PROJECT DESCRIPTION�BACKGROUND The City of Renton ("City") has a desire to enter into a supplemental design agreement with KPG ("Consultant") to integrate new water, sewer, storm, fiber/telemetry utilities and an art component into the project. Additionally, the City has decided to allow The Lofts developer to construct the SW corner of the Main Ave S/S 2"d St intersection ahead of the Downtown Circulation Project. This will require revisions to the 90% signal/illumination system plans such that the developer can construct the appropriate number, type, size, and location of conduits,j-boxes, and vaults. Revisions to the environmental permitting documentation will be required to encapsulate the new utility improvements. Utility improvements are anticipated to include the following: ❑ Sanitary Sewer o Replace 10 LF of broken sewer on S 2"d St. vicinity Sta. 53+25. o Replace two (2) sewer 'tees' on S 2"d St.just to the west of Mill Ave S. ❑ Water o Install 620 LF of new 12" DI water main on S 2"d St. from Wells Ave S to Mill Ave S and connect to existing 12" water main on Main Ave S. o Install a new hydrant on the NE corner of the S 2nd St/ Mill Ave S intersection. ❑ Storm o Revise 90% storm design to include a new 12" storm line from CB #9 westerly across Bronson Way S to a new Type 2 CB and continue north on Main Ave S to a new Type 1 CB. City of Renton Downtown Circulation Project—Phase I Supplement 5 KPG Project Number: 14080 1 May,2016 o Install 160 LF of new 12" storm line from Welis Ave S to the Main Ave S alley tying into to an existing system. ❑ Fiber/Telemetry o Install two (2) new splice vaults at the intersection of Main Ave S/S 3�d St. o Install one (1) new splice vault at the intersection of Main Ave S/S 2�d St. o Remove fiber/telemetry run from Mill Ave S to Main Ave S on S 2nd St. o Pull new fiber/telemetry on Main Ave S, Houser Way S, and Mill Ave S and terminate in existing splice tower located at the S 2"d St / Mill Ave S intersection. B. ASSUMPTIONS The following assumptions were identified to provide direction with design: ❑ The Project will require revisions SEPA Checklist (MDNS Anticipated) and Cultural Resource Report. This effort will continue to be tracked on the preliminary design phase (Work Element 3) of the original contract. The City will be responsible for all project postings/advertisements and for issuing the final SEPA Determination. ❑ The final design is funded by City funds and the construction is funded by TIB and City funds. ❑ The Consultant shall assist the City in coordinating with the City's selected artist, the integration the art theme within the plaza space, and provide electrical conduit/routing design (if required). Additional geotechnical and structural design (if required) will be conducted by the City and reports/calculations will be provided to the Consultant. The Consultant will draft the foundation details and connections in CAD. ❑ No additional right of way and/or easements will be required. ❑ Temporary Construction Permits, if required, will be acquired by the City. ❑ Supplemental survey, basemapping, and potholing will be required and conducted by the Consultant. ❑ Stormwater control facilities (for either detention or water quality) will not be required. The drainage report will be revised to reflect the new storm improvements. ❑ In areas where trenching for utilities are required outside of the intersection improvements,the Consultant shall follow the City's roadway restoration policies and standard details. Full roadway width pavement restoration/reconstruction will not be required where water and storm improvements extend beyond the original roadway excavation limits. ❑ The new water, sewer, storm, and fiber/telemetry utility design will be integrated into the 90% plan set. It is anticipated that one (1) bid package will be prepared to include the Downtown Circulation improvements and the additional utility work. ❑ Plans will be prepared in accordance with the WSDOT Local Agency Guidelines (LAG) and other WSDOT manuals consistent with the inherent requirements of the City's Certification Acceptance (CA) status. The consultant shall provide the City with the Final Bid Documents in PDF format to send to BXWA for advertisement. All coordination with BXWA during bidding will be conducted by the City. C. CITY OF RENTON PROVIDED ITEMS: The City of Renton will provide/prepare the following: ❑ Submittal reviews, comments, and approvals (1 to 2 sets of comments per submittal) ❑ Public notices and property owner mailing and postage ❑ Meeting room arrangements ❑ Stormwater and sewer system video and information on existing pipe conditions and GIS data ❑ Right-of-entries for surveying, geotechnical review, and/or construction, if required ❑ Standards developed through the Streetscape Design Guideline Effort ❑ Geotechnical data and structural design for the selected art piece (if required) E. SCOPE OF WORK WORK ELEMENT 1—MANAGEMENT�COORDINATION�ADMINISTRATION The Estimated project duration is 2 additional months. 1.1 The Consultant will provide continuous project management for the project duration of the project through final design (estimate 2 months). 