Brief description of the proposed contract change(s) and locations(s). This change order consists of the following: 1. Allow in- place /on -site processing of CTB 2. Allow use of 1 -1/4" crushed recycled concrete as CTB material in lieu of P- 304 Gradation B 2. Reason(s) for the change(s) (Continue on reverse if necessary). L Allow in- place /on -site processing of CTB On June 13, 2013, ICON submitted a Value Engineering Proposal (VEP) for using in- place processing of CTB in place of the specified off -site processing, delivery, and placement of CTB. A copy of the VEP is attached. In -place processing of CTB provides the following benefits: - In -place processing allows for better grade control, better moisture content control, eliminate joints due to material truck delivery, and provides a more homogeneous CTB mixture. - In -place processing lessens the exposure time that sensitive off -site processed materials would be subjected to when being trucked to the project site. - In the contractor's experience, in -place processing provides an equal or superior product to off -site pug - milling and delivery. The VEP by ICON for this proposal results in a total savings of $14,625.00. Based on the allowable 50% split of the cost savings, this portion of the VEP results in a credit to the Owner of $7,312.50. 2. Allow use of 1 -1/4" crushed recycled concrete as CTB material On June 13, 2013, ICON submitted a Value Engineering Proposal (VEP) for using recycled concrete aggregate (I -1/4" minus) in place of the aggregate material specified Table 1 of Section P -304. Recycled concrete aggregate provides the following benefits. The aggregate interlock of crushed concrete provides the contractor with the best opportunity of bridging the sensitive sub -grade until the CTB system is in place. Use of recycled concrete aggregate compliments the in -place processing proposal and provides a more stable work platform to work on than the sandy gradations, of the standard P -304 aggregate.. Solo trucks can be used to haul recycled concrete rather than trucks and trailers (due to the close proximity of recycling plant), thus reducing stress on Perimeter Road. P-304 specification in this contract (Cement Treated Base or CTB) to a modified P- I specification used in City of Renton Contract No. 001 -2012 (Soil- Cement Base Course). Rather than use a specific terial gradation and the defined methodology for processing the CTB, as contained in the P -304 spec., ICON proposes to Sort consistent material (Recycled Concrete 1 -1/4" minus or Bank Run Gravel meeting the existing P -304 spec. gradation and mix the materials on site, in place with the same soil stabilizer /pulverizer mobile equipment used successfully in for the X01 specification on Contract 001 -2012. The change amounts to allowing on -site mixing rather than off -site processing. on -site mixing allows for better grade control, better moisture control, elimination of joints due to material truck delivery I a more overall homogenious final product. Cement is Type 1/11 meeting requirements of 3042.2. Maxcem is Type 1 111 blended with GGBF Slag meeting requirements of 304 -2.2 and 3042.3. Relevant Experience: Ground Up has successfully completed over 3,000 in -place stabilization projects, including several airfield projects, and we will be providing the in -place soil' cement base course on the north portion of the subject project. An example of the level of accuracy that can be achieved with our method and equipment is shown. with the Fairchild Air Force Base Runway 05 -23 Project, completed June 2011 with Icon Materials. Our portion of the project included providing a cement treated base course for the new runway, which included approximately .12;000 tons of Portland Cement uniformly mixed to a depth of 1.2 inches for approximately 320,000 square yards. As you can imagine over this size project, the existing subgrade soils were variable and required varying mix designs to achieve the intended results along the way. Icon Materials prepared the subgrade, which included a maximum of 20% pulverized AC pavement. We worked closely with Icon Materials and the Geotechnical Engineer to ensure that subgrade requirements were achieved while keeping, costs associated with adding more cement than needed to a minimum. This project was specified to be completed with a pugmill or mixed in -place (the method we are proposing for your project) and included a '/° tolerance for mixing depth: The project was successfully completed on time, physical properties were achieved, and tolerances were met. A total of . 