SUMMARY OF REQUEST: Application for site plan approval to allow the construction of an addition to the existing birth center, approximately 2800 square feet in size. The addition is located in the N.E. corner of the hospital. COMMITTEE REVIEW: The review was conducted at 10:00 a.m. on, July 5, 1989, in the third floor conference room of the Renton Municipal Building. The Committee review was conducted after receiving written comment from all divisions of the Public Works Department, all divisions of the Community Development Department, and the Fire, Police, and Parks Departments. The following exhibits were entered into the record: Exhibit No. 1 Yellow file containing application, proof of posting and publication and other documentation pertinent to this request. Exhibit No. 2 ' Site plan and Landscape Plan (dated June 8, 1989) . Exhibit No. 3 Roof and Floor Plans (dated May 24, 1989) . Exhibit No. 4 Elevations and Building Section (dated May 24, 1989) . FINDINGS, CONCLUSIONS, AND DECISION Having reviewed the written record in the matter, the Site Plan Review Committee now makes and enters; the following: - I Findings: 1. The applicant, Valley Medical Center, Public Health District No.1, requests site plan approval to allow the construction of a 2800 square foot addition to the birth center located in the northeast corner of the hospital. The project will add six (6) new Labor Delivery Recovery Rooms beneath what is now known as the 3E patient wing. The expansion under this wing of the hospital will stay within the existing footprint of the building, extending the existing walls downward to the ground, adding three new walls. The applicant proposes to continue the wall and window pattern of the existing hospital. The applicant will be restoring planting beds in the immediate area of the project which will be disturbed during construction. f Site Plan Review L_____mittee Report and Decision July 5, 1989 Page 2 2 . The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment, and other pertinent documents was entered as Exhibit No. 1. 3 . Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43 . 21C, 1971 as amended) , a Determination of Non- Significance was issued for the subject proposal on July 5, 1989. 4 . Plans for the proposal have been reviewed by all City departments affected by the impact of this proposal. 6. The subject site was annexed into the City in 1959 by the Adoption of Ordinance No.. 1743. The site was rezoned from G to P-1, Public Use, on July 17, 1967, by the adoption of Ordinance No. 8345. 7. The site is surrounded by the following land uses: the Brain Building and the Chin Hills office building to the north; medical offices to the east; and the hospital and hospital campus to the south and west. 8. The applicant's site plan complies with the requirements for information for site plan review. 9. The Site Plan Review Ordinance, under Section 4-738 (D, 1) , lists ten criteria that the Site Plan Review Committee is asked to consider along with all other relevant information in making a decision on a Site Plan Approval application. These criteria are as follows: a. Conformance with the Comprehensive Plan, its elements and policies; The subject proposal is consistent with the Comprehensive Plan designation of Public/Quasi Public. This category of the Comprehensive Plan is intended for publicly owned and certain privately owned uses, including hospitals other health care facilities. The health care policies of listed under Section IX(G) states that adequate health care and social services • should be available. Specifically policy No. 1 states " Hospitals should be located and designed to serve the residents efficiently. " (p.26 of Comprehensive Plan Compendium, 1986) . The proposal complies with the health care facilities goal and policies related to the project. b. Conformance with existing land use regulations; The subject proposal is consistent with the zoning designation on the propertyjof P-1, Public Use. The proposal is an addition which extends the walls of the third (3rd) floor wing downward on three sides to enclose space to be used for the extension of the second (2nd) floor. The proposal will stay within the footprint of the building. ' Thus, the proposal is not encroaching into required setbacks or exceeding the height limit of fifty feet in the zone. The addition will require approximately two (2) parking stalls as specified in the Parking and Loading Ordinance, which requires one parking space for every three beds, for each doctor, and for every three employees. The applicant is not proposing any Site Plan Review L mittee Report and Decision July 5, 1989 Page 3 additions to the parking lots to accommodate parking for the addition since the number of parking stalls on campus exceed the number of stalls required by code for the hospital complex. The applicant's proposal is to add six (6) beds and to use existing staff to service the additional space. The applicant does not anticipate using all the labor/delivery rooms in the Birth Center at the same time. c. Mitigation of impact to surrounding properties and uses; The proposal, as discussed above, is an infill project which extends existing walls to enclose space for the addition but does not extend beyond the existing footprint of the building. The proposal will not interfere with views or create light and glare impacts to adjacent uses. d. Mitigation of Impacts of a Proposed Site Plan to the Site: The applicant's proposal is to extend existing