JUSTIFICATION FOR CHANGE
This justification for change was prepared in accordance with FAA Program Guidance
Letter 12-03
1. Brief description of the proposed contract change(s) and locations(s).
This change order consists of the following:
1. Add Bid Item CO-I 1-I "Manual Low Step Control Modification"for electrical
revisions as depicted on revised plan sheet E4.4 and new plan sheets E4.5,E4.6, and
E4.7.
Design Directive#11 (attached)was issued on September 9, 2013 documenting these
revisions.
2. Reason(s) for the change(s) (Continue on reverse if necessary).
During construction of the Taxiway `B' Rehabilitation—North Portion Reconstruction
project, the electrical subcontractor(Colvico) for that project determined that the existing
electrical system was not progressing properly through the steps of light intensity for the
airport edge lights. Change Order#7 (attached) for that project(FAA approval date of
August 6,2013) directed Colvico to perform a troubleshooting exercise to determine
existing wiring conditions of the electrical system.
Because the time remaining in the North Portion construction project did not allow for
Colvico to perform corrective measures and because the South Portion project contained
a bid item for Airfield Control Modification,Airport staff decided that Colvico's
troubleshooting findings would be implemented as part of the South Portion project by
the contractor's electrical subcontractor(Innovative).

Justification was prepared in accordance with FAA program guidance letter 12-03.

Change Order Cost Analysis/Backup for Taxiway B System Rehabilitation—South Portion
Change Order##11
This cost analysis is prepared in compliance with Program Guidance Letter 12-03. Comparative costs
have been taken from bid prices for other projects,from construction cost guides and from quotes from
suppliers. The quantities to complete each of the activities listed below are small in comparison to the
quantities for a typical project,therefore unit prices for the items listed will be higher than expected for
a large quantity.
1) Add"Manual Low Step Control Modification" bid item
This activity consists of the following tasks.
• Add "Manual Low Step Control Modification"
The cost for the proposed addition of"Manual Low Step Control Modification"was reviewed by the
electrical designer and determined to be fair and reasonable. See attached email from electrical
designer dated November 26, 2013.
The net increase for addition of"Manual Low Step Control Modification"from ICON Materials
$2,276.03
Conclusion: The requested change order amount is a fair and reasonable estimate for adding"Manual
Low Step Control Modification".

Tower for operation of the airfield electrical systems.
The design is revised as follows(see'attached sheets):
• Delete investigation and field design for implementation of the Taxiway B 10 step control via radio. Controls are fully
as-built
• Add new wire connections and switch label replacement in the Tower cabinet for enabling manual Taxiway B 10 step
control from the L-821 control panel.
Bid item quantity adjustments per schedule will be reconciled as part of progress estimate adjustments. Contractor shall submit
intended adjustments to individual bid items for reconciliation with engineer.

This justification for change was prepared in accordance with FAA Program Guidance

1. Brief description of the proposed contract change(s)and locations(s).
This change order consists of the following:
During installation of the new Taxiway B.edge light system,the electrical
subcontractor determined that the existing electrical system was not progressing
properly through the steps of light intensity for the airport edge lights. At the
Airport's request, the electrical subcontractor, with the assistance of a local ADB
technician, reviewed the electrical operations.of Runway 16/34, Taxiway A,and
Taxiway B to determine the cause of this improper operation. This troubleshooting
exercise was performed over parts of 4 days.
This change order addresses the Iabor to perform the troubleshooting exercise and
requests a 2 calendar day time extension.

1) Inspection and Testing of Existing Radio Controls to the Tower
This actiVity consists of the following tasks.
• ADB Technician
A'techniclan from ADB assisted Colvico with performing the troubleshooting activities over parts of 4
days. The technician spent a total of 13 hours on this task. The technician incurred allowable expenses
for travel,tools and supplies, coordination,and equipment. Typical cost for this activity would be
expected to range between$1,500 and$2,000. The ADB technician's portion of cost for
troubleshooting is$1,727.63.
• Colvico Electrician
A Colvico electrician performed troubleshooting activities.over parts of 4 days. The electrician spent a
total of 15 hours on this task. The electrician incurred allowable expenses for coordination and
equipment. 'Typical cost for this activity would be expected to range between$1,700 and$2,300.
Colvico's portion of cost for troubleshooting Is$2,031.39.
Inspection and Testing of Existing Radio Controls to the Tower change order price from ICON Materials
(including allowable mark-ups) $4,210.10
-Conclusion: The requested change order.amount is a fair and reasonable estimate for inspecting and
testing radio controls to the tower.
