AMENDMENT NO. 2 TO AGREEMENT FOR BOARDING FLOAT
DESIGN, RENTON BOATHOUSE
THIS AMENDMENT, dated g , is by and between the City of Renton
(the "City"), a Washington municipal corporation, and PND Engineers, INC. ("Consultant"), a
Washington Corporation. The City and the Consultant are referred to collectively in this
Amendment as the "Parties." Once fully executed by the Parties, this Amendment is effective as
of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-17-125, dated
June 14, 2017, to provide necessary services for the Boathouse Float Design (referred to herein
as the "Agreement");
Whereas,the Parties wish to amend the Agreement to change the scope of work,and change the L
compensation in order to add additional services..
NOW THEREFORE, It is mutually agreed upon that CAG-17-125 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-2, which is attached and incorporated herein.
2. Time of Performance: Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit A-2. All Work shall be performed by no later than
September 1, 2018.
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of !'
compensation payable to Consultant is increased from $ 45,698.08 to$ 65,644.34, plus
any applicable state and local sales taxes. The additional compensation shall be paid
based upon Work actual performed according to the rate(s) or amounts specified in
Exhibit A-2 ,which is attached and incorporated herein.
4. All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Agreement as of the date
last signed by the Parties below.

Offices: Additional services have been requested to address required modifications to the
Seattle environmental mitigation plan.Updates to the plan are required by the Washington

1. Mitigation Plan Addendum—Based on correspondence PND has held with the

Assumptions:
All assumptions as defined in the original scope of work will remain. Additional assumptions are noted
below and as outlined in the attached HBB scope of work.
• Existing soils in planting areas will need to be removed and replaced with suitable fill to support
sustained vegetative growth including removal of noxious weeds in the planting area only.
• Planted vegetation will not exceed approximately twelve (12) feet in height when mature so as to
not impact adjacent Boeing operations or other City requirements.
• Mitigation solutions will occur within the project vicinity.
• Plan&attend three(3)design meetings with City and WDFW staff in preparation of Mitigation Plan
and Construction Documents.
• Attend preconstruction meeting and one(1)site visit to verify substantial completion of the planting
work.Additional construction site visits are assumed to be completed by City staff with photos and
necessary documentation of progress provided to PND.
Schedule:
Following approval of this proposal by the City of Renton, PND agrees to perform the above-described
services and to diligently pursue the project and make every reasonable effort to finish all items in a timely
manner. The following is a proposed schedule for the landscaping effort of project. PND will refine this
schedule based on further discussion with the City.

Rowing Center. Also, I wish to thank you for your time in reviewing the project with me and your
follow-up email with additional information. n
I understand that the existing dock and floats are being upgrading in order to continue to provide

access and operability to the Renton Rowing Center. I understand that the mitigation planting
requirement to the east of the mouth of the Cedar River has increased in area in order to meet
current environmental regulations. In the upland landscape strip across from the row house,

existing vegetation consists of invasive species which may potentially require additional removal or n
control requirements. CD
The main goal for the landscape will be to coordinate with Washington Dept. of Fish and Wildlife, z
City of Renton, and Rowing Center regarding a planting strategy to meet mitigation requirements for o
the upland landscape strip and mitigation planting area. I envision that mitigation may involve all or o0
a combination of invasive and nonnative plant removal, replanting with shrubs for overhanging C
vegetation, interplanting with live stakes to out shade invasive plants, or other planting strategies

that maintain the stability of the shoreline while providing habitat function. D

The design of an automatic irrigation system is not included. The contractor and/or City of Renton o
will need to provide hand water/water truck during the plant establishment period and potentially
throughout a monitoring period. Any in-water work below the Mean Higher High Water (MHHW) line
will be designed, stamped, and signed by others. o

Based upon our knowledge of this project, background documents, and previous discussions with 1
you, the following professional services are proposed for your consideration. CD

TASK 1 PRELIMINARY INFORMATION GATHERING a,
1.1 Obtain background documents, any as-builts, base files, survey files, aerials, any
code and/or permit requirements or conditions, and confirm the criteria for upland T
landscape improvements. .
1.2 Prepare for and attend one (1) project kick-off meeting with the design team and City
of Renton staff to confirm design direction for the mitigation planting plan. The kick-
off meeting will include a visit and walk-through of the site with City staff and/or N

design team members to evaluate existing upland, site conditions for potential
mitigation improvements. Access to fenced areas will be provided by the City for the 0
site visit. 3

