L. Pillo was appointed to the position of Fire Fighter with the Renton Fire Department replacing Bruce Gustafson who had resigned. The appoint- ment will be effective January 2, 1975, subject to the customary six- month probationary period. Upon inquiry as to whether there were any women on the Civil Service eligibility list, it was noted that there were women on the eligibility list for the Police Department, but none for the Fire Department. Public Employ- Don Stark, Administrative Assistant, gave a brief report on the Emergency ment - New Employment Assistance Act, which Congress has approved, but has not been Jobs for Renton signed by the President. The bill when signed will provide 11 . 1 million dollars to the King-Snohomish Manpower Consortium, of which 3.6 million dollars will be allocated to King County and suburban cities. Indica- tions are that Renton would receive approximately $100,000. Al-so, the • bill provides $500,000,000 nation wide for public works projects, and there may be a possibility of receiving some of these funds. The bill provides for extension of unemployment benefits, youth employment and public employment jobs with a maximum salary of $10,000 a year, the , national average of $7,800 a year for these jobs. It may provide Renton with from ten to twenty jobs. Parking in Councilman Clymer inquired of other than general public use of downtown Downtown Area . parking spaces, some facilities using parking space that should be reserved for the general public. L. I.D. 285 ' . The continued L. I .D. Public Hearing, recessed earlier in the meeting, Public Hearing was reconvened, Public Works Director Gonnason reported total cost of crossing the tracks reflected assessments of $49,683.62 and spreading this in pro-rata shares on the west side of the tracks would result in a 25% reduction in the assessments. Moved by Clymer, Seconded by Grant to refer to the Public Works Committee for report back and continue the Public Hearing to January 6, 1975. Some discussion ensued concern- ing increased utility rates, allocation of that added revenue, and impact on the Utility Fund if participation in L.I .D. is authorized. Motion Recess failed. MOVED BY DELAURENTI , SECONDED BY GRANT, TO REFER THE SUBJECT TO THE PUBLIC WORKS COMMITTEE. MOTION CARRIED. MOVED BY DELAURENTI , SECONDED BY STREDICKE, THE COUNCIL TAKE A FIVE MINUTE RECESS. Public Works Committee Chairman Bruce recommended the City (Waterworks Utility Fund) pick up 50% of the cost of the unassessable property, channel and going over the railroad tracks. Motion proposed to continue the hearing until January 6th died for lack of second. Upon inquiry by Mr. Sternoff` of effect of the committee report, Public Works Director Gonnason advised that the City would pick up the 50% and reduce the assessments on the west side of the tracks, the Sternoff property not to be affected. The letter reported King County Facility Bonds Canvassing Board of Election Returns with total vote: 5,926 of which there were 3,402 Yes for Bonds and 2,524 No for Bonds, with bond issue • defeated (failed to meet 60% validation requirement) . Bremerton Asks Letter from the City of Bremerton reported adoption of a resolution urg- Wage & Price ing the President and/or Congress to impose price and wage controls and Controls -- asked that Renton, adopt a similar resolution. N.W. and N. W. 6th Street. The Planning Commission recently reviewed a rezone request in the vicinity of the subject ravine. During the Public Hearing a number of property owners adjacent to the ravine expressed concerns about the recent filling of a portion of it. They felt that the fill had caused additional drainage problems in the area and feared possible damage to their properties. They also felt that the culvert used was not of sufficient size to adequately handle storm runoff. Since your department is familiar with this site, -apparently having issued a stop work order on the filling activity, could you please investigate these possible existing and potential problems . I checked with the King County Assessor ' s_ office to obtain property ownership information on the northerly portion of Lot 2 and 4 , Block 2 , Woody Glen Addition , and the large portion of Lot 1 and 2 Block 1 , Woody Glen Addition . It appears that this and more property to the west is all owned by C & M Auto Sales , according to their records . frreury, jr .6?aproh Renton Planning Department Meeting November 13 , 1974 Page Two Mr. Smith , Assistant Planner, pointed out the location of the site of the short plat on Kennewick Avenue N . E . south of N. E . 14th . He noted that street and curbs are already installed , but a waiver is requested for installa- tion of sidewalks . Previous Commission action on an application for waiver of off-site improvements for the applicant ' s property to the west was reviewed , and minutes of the proceedings were requested by the Commission . He stated that there have not been any changes to the pre- liminary plat approved by the Commission on September 25 , 1974. Mr. Smith indicated that the applicant sub- mitted a request to the Board of Public Works for deferral of improvements along N . E . 8th Street for a maximum of one year. The deferral was granted by the Board , as requested , and a bond has been posted. A brief discussion followed. REZONE 3 C. FLEURY AND BARTON ; Appl . R-793-74 ; rezone from S- 1 to G-7200 ; property located on corner of N . W. 7th Street and Taylor Place N . W. The rezone request was introduced by Secretary Gibson . Assistant Planner Smith noted the 1 . 1 acre site situated at the corner of N . W. 6th Street and Taylor Place N . W. Mr. Smith described Comprehensive Land Use Plan and zoning designations in the vicinity. The general topography of the area , including a ravine on the property , was des- cribed. He stated that it is anticipated that an appli - cation will be submitted through the Subdivision Ordinance to divide the property into three or four parcels . Discussion followed regarding appropriate zoning for the site and definition of the G zoning category. It was noted that it is the intention of the staff to contact the applicant to suggest revision of their application to a rezone of the site from S- 1 to SR- 1 . The November 1974 administrative meeting of the Renton Planning Commission was called to order at 8: 00 p . m. by Commissioner Ross , Chairman . 1 . ROLL CALL was taken by Commissioner Wik , acting for Secre- tary Gibson , who arrived at 8 :05 p . m. It was noted that Commissioner Morrison was not present . The Planning Director advised that Mr. Morrison has submitted a letter of resignation and will no longer be serving on the Commis- sion . Commissioner Humble had voted against Commissioner Mola ' s amend- ment of condition number three of the original motion but had voted for the original motion with first • amendment by Commissioner Seymour. With regard to committee reports on page six, Commis- sioner Seymour requested that it be indicated that the Vice Chairman had called for them rather than the Chairman , who was absent.
