All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:

SCOPE OF WORK
JANUARY, 2016
A. PROJECT DESCRIPTION�BACKGROUND
The City of Renton {"City") has a desire to enter into a supplemental design agreement
with KPG ("Consultant")to make improvements to the alley located behind and adjacent
to 221 Main Avenue, 227 Main Avenue, and 231 Main Avenue. This scope of services
outlines the tasks required to prepare plans, specifications, and estimates for the Main
Avenue/2"d Street Alley Project. Additionally, this scope addresses the required
environmental permitting and right of way effort required to accommodate the proposed
alley improvements.
B. ASSUMPTIONS
The following assumptions were identified to provide direction with design:
❑ Improvements to water and sanitary sewer will not be required.
❑ The City will decide on the environmental permitting approach for this project. Either
the Area of Potential Impact (AP1)will be revised to include the alley and added to the
SEPA Checklist (MDNS Anticipated) or the alley will be permitted as a separate
standalone project. Regardless of the permitting approach, this effort will continue
to be tracked on the preliminary design phase (Task 3) of the original contract.
o The design and construction of the alley is funded by City funds.
❑ Plans will be prepared in accordance with the WSDOT Local Agency Guidelines (LAG)
and other WSDOT manuals.
❑ Franchise/Private Joint UtilityTrench (JUT)design is not included in this scope of work.
Adjustments to the vaults lids and types are anticipated.
❑ This project may be advertised with the Main Avenue Project in one (1) bid package
and estimated under a separate schedule. This scope of services does not include two
separate bid packages.

❑ This project will be advertised through BXWA. The Consultant shall provide the City
with the Final Bid Documents in PDF format to send to BXWA for advertisement. All
coordination with BXWA during bidding will be conducted by the City.
❑ Consultant shall utilize the City's boilerplate standard special provisions when
preparing the contract Specifications.
❑ The limits of the alley improvements will be within the City right of way (ROW)
estimated to be 16' wide, presently available or proposed to be acquired.
Improvements to the alley outside of the City owned ROW prism are not included in
this scope.
❑ Geotechnical engineering is not included in this scope of work. It is anticipated that
design sections for the alley will be constructed to replicate The Loft's Project to the
maximum extent feasible.
C. KPG DELIVERABLES
Deliverables prepared by the Consultant are identified at the end of each task.
D. CITY OF RENTON PROVIDED ITEMS:
The City of Renton will provide/prepare the following:
❑ Submittal reviews, comments, and approvals
❑ Public notices and property owner mailing and postage
❑ Meeting room arrangements
❑ Stormwater system video and information on existing pipe conditions and GIS data
❑ Right-of-entries for surveying and/or construction, if required
E. SCOPE OF WORK
WORK ELEMENT 1—MANAGEMENT�COORDINATION�ADMINISTRATION
The Estimated project duration is 6 months.
1.1 The Consultant will provide continuous project management for the project
duration of the project through final design (estimate 6 months).
1.2 The Consultant will prepare monthly progress reports identifying work
completed in the previous month, work in progress, upcoming work elements,
and reporting of any delays, problems, or additional information needs. These
reports will be submitted with the Consultant invoices.
1.3 The Consultant will conduct regular project team meetings (estimate 4 meetings
total) with internal staff and subconsultants.

1.4 The Consultant will provide internal quality assurance/quality control (QA/QC)
reviews of all major deliverables prior to submittal to the City.