1.2 The Consultant will prepare monthly progress reports identifying work completed in the previous month, work in progress, upcoming work elements, and reporting of any delays, problems, or additional information needs. These reports will be submitted with the Consultant invoices. 1.3 The Consultant will conduct regular project team meetings (estimate 4 meetings total) with internal staff. 1.4 The Consultant will provide internal quality assurance/quality control (QA/QC) reviews of all major deliverables prior to submittal to the City. Work Element 1 Deliverables: ■ Monthly progress reports (2 months) City of Renton Downtown Circulation Project—Phase I Supplement 5 KPG Project Number: 14080 3 May,2016 ■ Project Schedule Updates WORK ELEMENT 2—SURVEY AND BASE MAPPING 2.1 Establish additional horizontal and vertical control points as necessary within the mapping limits. The same survey control specifications will be utilized as developed in the preliminary design phase. 2.2 Additional field survey within the following project limits: • Field survey of planimetric features and utilities. Topographic mapping of the existing ground will be taken at approximately at 25-ft intervals (to 2-ft. contour intervals) within the following areas: o Intersection of Main Ave & S 2nd St (Bronson) ■ Extend existing underground utilities (CNI to locate lines prior to mapping) ■ Check that all existing underground utility lines extend to structures and/or lines ■ Measure 3 manholes -Traffic control required o S 2nd St from Wells Avenue S to approximately 160 feet east of the intersection ■ Extend existing survey to match current base map. CNI to locate lines prior to mapping. o North side Houser Way S and west side Mill Ave from Main Ave S to S 2nd St ■ Extend existing survey to include all features between lip of gutter to back of sidewalk to do a complete base map, including a surface. CNI to locate lines prior to mapping. • Locate paint marks in task 2.3 at 50-ft intervals, including surface features (valves, manholes, catch basins,junction boxes, vaults, etc.). Irrigation systems will not be included. Perform observation and measure-downs of existing storm drain catch basins and manholes and sewer. The approximate size,type (brick, concrete), and general condition of the structures to confirm suitability for continued use, and approximate size and location of pipes will be documented. These observations will be made from the surface. 2.3 The Consultant shall coordinate utility locates, identification, survey, and other work, as necessary, to locate all other franchise underground and overhead utilities within two intersections in order to identify any potential conflicts with the proposed improvements. When making requests for utility locates, the City of Renton Downtown Circulation Project—Phase I Supplement 5 KPG Project Number: 14080 4 May,2016 Consultant shall inform the Utility Notification Center that the requested locates are for design purposes for the City of Renton. 2.4 CADD mapping work to prepare 1"=20' topographic base map and digital terrain model (DTM) in AutoCAD format of the project within the limits described above. Right-of-way and parcel lines within the intersection areas will be determined from available survey records (surveys, right-of-way plans, etc.). Other areas will utilize available GIS linework and will only be approximate. 2.5 Potholing to identify potential utility conflicts will be completed as necessary for final design (8 estimated). The locations of the potholes will be surveyed and added to the base map. Work Element 2 Deliverables: ■ Electronic copies of the updated base map will be delivered to the City. WORK ELEMENT 3—STORMWATER DOCUMENTATION The following supplemental stormwater documentation tasks are needed to perform additional stormwater analysis, documentation, and design to support proposed additional utility improvements. Work Element includes the effort required to analyze and document the stormwater analysis and design of the project in accordance with the February 2010 City of Renton Amendments to the King County Surface Water Design Manual. 3.1 Review the existing stormwater facilities within the project area and revise the analysis of Core and Special Requirements applicability to include the additional project area. 3.2 Revise the Technical Information Report for the project to include the expanded project area. The report will include documentation of the applicability of requirement and facility sizing calculations. Additional Work Element 3 Deliverables: ■ Revised Draft Technical Information Report, One (1) unbound Copy, four (4) bound copies of the report. Work Element 3 Assumptions: ■ The project is exempt from flow control and water quality. City of Renton Downtown Circulation Project—Phase I Supplement 5 KPG Project Number: 14080 5 May,2016 WORK ELEMENT 4—ARTIST COORDINATION This work element covers the coordination effort required to integrate the artistic elements into the plaza area. 4.1 The Consultant will work with the artist to refine the artistic design elements, provide guidance on art placement, and assist in the development of design details. It is anticipate that the Consultant will prepare for and attend six (6) meetings artist and City staff. Work Element 4 Deliverables: ■ Meeting Notes Work Element 4 Assumptions: ■ The City shall select an artist and art element to be integrated into the project. WORK ELEMENT 5—COMMUNICATION SYSTEM PRELIMINARY DESIGN This Work Element includes the effort required to develop the design modifications to the existing City owned traffic signal telemetry, City owned fiber optic and Comcast owned iNet fiber optic cable systems. The existing cables in the conduits between Mill Ave S and Main Ave S on S 2�d St are seized, therefore a new layout will be required to minimize downtime of the City's communications systems. 