WA JUSTIFICATION FOR CHANGE This justification for change was prepared in accordance with FAA Program Guidance Letter 12 -03 Brief description of the proposed contract change(s) and locations(s). This change order consists of the following: 1. Delete Bid Item 1 -15 "Replace L -828 CCR" for the specified 4kW CCR. 2. Add Bid Item CO -5 -1 "Replace L -828 CCR" to provide, install, and connect a l5kW CCR to the existing airfield lighting system. Design Directive #9 (attached) was issued on August 1, 2013 documenting these revisions. 2. Reason(s) for the change(s) (Continue on reverse if necessary) In June 2013 during construction of the Taxiway B North Portion project, that project's Electrical Subcontractor performed a series of electrical checks on the airport's electrical system and determined that the 4kW Constant Current Regulator (CCR) specified to be installed "in the Taxiway B South Portion project would be inadequate to operate the Taxiway A and Taxiway B circuits. Calculations by the Electrical Designer determined that a l5kW CCR was required to operate these circuits. 3. Justifications for unit prices or total cost: Justification was prepared in accordance with FAA program guidance letter 12 -03. 4. The sponsor's share of this cost is available from: Port Funds 5. Change Order #5 This cost analysis is prepared in compliance with Program Guidance Letter 12 -03. Comparative costs have been taken. from bid prices for other projects, from construction cost guides and from quotes from suppliers. The quantities to complete each of the activities listed below are small in comparison to the quantities for a typical project, therefore unit prices for the items listed.will be higher than expected for a large quantity. 1) Delete 4 kW Constant Current Regulator and Add 15 kW Constant Current Regulator This activity consists of the following tasks. • Delete 4 kW CCR The credit value for the 4 kW CCR was reviewed by the electrical designer and determined to be fair and reasonable. See attached email from electrical designer dated August 9, 2013. - • . Add 15 kW CCR The cost for the proposed addition of the 15 kW CCR was reviewed by the electrical designer and determined to be fair and reasonable. See attached email from electrical designer dated August 9, 2013. The net in for deletion of the 4 kW CCR and addition of the 15 kW CCR from ICON Materials $5,960.63 Conclusion: The requested change order amount is a fair and reasonable estimate for deleting the 4 kW CCR and adding a new 15 kW CCR.