WORK ELEMENT 2—SURVEY AND BASE MAPPING
2.1 Establish additional horizontal and vertical control points as necessary within the
mapping limits. The same survey control specifications will be utilized as
developed in the preliminary design phase.
2.2 Additional field survey within the following project limits:
• Field survey of planimetric features and utilities. Topographic mapping of the
existing ground will be taken at approximately at 25-ft intervals {to 2-ft. contour
intervals) within the following areas:
o Alley located between Main Ave, Wells Ave S, S 2"d St and S 3�d St except
for the northern 200 feet of the alley being constructed by The Lofts at
Second and Main project.
� Extend existing underground utilities (CNI to locate lines prior to
mapping)
■ Check that all existing underground utility lines extend to
structures and/or lines
• Locate paint marks in task 2.3 at 50-ft intervals, including surface features(valves,
manholes, catch basins, junction boxes, vaults, etc.). Perform observation and
measure-downs of existing storm drain catch basins and manholes. The
approximate size, type (brick, concrete), and general condition of the structures
to confirm suitability for continued use, and approximate size and location of
pipes will be documented. These observations will be made from the surface.
2.3 The Consultant shall coordinate utility locates, identification, survey, and other
work, as necessary, to locate all other franchise underground and overhead
utilities within the alley in order to identify any potential conflicts with the
proposed improvements. When making requests for utility locates, the
Consultant shall inform the Utility Notification Center that the requested locates
are for design purposes for the City of Renton.

2.4 CADD mapping work to prepare 1"=20' topographic base map and digital terrain
model (DTM) in AutoCAD format of the project within the limits described above.
Right-of-way and parcel lines within the intersection areas will be determined
from available survey records (surveys, right-of-way plans, etc.). Other areas will
utilize available GIS linework and will only be approximate.
2.5 Potholing to identify potential utility conflicts will be completed as necessary for
final design (4 estimated). The locations of the potholes will be surveyed and
added to the base map.
2.6 Supplemental mapping upon completion of the new improvements constructed
by The Lofts at Second and Main project. Base map will be updated with this
information.
2.7 Calculate the right-of-way required and prepare legal descriptions and exhibit
maps for four (4) parcels requiring right of way acquisition. Title reports required
for this task will be ordered by KPG and billed as a reimbursable expense.
2.8 Field locate proposed and existing right of way lines on four (4) parcels.
Work Element 2 Deliverables:
• Electronic copies of the updated base map wi11 be delivered to the City.
■ P�F copies of right-of-way acquisition legal descriptions and exhibit maps will be
delivered to the City.
WORK ELEMENT 3—STORMWATER DOCUMENTATION
The following supplemental stormwater documentation tasks are needed to perform
additional stormwater analysis, documentation, and design to support proposed
improvements to the alley between Main Avenue and 2"d Street. Work Element includes
the effort required to analyze and document the stormwater analysis and design of the
project in accordance with the February 2010 City of Renton Amendments to the King
County Surface WaLer Design Manual.
3.1 Review the existing stormwater facilities within the alley area and revise the
analysis of Core and Special Requirements applicability to include the additional
project area.
3.2 Perform preliminary and final design of stormwater management facilities
required for the project. It is anticipated that the project will be exempt from flow
control requirements, but will be subject to water quality treatment
requirements.

3.3 Revise the Technical Information Report for the project to include the alley area.
The report will include documentation of the applicability of requirement and
facility sizing calculations.
Additional Work Element 3 Deliverables:
■ Revised Draft Technical Information Report, One (1) unbound Copy, four (4J bound
copies of the report.
Work Element 3 Assumptions:
■ The project is exempt from flow control,
WORK ELEMENT 4-ROW SERVICES AND PROPERTY OWNER EXHIBITS
This task covers the necessary effort to provide the City with ROW Acquisition Services,
develop property owner exhibits, and establish ROW and parcel lines for the following
parcels located along Main Avenue and the Al1ey: 7231501200, 723151215,
72315001220, and 7231501225. UFS has provided a detailed scope and fee estimate for
ROW Acquisition Services and these are referenced as Exhibit G.
4.1 Consultant will prepare up to 4 property owner exhibits to be utilized during
meetings with the property owners. The purpose of these exhibits is to give each
property owner a clear understanding of the ROW impacts along the rear of each
parcel. The exhibits will contain the following information:
❑ Existing parcel features, ROW lines, and Parcel Lines
❑ Proposed Alley Improvements and dimensions where necessary
o Proposed ROW lines and easement lines
❑ Parcel name and number
❑ Scale, north arrow, and legend (in color)

WORK ELEMENT 5—ALLEY DESIGN
The Consultant shall prepare Plans, Specifications and Estimates (PS&E) for review and
approval by the City. It is anticipated that the PS&E prepared for the alley improvements
will be integrated into the Main Avenue Bid Documents with the alley bid in a separate
schedule.