525 compressive strengths samples were obtained in the field and were all in conformance with project specifications. Strengths ranged from 510 psi to 1,370 psi. Additional information regarding this project or any others that may be of interest can be provided upon request. The amount of material that can be processed is substantially increased with this equipment, when compared to a pugmill, and will more adequately accommodate ongoing construction activities. The proposed equipment includes the following: 1) Mixing Unit — Soil Stabilizer /Pulverizer: The mixing units are CMI RS machines, equipped with 8 -foot or 10 -foot wide drums, 18 -inch mix depth, and metered and nozzled spray bars for control of water during stabilization process. Example Description: CMI RS 650, equipped with a. 500 gpm water system.nozzled across the full width of the. rotor drum, 8 -foot wide -50 -inch diameter rotor drum capable of in -place mixing to the depths required for this .project. Machine has four rotor speeds, two- directional processing, . equipped with slope control, equipped with fully computerized additive . metering system. Approximate weight is 65,000 lbs, length is 312 inches, width .is 118 inches, and height is 132 inches with exhaust stack-removed. 2) Cement Spreading Equipment: Custom —built spreading units with 20- ton material capacity equipped with scales, foot meter, and metering. Units are capable of achieving and maintaining material application rates within the tolerance for this project. Example Description: Custom- built Mack spreading unit with 20 -ton product capacity, 6X6 air shift transfer case, 15 speed transmission, sealed access hatches, dust filters, bag house dust collection, hydraulically operated distribution system powered by. diesel pony motor (controlled from cab); . spreader controls are located in cab and have emergency shut off, dual augers supply product to distribution chamber equipped with tachometers, weight scales on product tank with display in cab, foot per minute meter with display in cab, spread rates from 0 - 250 pounds per square yard, distribution chamber has operational dust skirt and vacuum dust collection system to reduce dust while spreading, 8 -foot sectional distribution chamber to allow spread widths in 2 -foot increments. 3) Water Supply/Transfer Trucks) Water truck(s) will be either International or Freightliner 4,000 Gallon water truck to supply water directly into soil stabilizer during mixing in order to provide uniform . moisture content of processed material.. r Ground Up Road Construction, Inc' 1107140`h Ave Ct E. We are waiving the potential impact claim by putting forth the VE proposal. * The in- place processing has proven itself to be at least as (we think superior to) effective as off site pugmilling. There is no practical engineering reason to process off site if ICON prefers to process in place. We are offering a credit regardless. * The access routes to the airport are congested due to construction along the route (from our Auburn site) and are not truck and trailer friendly. Processing on - site lessens the exposure time sensitive off site processed materials will likely be subjected to * In place processing will eliminate joint issues and will result in a more overall homogeneous CTB mixture. We can better regulate moisture content and segregation when eliminating the long haul route. Truck haul times (and traffic delays) plus in transit consolation and box to box segregation can be eliminated with in -place processing. * Using l -1/4" recycled concrete base course will compliment the in - place processing and will give us a much more stable work platform than the sandy gradations in the P -304 spec. will. We can push out the recycled concrete over sub grade that may be load sensitive which will minimize the need to remove sensitive soils. The sensitive sub grade will be partially/ more effectively protected with the 8 inches of crushed product over the grade. The aggregate interlock of the crushed concrete will give us the best chance of bridging sensitive sub grade until the CTB system is in place. * Solo trucks can be used to haul the recycled concrete to the site rather than truck and trailers (due to the closer location of the recycled material). This decreases stress on the airport perimeter road and will likely save the airport some significant amount of road repair costs. For the PG 70 -22 exchange to PG 64 -22:� * Using PG 70 -22 in the base layers has little to no added structural pavement value. In the most base view, money is wasted in using PF 70 -22 in the paved base course. Why not save the money? * PG 70 -22 is not as readily available locally as PG 64 -22. In a time critical project, being less vulnerable to binder supply issues is helpful. * it is quite a bit more difficult to compact PG 70 -22 in cooler weather so we tend to avoid placing this mix at night. The need to do so will diminish if the volume of mix using PG 70 -22 isr base lift less. * The ability to use recycled asphalt pavement (RAP) in the base lifts is merely a cost saving measure. ICON has routinely used 20% RAP for many years without any impact on the final quality of the mix.
