To date, EA and our team have prepared two versions of the FEIS for the City of Renton's and Century Pacific's review and comment. We have also assisted the City and Century in finalizing the list of mitigation measures and initiated preparation of the Mitigation Document. However, our Scope of Work for these services has expanded beyond what we anticipated in our last contract amendment and substantial schedule delays have occurred. As of November 15th, we had approximately $6,060 remaining in our Phase 3B budget. We do not anticipate that this budget will be sufficient to complete and issue the FEIS and Mitigation Document. As such, EA is proposing a contract amendment to complete our services on Phase 3B. This amendment is required for several reasons, including: 1) the substantial time and effort required to finalize the list of mitigation measures for the FEIS and the Mitigation Document (we had previously assumed publication of the FEIS and Mitigation Document in spring 2013); 2) the City's desire for the FEIS to be a very robust document, with minimal cross-referencing (we had previously assumed a more stream-lined document, as allowed by SEPA); and, 3)the additional printing costs required by the increased size of the FEIS (the current document is at least 100 pages longer than the Preliminary FEIS). Following is our proposed Scope of Work and Budget for the additional work that will be required for EA to complete and issue the FEIS and Mitigation Document. Scope of Work EA will complete the following tasks in Phase 3B - Prepare and Issue FEIS and Mitigation Document: • Task 1: Prepare the For-publication FEIS for the City's final review. This document will address the City's comments on the 2nd FEIS, include the final list of mitigation measures, and, as appropriate, provide references to the final mitigation measures. We assume that the City's comments on the For-publication FEIS will be minimal/edit level (i.e. limited to very minor corrections and clarifications). Quendall Terminals Mixed-use Redevelopment 1 Phase 3C- Complete&Issue FEIS & Mitigation Document Contract Amendment • Task 2: Coordinate printing and CD production of the published FEIS. We assume preparation of 25 hardcopies of a one-volume, approximately 600-page document, and 46 CDs. We will also assist the City in placing the FEIS on their website. • Task 3: Prepare the 15t Preliminary Draft Mitigation Document for review and comment by the City and Century. • Task 4: Revise the Preliminary Draft Mitigation Document based on comments received, and prepare a 2nd Preliminary Draft Mitigation Document for the City's and Century's review. • Task 5: Revise the Draft Mitigation Document based on comments received, and prepare a For-publication Mitigation Document for the City's final review. We assume that the City's comments on the For-publication Mitigation Document will be minimal/edit level (i.e. limited to very minor corrections and clarifications). • Task 6: Coordinate printing and CD preparation of the Mitigation Document. We assume preparation of 25 hardcopies of a one-volume, approximately 35-page document, and 46 CDs. We will also assist the City in placing the Mitigation Document on their website. • Task 7: Meetings. Participate in up to two (2) additional, up to 2-hour meetings with the City and Century associated with the FEIS and Mitigation Document. • Task 8: Coordinate and communicate with the City, Century, and EA's technical team via telephone and email throughout Phase 3B. Budget Based on the above Scope of Work, we will need an adjustment of $10,415 to our Phase 3B — Prepare and Issue FEIS and Mitigation Document budget (see the budget breakdown below). We propose to continue to provide services on an hourly basis during Phase 3B according to our current Fee Schedule (see Attachment A). We will bill you for labor and expenses on a monthly basis. Publication of the FEIS and Mitigation Document could occur in February, assuming minimal comments from the City and Century on these two documents. If there are substantial delays in the schedule that are beyond the control of EA, further adjustments to our Scope of Work and Budget could be necessary. All of the terms and conditions specified in our Phase 3B Contract with the City still pertain unless modified herein. If the Scope of Work and Budget in this proposed contract amendment are acceptable to the City and Century, please proceed with authorizing this adjustment. We are prepared to continue with our Phase 3B services upon your authorization. Please call either of us if you have any questions. Sincerely, EA Engineering, Science, and Technology, Inc.
