The City is requesting that the Boundary Review Board Expand the original annexation area in order to prevent the creation of an unincorporated island that would result from the approval of the original proposed Querin Annexation site and the proposed Aster Park annexation. This site is adjacent to City Limits on three sides and is bordered by 144th Pl SE (if extended) to the east. Annexation is considered exempt from SEPA. However, the prezoning of the subject 24.1-acre area does require SEPA review. The City is proposing to prezone the proposed annexation area R-8 and R-4. This corresponds with the Residential Single Family and Residential Low Density designations in Renton's Comprehensive Plan. The proposed prezone is considered a non-project action under SEP A. Surrounding zoning to the north and west is Renton R-8 residential 8 units per net acre and Renton R-4 to the south, and King County R-4, residential 4 units per gross acre lies to the east. Currently, 18 single-family housing units exist in this area. At full build out it is estimated there will be 86 homes. Since this prezone is a non-project proposal, development of additional housing units will be subject to additional project specific review at the time of development. Expanded Qnerin Annexation Prezone Justification The area proposed for prezoning has already been designated for Residential Single Family and Residential Low Density in the Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for urban development at a density of 4-12 dwelling units per gross acre. R-4 and R-8 zoning of this property would be consistent with both Comprehensive Plans. Renton's zoning uses net developable area to determine project density, not gross developable area. This results in less intensive development adjacent to sensitive areas. DEVELOPMENT SERVICES DIVISION ENVIRONMEN"rAL CHECKLIST City of Renton Develppment Services Division 1055 South Grady VVay, Renton, WA 98055 Phone: 425-430-7~00 Fax: 425-430-7231 PURPOSE OF CHECKLIST: The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to consider the environmental impacts of a propos<1I before making decisions. An Environmental Impact Statement (EIS) must be prepared for all propo$als with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and t(I reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply''. Complete ariswers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to whic~ you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSALS: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For nonproject actions (actions involving decisions on policies, plans and programs), the references in the checklist to the words "project," "applicant," aod "property or site" should be read as "proposal," "proposer," and "affected geographic area," respedtively. SUPPLEMENTAL SHEETS FOR ~ONPROJECT ACTIONS (These sheets should only be useq f · ro rams. You do not need to fill out !hes. on . policies, plans and Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements of the environment. When answering these questions, be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not implemented. Respond briefly and in general terms. 1. How would the proposal be likely to increase discharge to water; emissions to air; production, storage, or release of toxic or hazardous substances; or production of noise? It is unlikely that the proposal would have any affect on the above environmental issues. Additional residential development is likely to occur on this site with or without the proposal. Proposed measures to avoid or reduce such increases are: New development resulting as a consequence of these proposed amendments would be required to comply with the City's development regulations, including the City's Critical Areas Ordinance. 2. How would the proposal be likely to affect plants, animals, fish, or marine life? There would be no affect on plants, animals, fish, or marine life as a direct consequence of this non-project, prezoning proposal. There may be some displacement of existing vegetation to clear undeveloped lots for future development which is likely to occur under the both the present conditions and the proposal. Proposed measures to protect or conserve plants, animals, fish, or marine life are: None at this non-project level. Development of additional dwelling units under this proposal must comply with City of Renton regulations and with Renton's Critical Areas Ordinance. Any measures needed in this regard will be implemented at the project level review. 3. How would the proposal be likely to deplete energy or natural resources? The proposed non-project action will not deplete energy or natural resources. Future project level development may impact energy or natural resources slightly but will not deplete them. Proposed measures to protect or conserve energy and natural resources are: None are proposed at this non-project action stage. 4. How would the proposal be likely to use or affect environmentally sensitive areas or areas designated (or eligible or under study) for governmental protection; such as parks, wilderness, wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, wetlands, flood plains, or prime farmlands? H: \EDNSPIP AA \Annexations\Querin\SEP A Checklist.doc 13 This proposal would likely not use or affect environmentally sensitive areas. At such time that additional dwelling units are developed on this site, they will be subject to City of Renton critical area regulations and development standards that are designed to protect environmentally sensitive areas. Proposed measures to protect such resources or to avoid or reduce impacts are: NIA. 5. How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The proposed prezoning of this area will increase compatibility with the surrounding uses since it will limit future development to single-family detached housing currently prevalent in the area. King County zoning allows both detached and attached units in its R-8 zone. Proposed measures to avoid or reduce shoreline and land use impacts are: None. 6. How would the proposal be likely to increase demands on transportation or public services and utilities? At current levels of development there are 18 units and approximately 180 AWDVTE in this area. Additional development is likely to occur in this area with or without the proposal. At full development there is a potential for 86 units, or 860 AWDVTE at maximum development. These additional trips are likely to be generated due to the likelihood of development of this area with or without the proposal. Proposed measures to reduce or respond to such demand(s) are: None. 7. Identify, if possible, whether the proposal may confiict with local, stale, or federal laws or requirements for the protection of the environment. The proposal will not conflict with local, state, or federal laws or requirements for protection of the environment.
