Letter 12 -03 1. Brief description of the proposed contract change(s) and locations(s). This change order consists of the following: 1. Bituminous Base Course of P -401 as part of the taxiway pavement section is revised from PG 70 -22 grade asphalt binder to PG 64 -22 grade asphalt binder. 2. Reason(s) for the change(g) (Continue on reverse if necessary). On June 13, 2013, ICON submitted a Value Engineering Proposal (VEP) to utilize PG 64 -22 grade asphalt binder for the 8 -inch lift of P -401 Bituminous Base Course pavement (3 -inch lift on shoulders) in lieu of PG 70 -22 binder. Replacing•the PG 70- 22 binder with the PG 64 -22 on the lower base lifts will provide an equivalent strength bituminous base course for the taxiway pavement section at a lower cost. The VEP by ICON for this proposal results in a total savings of $70,419.00. Based on the allowable 50% split of the cost savings, this portion of the VEP results is a credit to the Owner of $35,210.00. 3. Justifications for unit prices or total cost: Justification was prepared.in accordance with FAA program guidance letter 12 -03. 4. The sponsor's share of this cost is available from: Port Funds 5. In ICON's experience, even at more heavily loaded/ more active taxiways, the FAA Mountain Region default binder grade has been PG 64 -22. We understand that there is concern with surface deformation on this project due to show, turning B -737 wheel loads and agree that it is prudent that the final ving lift(s) (surface course) incorporate PG 70 -22, but there is an opportunity to replace the binder in the lower base course ifts with a non - polymerized binder grade with no measurable impact on the final quality of the pavement structure. AA Mountain Region standards also recognize that the use of recycled asphalt pavement (RAP) is of equal qua lity when used in base lift applications. ICON,proposes to, use up to I S% RAP (1/2 of the FAA maximum of 30 °fo RAP) in the base arse paving as an added alternate value engineering cost savings. BY: David Gent P.E.