walls, continuing the same facade treatment as the existing hospital walls. Existing landscaped_ areas will be disturbed during construction which shall be restored as shown on the landscaping plans. The project will follow the existing grade with some grading required for access areas. The applicant proposes using erosion control measures during construction, should the possibility of erosion become a problem during construction. e. Conservation of area-wide property values; The birth center addition is not anticipated to negatively impact area-wide property values. f. Safety and efficiency of vehicle and pedestrian circulation; The proposal will not be impacting the existing vehicle circulation in adjacent parking areas since no additional parking spaces are required to be constructed as a result of the project. With respect to pedestrian circulation, the applicant proposes extending the walkway along the east side of the building northward to the end of the addition and then westward to the existing stairs. g. Provision of adequate light and air; The proposed addition due to the design and location of the project site, provides sufficient light and air for the project and will not interfere with the light and air of nearby portions of the hospital building or other uses. h. Mitigation of noise, odors. and other harmful or unhealthy conditions; The subject proposal will not result in any adverse noise, odors or other harmful conditions. It is acknowledged that there will be an incremental increase in noise and an increase in the levels of carbon dioxide with the additional vehicles added to the area. Availability of public services and facilities to accommodate the proposed use; and The subject property is adequately serviced with public services. The hospital campus has a network of sanitary sewer and water lines running throughout the campus, tying the existing water and sewer lines located along Talbot Road South and South 43rd Street to the hospital and other campus buildings. j . Prevention of neighborhood deterioration and blight. The construction of the addition is not expected to have any detrimental impact on the neighborhood which might result in neighborhood deterioration and blight. • 10. With respect to traffic impacts, the proposal is expected to generate approximately 47 trips. This traffic can be accommodated on adjacent roadways and will not trigger the necessary improvements to the hospital campus circulation and adjacent roadways (Talbot Rd. S. and S. 43rd St. ) , which have been discussed by staff in submitted comments and staff discussions. Conclusions: 1. The subject proposal complies with the Comprehensive Plan policies for health care facilities. Further, the project is in compliance with the iwht The project is Comprehensive • Plan Map designation of Public/Quasi-Public and the Zoning Map designation of Public Use for the site. 2 . Specific issues raised by various City departments and focused on were: a. Traffic impacts. b. Compliance with parking code requirements. 4 . This is an irfill project which is adequately served by public services. 5. Construction activity will require work in existing landscaping. The applicant proposes restoring vegetation and irrigation systems in the planting beds located near the west, north and east sides of the new addition. The proposed landscaping plan is compatible with existing landscaping and meets City code requirements for such landscaped areas. 6. The proposal will require two (2) parking stalls. These additional two, plus the number of parking stalls currently • available on the hospital campus are sufficient to meet current needs and provide a surplus number of stalls to accommodate some future uses. 7 . The amount of traffic generated by the new addition can be accommodated on existing roadways. The applicant will not be required to construct any off-site improvements along Talbot Road South or S. 43rd St as a result of this project. 8. The facade treatment and pattern for the addition is compatible with the treatment on the esxisting walls of the hospital structure. 9. The proposed use is a continuation of the existing birth center. 8. The site plan has minor impacts to surrounding uses and properties, facade treatment meets that the hospital building, and minor traffic impacts. Therefore, the project is not detrimental to the public health and safety and should be approved. Decision: The site plan for the Birth Center extension for Valley Medical Center, file no. SA-047-89, is approved. For the purpose of these decisions, the term "should" and "shall" are to be considered mandatory and the term "may" is considered discretionary. Notes to Applicant: An applicant complying with these provisions and willing to hold the City harmless for any expense or damages incurred for work begun prior to the exhaustion of the 14-day appeal period and/or for work which may consequently be stopped by an appeal or work required to be altered or returned to its preconstruction state, may begin construction activities with the issuance_.of the proper permits. The proposal is for the construction of a 2,800 square foot addition to the existing Birth Center on the second floor of the hospital. Since the timing on this project is short, the Department of Transportation concurs with the mitigation measures recommended by the ERC. However because of the nature of the project, the Department of Transportation would have recommended that the developer commission a traffic study to determine if 10 or more peak hour trips (AM or PM) , will travel through a single state intersection. If this condition is found to be true, a traffic analysis should be prepared using current volumes at the intersection(s) . The analysis should calculate the LOS at the intersections impacted by 10 or more peak hour trips for the existing condition and the design year of the development. The analysis should include figures illustrating directional distribution, background traffic, development traffic, and future traffic. The analysis should assess the need for mitigation, check the turning radii for the types of vehicles utilizing the development, and check the sight distances at each intersection. 