Smith Assistant Planner Planning Department Renton Municipal Building Renton, Washington 98055 Re : Petition for Rezoning Property on West Valley Road, City of Renton, from General Classification to L-1, M-P Dear Mr. Smith: This is to acknowledge receipt of your letter dated June 5, 1974 . addressed to the Peoples National Bank as Trustee for the Estate of D. J. Laviolette and the undersigned regarding our pending petition. Please be advised that we had previously forwarded to your department the "Environmental Information Worksheet" which in our opinion should be quite adequate . We know of no reason why this subject property is to be considered a "unique and fragile area" inasmuch as it is located between a busy arterial highway and a set of railroad tracks . Other properties in this same area have heretofore been reclassified, one as recently as two weeks ago . This subject property and others referred to are all located in an area shown as industrial on our comprehensive map as you had previously explained to me . Furthermore recently rezoned property nearby the subject property as well as the subject property are all located within Sewer LID 285 which the City recently couuuenced. We are quite certain that the City had, before initiating said LID, determined under the Environmental Impact Law that such undertaking was proper and badly needed and did not affect any "unique or fragile area" . Quite frankly the applicants could not find any information in the Environmental Policy Act that relates to "unique or fragile areas" but this term may possibly relate to the Shoreline Management Act or the Master Plan. However we believe, that at this time, it is not quite pertinent to the present application. Could you please let us know how this particular area differs from all of the adjoining properties that have either previously been rezoned or are under consideration. This include's -the rs+ recent action by the City Council in rezoning property for Hill-Raleigh and Glacier Park Company. It is our understanding that the City has adequate information about the environmental features of this total area and I have been advised by the Bank's attorneys that', based on court decisions, there is no reason to duplicate such efforts especially where nearby properties, containing basically the same features , have heretofore been studied and reclassified and all pertinent information provided to the City. Possibly there may be some misunderstanding about, the identity of this subject parcel in relation to others nearby. I am sure we can get this resolved at an early date and I would therefore appreciate that we set up a meeting in your office to discuss this matter further. If in the meantime you need any additional information, please advise. J. Laviolette and the undersigned regarding our pending petition. Please be advised that we had previously forwarded to your department the "Environmental Information Worksheet" which in our opinion should be quite adequate. We know of no' reason why this subject property is to be considered a "unique and fragile area" inasmuch as it is located between a busy arterial highway and a set of railroad tracks . Other properties in this same area have heretofore been reclassified, one as recently as two weeks ago . This subject property and others referred to are all located in an area shown as industrial on our comprehensive map as you had previously explained to me . Furthermore recently rezoned property nearby the subject property as well as the subject property are all located within Sewer LID 285 which the City recently commenced. We are quite certain that the City had, before initiating said LID, determined under the Environmental Impact Law that such undertaking was proper and badly needed and did not affect any "unique or fragile area" . Quite frankly the applicants could not find any information in the Environmental Policy Act that relates to "unique or fragile areas" but this term may possibly relate to the Shoreline Management Act or the Master Plan. However we believe, that at this time, it is not quite pertinent to the present application. Could you please let us know how this particular area differs from all of the adjoining properties that have either previously been rezoned or are under consideration. This includes the I I: recent action by the City Council in rezoning property for Hill-Raleigh and Glacier Park Company. It is our understanding that the City has adequate information about the environmental features of this total area and I have been advised by the Bank's attorneys that, based on court decisions, there is no reason to duplicate such efforts especially where nearby properties, containing basically the same features, have heretofore been studied and reclassified and all pertinent information provided to the City. Possibly there may be some misunderstanding about the identity of this subject parcel in relation to others nearby. I am sure we can get this resolved at an early date and I would therefore appreciate that we set up a meeting in your office to discuss this matter further., If in the meantime you need any additional information, please advise.