TASK 2 90% SUBMITTAL (PERMIT SET)
2.1 Provide 90% landscape construction documents based on comments received from
City and permit review agency. Documents will include a 1) mitigation planting plan,
2) a plant schedule, 3) site preparation notes and details, and 4) planting notes and
details to illustrate the soil and site preparation and planting of the upland landscape
strip for use in permit applications. One (1) section graphic will be prepared as part of
the submittal to illustrate the cross section of mitigation planting for permitting review.
2.2 Review site demolition drawings prepared by PND; provide redline comments and
notes regarding potential removal or control of invasive weed species including
noxious weed-infested soils.
2.3 Prepare construction cost estimate for planting based on 90% submittal permit set.
2.4 Prepare for and attend up to three (3) meetings with design team, City of Renton,
and/or Washington Department of Fish &Wildlife. Provide written responses to
permit comments. Consolidation of written comments will be prepared by others.
2.5 Provide one (1) Quality Assurance/Quality Control review of internal draft deliverable
and one (1) interdisciplinary Quality Assurance/Quality Control review. Quality
Assurance/Quality Control reviews will be by a senior landscape architect not
involved in the project.
TASK 3 FINAL CONSTRUCTION-READY CONTRACT DOCUMENTS
3.1 Prepare final stamped and signed construction documents based on permit agency
review and City review comments. One (1) additional round of revision is included.
3.2 Revise revised and updated construction cost estimate based on the final
construction documents.
3.3 Provide one (1) Quality Assurance/Quality Control review of internal draft deliverable
and one (1) interdisciplinary Quality Assurance/Quality Control review. Quality
Assurance/Quality Control reviews will be by a senior landscape architect.
3.4 Prepare final documents for delivery to PND for final packaging.
TASK 4 CONSTRUCTION ADMINISTRATION SUPPORT SERVICES
4.1 Provide support to the design team and City staff in answering Requests-for-
Information, reviewing Submittals, and evaluating potential Change Orders,
regarding mitigation site preparation and planting. Communication will be via
teleconference, video conference (such as Go-to-Meeting), and/or email and limited
to six (6) hours total of HBB support time.
4.2 Provide one (1) field visit to provide a substantial completion punch list for design
team and City staff use.
EXPENSES
Travel expenses, reproduction, printing, and other project related costs (billed at 1.10).

FEE SUMMARY
In consideration of the above services, we are proposing the following estimated fee (see Exhibit A)
that will be billed hourly and not to exceed the Total Cost of Services:
TASK 1. Preliminary Information Gathering $1,598.58
TASK 2. 90% Submittal (Permitting Set) $5,577.70
TASK 3. Final Construction-Ready Contract Documents $1,846.04
TASK 4. Construction Administration Support Services $1,447.01

Total Cost of Services $10,719.33
Our proposed standard hourly rates for the work described above and for additional work (if
requested) are as shown in HBB's fee spreadsheet (see Exhibit A). The above fee is an estimate of
how HBB expects to allocate our time. HBB reserves the right to move time between tasks as
needed to accomplish the overall goals of the project.
ASSUMPTIONS
The above scope and fee is based on the following assumptions:
1. Separate specification documents will not be provided. Notes on drawings and details will be
provided.
2. A geotechnical report or other site data will provide existing soil information for the upland
areas including infiltration rates, drainage quality, and soil types.
3. HBB participation in or production of deliverables for public process or outreach to
stakeholders is available as additional services.
4. Development of color hand-rendered, watercolor illustrated, or photo-realistic presentation
graphics is available as additional services.
5. HBB involvement in Permitting phase for agency meetings or additional exhibits beyond those
described in the scope for these permits will be additional services.
6. Interpretive, wayfinding, and regulatory signs will be by others. HBB involvement in the design
of interpretive signs will be additional services.
7. Construction administration will be led by City staff.
We are prepared to negotiate any adjustments in design services and/or fees to meet the