1 IF I Don Erickson July 20, 1989 Page 2 If the traffic study does show an impact at a state highway intersection, the Department of Transportation would appreciate the opportunity to review and comment on the mitigation measures proposed in the traffic study. The project will add six (6) new Labor Delivery Recovery Rooms beneath what is now known as the 3E patient wing. The expansion under this wing of the hospital will stay within the existing footprint of the building, extending the existing walls downward to the ground, adding three new walls. The applicant proposes to continue the wall and window pattern of the existing hospital. The applicant will be restoring planting beds in the immediate area of the project which will be disturbed during construction. 2 . Conformance with the Comprehensive Plan, its elements and policies; The subject proposal is consistent with the Comprehensive Plan designation of Public/Quasi Public. This category of the Comprehensive Plan is intended for publicly owned and certain privately owned uses, including hospitals other health care facilities. b. Conformance with existing land use regulations; The subject proposal is consistent with the zoning designation on the property of P-1, Public Use. The proposal is an addition which extends the walls of the third (3rd) floor wing downward on three sides to enclose space to be used for the extension of the second (2nd) floor. The proposal will stay within the footprint of the building. Thus, the proposal is not encroaching into required setbacks or exceeding the height limit of fifty feet in the zone. With respect to traffic impacts, the proposal is expected to generate approximately 47 trips. This traffic can be accommodated on adjacent roadways and will not trigger the necessary improvements to the hospital campus circulation and adjacent roadways (Talbot Rd. S. and S. 43rd St. ) , which have been discussed by staff in submitted comments and staff discussions. The addition will require approximately two (2) parking stalls as specified in the Parking and Loading Ordinance, which requires one parking space for every three beds, for each doctor, and for every three employees. The, applicant is not proposing any additions to the parking lots to accommodate parking for the addition since the number of parking stalls on campus exceed the number of stalls required by code for the hospital complex. The applicant's proposal is to add six (6) beds and to use existing staff to service the additional space. Mitigation of Impacts of a Proposed Site Plan to the Site: The applicant's proposal is to extend existing walls, continuing the same facade treatment as the existing hospital walls. Existing landscaped areas will be disturbed during construction which shall be restored as shown on the landscaping plans. The project will follow the existing grade with some grading required for access areas. ,The applicant proposes using erosion control measures during construction, should the possibility of erosion become a problem during construction. e. Conservation of area-wide property values; The birth center addition is not anticipated to negatively impact area-wide property values. . • f. Safety and efficiency of vehicle and pedestrian circulation; The proposal will not be impacting the existing vehicle circulation in adjacent parking areas since no additional parking spaces are required to be constructed as a result of the project. With respect to pedestrian circulation, the applicant proposes extending the walkway along the east side of the building northward to the end of the addition and then westward to the existing stairs. Provision of adequate light and air; The proposed addition due to the design and location of the project site, provides sufficient light and air for the project and will not interfere with the light and air of nearby portions of the hospital building or other uses. h. Mitigation of noise, odors, and other harmful or unhealthy conditions; The subject proposal will not result in any adverse noise, odors or other harmful conditions. It is acknowledged that there will be an incremental increase in noise and an increase in the levels of carbon dioxide with the additional vehicles added to the area. The construction of the addition is not expected to have any detrimental impact on the neighborhood which might result in neighborhood deterioration and blight. Conclusions: 1. The subject proposal generally complies with the Comprehensive Plan policies for public/quasi-public developments. 2 . Specific issues raised by various City departments and focused on were: a. Traffic impacts. b: Compliance with parking code requirements. 3 . They are as follows: 1. Possible elimination of driveway #2 and #4. 2. Re-alignment of driveway #3 with South 177th Street. 