Recommendation memo to Mayor Law B.Jamian Smith application � ' • � + • Confirm Mayor law's appointment of Ms.lamian Smith to the Planning Commission. � - � � � • Karen Wimberly, Renton,stated that she is a REACH (Renton Ecumenical Association of Churches)volunteer and thanked the City for allowing REACH use of the old Renton Chamber of Commerce building. She displayed several hand-written notes of appreciation addressed to the City from people who currently utilize the building as a homeless shelter. • Howard McOmber, Renton,echoed Ms.Wimberly's comments and encouraged Renton residents to support REACH through$1 per week donations. He noted that people wishing to donate can do so by visiting the REACH website at www.reachrenton.org. Refer to Finance Committee. f) AB-1820 Community Services Department submitted the Meadow Crest Playground-Nature Play Area project(CAG-16-037);and requested acceptance of the project and approval to release the retainage in the amount of$10,099.92,subject to the receipt of all required authorizations.Council Concur. g) AB-1826 Community Services Department submitted JOC-01-025(formerly CAG-13-149,WO #25),Sunset 4PLEX Demolition project, contractor Forma Construction, and requested acceptance of the project, and approval of the final pay estimate in the amount of $11,599.86.Council Concur. h) AB-1827 Community Services Department recommended approval of a resolution to enter into a direct appropriation agreement with Washington State Department of Commerce accepting a grant in the amount of$1,750,000($50,000 retained by DOC)for the Sunset Neighborhood Park Project. Michael Chen resigned before the end of his term which expired on January 31, 2016. Commission Chair Kevin Poole, Long Range Planning Manager Angie Mathias, and I met with Jamian Smith. Ms.Smith is a resident of the Highlands and has shown a broad interest in the future of the Renton community. She has participated in many efforts to further the City of Renton, including serving on the Inclusion Task Force. Ms. Smith is supportive of the City's Business Plan Goals and is interested in 6ecoming more involved in citizen activities to further those goals. Her application is attached. Finance Committee Chair Persson presented a report and explained that Reid Middleton has provided structural and non-structural plan review services,verifying compliance to Renton City Code requirements.The amount of reviews they conducted for the City of Renton has varied, based primarily on the level of projects presented to the City,and also fluctuated with the level of City plan review employees on staff. The Finance Committee recommended concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the consultant contract, not to exceed$100,000,with Reid Middleton to review structural and non-stru'ctural plans submitted to the City of Renton. The Committee further recommended that the Mayor and City Clerk be authorized to execute the Agreement with the Department of Commerce and that the resolution regarding this matter be presented for reading and adoption. Planning&Development Committee Chair Prince presented a report recommending concurrence with the Hearing Examiner's recommendation to approve a rezone and SEPA Environmenta) Review for the property located at 4242 East Valley Road (LUA16-000734).The rezone is from CO to CA of the subject site,the other parcels within the block, and the three parcels within the adjacent block to the west that abut SW 43rd Street. The City Council has final reviewing authority over Type IV land use permits (RMC 4-8-OSOG).This site specific rezone is not associated with a Comprehensive Plan amendment. LEGtSLATION Resolutions: January 23, 2017 REGULAR COUNCIL MEETING MINUTES L � � Responding to Council inquiries, Ms.Askren clarified that this process will relinquish ownership of City right-of-way that affected residents have been using as front yards and driveways for more than 70 years.She also clarified that Council holds the authority to waive any potential fees and/or compensation due for vacating the property. Correspondence was read into the record from Matt Schmidt(Renton)and Laird and Kathryn Thornton (Renton), all expressing opposition to the street vacation petition. Public comment was invited: Mark Shark, Kirkland, remarked that this is a complicated issue but must be completed in order to clear up title issues on a few pieces of property his organization is attempting to redevelop. ADMINISTRATIVE REPORT Chief Administrative Officer Jay Covington reviewed a written administrative report summarizing the City's recent progress towards goals and work programs adopted as part of its business plan for 2017 and beyond. Items noted were: • Inclement Weather Response Reminder: Help prevent local residential street flooding by monitoring catch basins near your home and keeping them clear of leaves and other debris.Street sweepers are dispatched daily to clean up debris along major arterials. Please remember during snow and ice events,the department sanders and snow plows are dispatched to keep major arterials drivable.Visit our website at http://rentonwa.gov/living/default.aspx?id=21258 to view our snow route maps. Please do not park or abandon your vehicle within any portion of the traffic lanes. Abandoned vehicles impair snow and ice removal and impact response of emergency vehicles. • Preventative street maintenance will continue to impact traffic and result in occasional street closures.
