rezone . FIELD TRIP A field trip was set for 8 : 30 a .m. , Saturday , April 20 , with members meeting at the Sheraton Inn Coffee Shop . 6. ADMINISTRATIVE : A. COMMITTEE REPORTS The. Chairman called for committee reports on special items , as follows : ( 1 ) GLACIER PARK CO . ; Appl . No . R-757-74 ; Rezone from G to M-P (Community Services and Zoning - Request to report back April 10 , 1974 ) Scholes , chairman of the Community Services Committee , reported that they had met jointly with the Zoning Com- mittee , had discussed various aspects of the request , including environmental protection , shoreline management , fill and the recommended moratorium far rezones and fills in the Valley . They were unable to come up with a defini - tive answer. Planner Smith stated that the applicant has formally submitted a letter reducing his application on the rezone to include parcel one of the property . Ross , chairman of the Zoning Committee , reported that the question of limits of the application also prevented them from arriving at a decision . It was indicated that the committees are continuing to work on the problem . (2 ) CBD PARKING Chairman Ross of the Zoning Committee presented the Com- mittee ' s proposed ordinance amending Section 4-2208 of the Parking and Loading Ordinance relating to parking exemptions to the Commission . He referred the members to their " Parking Exemption District Rationale" report . He indicated the recommendation was the result of study with the Downtown Merchants Association and the staff. Final Estimate Letter from Public Works Director Gonnason recommended payment of AB&C Contractors the first and final estimate due A B & C Contractors, Inc. for Water Project work performed on the installation of watermain in N.W. 2nd St. W-403, CAG 063 from Taylor Ave. N.W. to Stevens N.W. (LID 281 ) in the amount of LID-281 $9,412.75. The letter recommended Council accept.completion as' of May 6, 1974. The letter noted liens in the amount of $8,273.90 have been filed against this project and that the progress payment was being withheld until such a time: as the City receives clear- ance on all liens and has received proof of payment of all tax Tiabilities, such as the Dept. of Revenue and Department of Labor and Industries; progress payment of $9,412.75 plus $987.70 retainage = total contract price of $10,400.45. Final Estimate Letter from Airport Director Bennett requested final payment to Maple Valley Maple Valley Electric Co. for Renton Airport Phase II-B project, Electric Co. recommending acceptance by the City Council of the project as of CAG-0034-73 March 25, completed and accepted' by FAA March 7, 1974. The ADAP Project No. letter stated the 30-day period elapsed and no liens or claims 8-53-0055-01 have been filed against the project, and recommended release of retained amount of $5,921 .60, subject to receipt of final clear- ances from Olympia, including proof of payment of tax liabilities . The letter also noted that after this portion of the ADAP project has been audited by FAA, a $50,000 grant •will be received from the Washington State Aeronautics Commission as the matching share of this project.