3. Study the need for a centerlane two-way left-turn on Talbot Road South between South 43rd Street and South 177th Street. 4. The intersection of Talbot Road South and South 43rd Street should maintain at a service level of "E" or better through the Valley Medical Center expansion period. 5. The intersection of SR 167 ramps and South 43rd Street should maintain a service level of "D" or better during Valley Medical Center expansion period. An update of the Valley Medical Traffic Analysis has responded to these issues. Following is our response to the updated Traffic Analysis recommendations. ISSUE #1: Possible elimination of driveway #2 and #4. Valley Medical Study Analysis: The four driveways on Talbot Road South will operate at acceptable LOS through the year 2005. Consolidating the driveways to two loca- tions could create level of service problems and cause a need for a traffic signal at one of the driveways. This would be detrimental to the traffic operations on Talbot Road and would disrupt the internal site circulation system and would be costly. Response: The nearest driveway to the intersection of Talbot Road South and South 43rd Street is well spaced back from the intersection and the spaces between the existing driveways 1, 2, 3 and 4 are well distanced and proportionally spaced with no apparent traffic problems. The three-year accident records show only two recorded accidents. We, therefore, concur with the conclusions of the study analysis that the existing driveways should remain, with the excep- tion of the relocation of driveway #3 which will be addressed in the next issue. ISSUE #2: Re-alignment of driveway #3 with South 177th Street. Valley Medical Study Analysis: Driveway #3 will operate at LOS A in the AM peak and LOS B in the PM peak through the year 2005. This indicates that the re-alignment of driveway #3 is not essential . In fact a re-alignment could encourage short cut traffic on South 177th Street. Response: For the safest roadway operation on Talbot Road South and South 177th Street it is always in good engineering practice to have driveways or intersecting roadways located opposite each other. This helps to reduce off-set turning movement conflicts. It is our opinion that safer roadway operations take priority over the reasons stated in the analysis. Therefore, the re-alignment is requested to be part of the next major building expansion which are listed as follows: Medical Office #2 Education and Conference Center Chemical Dependency (40 beds) Out-Patient Surgery The driveway re-alignment should occur with whichever of the above- referenced building programs occurs first. ISSUE #3: Is a centerlane two-way left-turn on Talbot Road South between South 43rd Street and South 177th Street needed? Valley Medical Study Analysis: A fifth two-way left-turn lane on Talbot Road is not required to maintain an acceptable level of service at the four access drive- ways. Including the tunnel in the LID project between the main and south campuses will reduce the critical left-turn movements to the driveways on Talbot Road by 40%. Response: The fifth lane is not required to maintain acceptable levels of service but rather to provide safe access to and from the various driveways and roadways intersecting with Talbot Road. ISSUE #4: Valley Medical Center expansion to insure the intersection of Talbot Road South and South 43rd Street maintains a serivce level of "E" or better through the expansion period. Valley Medical Study Analysis: The intersection of Talbot Road South/South 43rd Street was calculated to drop from a "D" to "E" in the AM and "D" to "F" in the PM from 1995 to 2005. Background traffic volumes passing through the area is what eventually may deteriorate the LOS service level beyond acceptable limits by 2005. Response: With the expansion of Valley Medical Center through the year 1995 the services are predicted to be no lower than "D" with the tunnel LID in place. We would consider it prudent to re-evaluate the intersection capacity just after the year 1995 and determine what potential improvements may increase the intersection capacity. In reality, new by-pass routes may direct traffic away from the intersection by 1995. Additional capacity then would not be needed. ISSUE #5: The intersection LOS of SR-167 ramps and South 43rd Street should be maintained at "D" or better. Valley Medical Study Analysis: Valley Medical 's year 2005 projected expansion analysis indicates a service level of "E" without other cross routes built. With cross routes developed, the intersection would operate at a service level Response: We do not believe the intersection needs for the year 2005 can accurately be determined at this time. Therefore, an analysis should be scheduled for 1995. Additional Valley Medical Study, Recommendations: The master site plan shows a proposed site circulation concept drawing which would relocate the loop roadway system. It is recommended that the loop road system be maintained on the main campus. Response: While we do not have enough information with this updated study to comment conclusively, we do believe the present loop roadway provides for the internal needs satisfactorily. I believe that the issue of "missed or unreturned phone calls" was cleared up. John Scott noted that I had called you back on April 28, 1989 and asked that you he let you know. We also discussed the fact that Jeanette had told me that she spoken with you and said that she had told me that she was