5.1 The consultant shall prepare a Preliminary Design roll plot of the alley
improvements to be utilized in a design team meeting with City staff. The purpose
of the meeting is to establish design criteria for the alley and obtain acceptance
from the City. It is anticipated changes to the Preliminary Design will arise from
this meeting and the consultant will proceed with one iteration of design revisions
to accommodate the City's recommendations.Once acceptance ofthe Preliminary
Design is received, the consultant will advance the design and integrate the alley
improvements into the 90% Main Avenue Submittal. The preliminary design roll
plot will show the following:
❑ Surface features
❑ Alley horizontal alignment
❑ Autoturn movements
❑ Alley design section
❑ Preliminary storm layout and water quality treatment
❑ Key elevations necessary to support design discussions at the meeting
5.2 The consultant shall prepare 90% plans for review and approval by the City. The
90% submittal will include all comments received during the Preliminary Design
team meeting.
5.3 The consultant shall prepare Final Bid Documents for advertisement by the City.
The final bid documents will include all comments received from the 90% review
and wil! be complete set of contract drawings. The additional plan sheets to be
revised/added to the Main Avenue Plan set are the following:
❑ 1 Updated - Cover Sheet
❑ 1 Updated -Sheet Index, Alignment Plan, and Survey Control
0 2 Alley and Drainage Plans, Profiles, and Sections
❑ 1 Drainage Details
❑ 1 Site Preparation Plans and TESC Plans
Total: 4 New Sheets, 2 Updated Sheets
5.4 Consultant will calculate quantities and prepare construction cost estimates in
support of the Preliminary Design, 90%, and Final Bid Document submittals. The
cost estimates for the alley will be integrated into the Main Avenue Bid Package
and shown as a separate schedule.
5.5 Consultant will prepare specifications based on 201b WSDOT Standard
Specifications, using general special provisions provided by the City for the 90%
and Final Bid Document submittals.

ADDITIONAL SERVICES
The City may require additional services of the Consultant. The scope of these services
will be determined based on the unanticipated project needs or other considerations at
the sole discretion of the City. This work may include items identified in the current task
authorizations as well other items, which may include, but are not necessarily limited to
the following:
� Structural Engineering
• Geotechnical Engineering
• Providing Construction Administration Services
• Parking Layouts
• As-Built Drawings
• Separate Bid Packages
• ROW Appraisals
These services will be authorized under a future contract supplement if necessary. At the
time these services are required, the Consultant shall provide a detailed scope of work
and an estimate of costs. The Consultant shall not proceed with the work until the City
has authorized the work and issued a notice to proceed.

Scope of Work-Right of Way Services
According to the City of Renton(CITY),there are no federal funds participating in any phase of the project and it
is therefore assumed ROW certification through WSDOT is not required or desired by the CITY.To the greatest
extent practical,Right of Way Acquisition services will comply with Washington Administrative Code(WAC)468-
100—Uniform Relocation Assistance and Real Property Acquisition. Additional parcels or real property rights
other than shown in Table A below will require an amendment to this scope of work and related fee estimate. It
is assumed there are no occupants or personal property displaced as a result of this project.
The City has informed those property owners shown in Table A of the pending project. Owners of Parcels 3 and
4 have expressed an interest to donate the needed real property to the City. it is unclear at this time if the
remaining two parcels are willing to donate. This scope of work is written as though donations will occur.In the
event donations do not occur for one or more parcels, this scope of work will be adjusted accordingly by
amendment to include appraisal(s)as additional services. It is assumed the City will continue discussions with
each property owner with the expectation a decision from each property owner will be made whether to donate
or not, prior to Notice to Proceed of this scope of work is given UFS.
This scope of work and associated fee estimate is based on the following:
1.) Discussions with City and KPG Engineering.
2.) Review of Preliminary Schematic Sketch.
3.) Review of limited public online owner/property information.
4.) Recent tour of project parcels impacted.
5.)Acquisition exhibits not available at this time.