5.1 Coordination meetings with City of Renton traffic signal maintenance, transportation engineering and IT department staff regarding existing conditions including cable and equipment layouts(assume three (3) meetings and one (1)site visit). The Consultant will prepare meeting notes documenting decisions made during the meetings and direction given from City staff. 5.2 Prepare draft and final schematic telemetry/fiber optic cable layouts for discussion during coordination meetings. Final layouts will be utilized in development of the Plans (see Work Element 6) Work Element 5 Deliverables: ■ Meeting notes ■ Draft Schematic Telemetry/Fiber Optic Cable Layout ■ Final Schematic Telemetry/Fiber Optic Cable Layout Work Element 5 Assumptions: ■ Geographic limits of the cable modifications will be bordered by: Williams Ave S on rhe west, S 2"d St on the north, Mill Ave S on the east, and Houser Way S on the south. City of Renton Downtown Circulation Project—Phase I Supplement 5 KPG Project Number: 14080 6 May,2016 WORK ELEMENT 6—FINAL DESIGN OF NEW UTILITIES AND ART INTEGRATION This Work Element includes the effort required to revise the 90%Plans,Specifications and Estimates (PS&E) to include the new water, sewer, storm, fiber/telemetry utility design, revise the signal/illumination plans for the developer, and integrate artistic design elements into the plaza space. Once the 90% (PS&E) has been reviewed by the City, the Consultant shall prepare Final Bid Documents. 6.1 The consultant shall revise the 90% plans for review and approval by the City. The 90% submittal will include all comments received from the 60% review and the following sheets revised and/or added to the plan set: ❑ 1 Cover Sheet (revised) ❑ 1 Sheet Index, Alignment Plan, and Survey Control (revised) ❑ 1 Legend and Abbreviations (revised) ❑ 2 Roadway Details (revised) ❑ 2 Site Preparation Plans and TESC Plans (revised) ❑ 2 Site Preparation Plans and TESC Plans (new) ❑ 2 Roadway Plan (revised) ❑ 2 Roadway Plan (new) ❑ 1 Drainage Profiles (revised) ❑ 1 Drainage Profiles (new) ❑ 2 Water/Sewer Plans/Profile (new) ❑ 1 Water Details (new) ❑ 1 Sewer Details (new) ❑ 1 Urban Design Plans (revised) ❑ 1 Urban Design Details (revised) 0 3 Signalization and Wiring Plans (new) ❑ 1 Signalization and Wiring Plans (revised) ❑ 1 Si�nal Details (new) Total: 12 New Sheets, 13 Revised Sheets 6.2 The Consultant shall separate the design elements of the SW corner of S 2"d St / Main Ave S from the existing Main Avenue 90% plans and provide the developer with a supplemental plan set / CAD file submittal. It is anticipated that 6 plan sheets will be provided to the developer for construction activities. Revisions to the Main Avenue 90% design files will be required to reflect the removal of the design elements that the developer will be constructing. 6.3 The Consultant shall prepare Final Bid Documents for review and approval by the City. Final Bid Document submittal to include the revised/added plan sheets shown in Task 6.1. 6.4 The Consultant will prepare 90% and Final Bid Document specifications, quantities, and estimates. Work Element 6 Deliverables: ■ Deliverables under this task will include the revised Plans, Specificarions, and Estimates and supplement the deliverables under Work Element 7 of Supplement 2. They are the following: ❑ One (1)%-size unbound,five (5)%-size bound of the 90%Design Plans ❑ One (1J%-size unbound,five (SJ%-size bound and one (1J Full Size of the Final Bid Document Plans ❑ One (1) hard copy, and two (2) electronic versions (PDF and Excel) of the 90% and Final Bid Engineer's Estimate ❑ Five (5J hard copies, and electronic versions (PDFJ of the 90% and Final Bid Document Specifications ■ Developer Submittal- Plan Sheet and CAD files Work Element 6 Assumptions: ■ Fiber Splicing Diagrams and Plan Sheets are not included in this submittal. ADDITIONAL SERVICES The City may require additional services of the Consultant. The scope of these services will be determined based on the unanticipated project needs or other considerations at the sole discretion of the City. This work may include items identified in the current task authorizations as well other items, which may include, but are not necessarily limited to the following: • Structural Engineering • Additional Geotechnical Engineering • Providing Construction Administration Services • Additional and Expanded Traffic Studies • As-Built Drawings These services will be authorized under a future contract supplement if necessary. At the time these services are required, the Consultant shall provide a detailed scope of work and an estimate of costs. The Consultant shall not proceed with the work until the City has authorized the work and issued a notice to proceed.