addressing you concerns. Regarding the issue of the "footprint" of the Birth Center and whether it needs to go through SEPA and Site Plan Review we discussed DOE's recent guidelines that recommend that all project actions consider SEPA. Also, the Court of Appeals in a decision on a Seattle case in 1980 (Downtown Traffic Plan- ning Committee v. Royer) held that agencies should consider likely environmental effects before applying the SEPA categorical exemptions. I also noted that even when an addition is less than the specified exemption level (4, 000 sq. ft. in this case) if the total building including the addition is over 4, 000 sq. ft. SEPA requires the filing of an environmental checklist and the issuance of a threshold determination by the lead agency. Also, as I had noted in an earlier administrative determination nearly a year ago regarding the expansion of the center's existing footprint to accommodate Mac Donalds, such an expansion would require, as a minimum, admini- strative Site Plan Review. Since we must look at the addition in conjunction with the structure to which it is being added, we cannot legally exempt the Birth Center from either SEPA or Site Plan Review. 200 Mill Avenue South - Renton, Washington 98055 - (206)235-2550 f . Regarding the issue of a Master Plan I believe there is some confusion on your part. At our meeting on April 17 , 1989 at which we discussed parking needs on the VMC campus I mentioned that it would expedite the City's ability to review projects under SEPA if we had a generic EIS for all proposed expansions over, say, a five to ten year period. At that meeting I suggested that it might be advisable to "flush" or "fill out" in more detail the somewhat brief Master Plan of November, 1987 prior to undertaking a generic type EIS on it. Since the Master Plan dated November 2,1989 does not contain either pages 13a or 27a that you referenced, we cannot determine whether the supplemental information you reference does address in detail the proposed birth center and when it was intended to come on line. We are checking our files now for any record of having received these materials which you suggest were submitted to us on February 5, 1989. Presumably this information is relevant to the current Birth Center application and should be made a part of that file. Please provide us with another copy of these materials so that they can be made a part of File Number ECF, SA-047-89. In your last paragraph of your letter you suggest that "the City is choosing to use its valuable resources unnecessarily in over-scrutinizing a project. " We do not concur with this assessment. The Department of Community Development prides itself in ensuring that all applicants are treated equitably and fairly. Boeing Commercial Airplane Company, PACCAR Kenworth, Henderson Homes, Centron, E & H Properties, et al can attest to the fact that City staff are very consistent in requiring the same types of mitigation or development revisions for similar types of projects. As you know, we are mandated by state law, to review all projects over 4, 000 sq. ft. for environmental impacts. Clearly, the existing medical center exceeds this area by having an estimated gross floor area of over 400, 000 square feet. Ken and I enjoyed our opportunity to meet with you and the other administrative staff. We will do whatever we can to expedite this project within legal parameters. Hopefully, as you develop your master plan in more detail and begin looking at implementation scheduling well in advance of project application, these last minute crisis can be avoided. Apparently, you have communicated to our architects that this project will require a Site Plan Review as well as a SEPA checklist. In addition, you expressed the concern that the hospital should be required to do another Generic Master Plan. We are surprised that you consider this a "project" under the P-1 zoning. As you know, this space is surrounded by floor, ceiling, support columns, and one wall; the project is simply the addition of three walls in existing space that was originally prepared for expansion. It does not expand the "footprint" of the existing building. As to the SEPA review, it would appear that the project would be exempt as a minor alteration, as the square footage is approximately 2800 square feet. As to the requirement of a Master Plan, the hospital recently prepared such a plan pursuant to a SEPA mitigation requirement for the medical office building. This Master Plan was submitted to the City in November 1987, and we have yet to receive comments or feedback from the City on this Plan. Please reference Monica Brennan' s cover letter to you dated November 3 , 1987, for specific information regarding the Master Plan Submittal. In addition, • supplemental information on the Labor, Delivery, and Recovery area was filed with the City on February 5, 1988 (note pages 13a and 27a) . At a recent meeting at the City, John Scott and I were admonished by several of the City of Renton department heads regarding the importance of following the City processes and not wasting City Mr. Don Erickson May 2 , 1989 Page 2 resources by making changes in hospital plans. This appears to be a case where the City is choosing to use its valuable resources unnecessarily in over-scrutinizing a project. We believe that reference to the Master Plan will confirm that projects we are undertaking are not only consistent with the Plan, but generally improve on its originally-intended result.