1. Title/Ownership Review-Obtain up to four(4) title reports from the CITY or KPG and perform reviews of
existing right of way and ownership information. Review special exceptions described in each title report to
determine the CITY's acceptance of title encumbrances at closing. Provide the CITY with ParcelTitle Summary
Memos listing ownerships, title exceptions, etc.

a) Prepare up to four(4) Parcel Title Summary Memos
2. Preparation and Administration - Discuss, strategize and coordinate overall process with CITY and KPG
Engineering staff. Attend project kickoff ineeting and up to three (3) progress meetings — CITY office.
Progress meetings can be facilitated by conference calling if preferred. Provide up to six(6)monthly progress
reports indicating the work completed for the invoiced manth,anticipated workfor the following month,and
identify issues requiring the CITY's input or assistance. Provide sample acquisition documents for the CITY's
approval and use(i.e.offer letters,deeds,easements,escrow instructions,payment vouchers etc.).The CITY's
existing forms will be used if made available. Upon receipt of approved Just Compensation amounts(seeTask
5 below), prepare parcel files to include fair offer letter and ancillary documents, a standard diary form
indicating all contacts with the owner, and other items necessary for negotiations.

3.Public Outreach-Assist CITY in preparation of an"Introduction/Project Informational Letter"for delivery to
each property owner shown in Table A below. The letter will describe the purpose of the project,the project
schedule, identify the CITY's consultants(Universal Field Services and KPG) and the purpose of each firm.
Deliverables:
a) Sample "Introduction/Project Informational Letter" for delivery by CITY to each property
owner.
4. Project Funding Estimate(PFE)/True Cost Estimate(TCE)—Since there are no federal funds in the project,
and with the City's prior approval, a PFE or TCE will not be required or provided under this scope of work.
Right of Way Certification through WSDOT is not required.

5. Property Valuation—It is assumed property owners of all four(4)tax parcels will donate the required real
property rights to the City without payment of just compensation. If necessary, appraisal reports will be
provided as "Additional Services" under an amendment to this scope of work and related fee estimate.

6.Acquisition Negotiation—According to the City, it is intended the owners of all tax parcels shown in Table A
below will donate the required real property rights for this project. It is anticipated the City will reach an
agreeable consensus with each property owner to donate prior to Notice to Proceed of this scope of work to
U FS.
UFS will coordinate with the City and property owners to resolve issues and concerns as they may relate to
the donation conveyance of real property rights to the City.
UFS will prepare donation conveyance packages for each property owner upon agreement to proceed with
each property owner and direction by the City.
The City may wish to delay closing of each transaction until all property owners collectively have agreed to
proceed.
UFS will conduct real property acquisition negotiations of real property right(s) with the owner(s) and/or
their represen#ative(s)of the parcels shown in Table A below. Negotiations will be conducted in accordance
with statutory and regulatory requirements to include:
Coordinate real estate conveyance concerns between the City and property owners;Negotiate as necessary
with lien holders,assisting escrow in the closing process subject to the City's acceptance of title exceptions;
Prepare and maintain parcel files to include donation letters,acquisition documents(deeds,easements,etc.),
a standard diary form indicating all contacts with owner(s), and other items necessary for negotiations.
Deliverables:
a) Donation acquisition negotiations with the owners of those parcels shown in Table A below.
b) Completed parcel files including completed records of all Right of Way Acquisition services.
7. Parcel Closeout—Escrow Closing-Upon securing required acquisition agreements and subject to the City's
current title clearing guidelines, UFS will submitthe necessary acquisition documents and closing instructions
to the designated Title/Escrow Company. Work with the Title/Escrow Company in order to obtain release
documentation from the encumbrance(s) of public record that are not acceptable to the City in order to
provide clear title to the property being acquired. UFS will coordinate signatures on closing documents for
submittal to the City; coordinate with the Escrow/Title Company in filing documents with King County.
