PROJECT OVERVIE\V The subject properly involved in this plat covers an area of approximately 5.14 acres. The property is situated in the north end of the City, and bounded on the north by NE 19'" Street, between Queen Avenue NE and Pierce Avenue NE. Access to the property will be from NE 19°1 Street. A short cul de sac about 280 feet long will serve lots 1 through 10, and a private road will be constructed along the westerly portion of the property that will serve the remaining lots 12 through 16. There is a Bonneville Power Authority easement and associated utility easement traverse the northeasterly portion of the property. The project area is hilly and slopes down from north to south and southwest to Honey Creek which traverses the property from south to northwest along the southerly portion of the property. The proposed development of the site will occupy the areas with slopes less than 40 percent. This developed area is located around existing structures located on the northeast and east of the property. There arc steep slopes along the southerly portion of the properly measured at more than 40%. The steep areas will be protected by including them in a separate tract. Grading will follow the natural contour of the properly. Large amount of grading and excavation will be required to be constructed the extension of NE 19'" Street. The excavated material is estimated at 12,600 cu yard. Majority of the material will be used as fill on site, and balance material, such as unsuitable material and ground cover wi II be trucked away from the site lo site to acceptable disposable site. The development falls within one basin. The existing surface water sheet flows to the south and southwest toward Honey Creek. The Honey Creek traverse the southwesterly portion of the site directing flows northwesterly. The system outflow will be controlled and released to follow the existing swalc. Detention and water quality systems will be designed using the 2005 King County Surface Water Design Manual lo meet the standard release requirements. The runoff will be tributary to May Creek. The soil type of the site is Alderwood AgD. glacial till. Existing groundcover consists mainly of /\Ider and Fir forest, with ground cover shrubs. A soil study was prepared by Earth Solution NW, LLC, dated October 17, 2005. The City of Renton designates the site with R-8 zone. The R-8 zone allows for a minimum lot size of 4500square feet and a maximum density of 8 units per acre. The setbacks allowed in the R-8 zone arc as follows: front yard setbacks, 20 feet; rear yard setbacks, 20 feet, and side yards setbacks, 5 feet on all interior lots. The City of Renton Comprehensive Plan designates the site as Single-Family Residence that is consistent with present zoning. Allan PP-Level I.doc The proposed development creates 16 single-family lots with a minimum lot area of 4500 square feet. The smallest lot area is 4524 square feet and the largest is I 0,012 square feet. The dwelling unit density calculates at 6. 96 units per net developed area. A public road is being considered to access lots l through l 0, and a private road is being considered to access lots 11 through 16. The improvements will consist of short cul-de- sac and half a street for NE 191h Street extension. Public roads will be built with asphalt with curb, gutters and sidewalks, storm, sewer and water mains, and street lighting will be provided per City codes. A maximum grade of 15.0% is anticipated for the cul-de-sac. The area cover consists of several trees and under brush scattered over the entire the site. The vegetation throughout the upper terrace consists primarily of general landscaping and ground cover. The lower terrace is vegetated with dense blackberry brambles and brush, with occasional deciduous and evergreen trees. The steep slope area is densely vegetated with forest and native undergrowth. Traffic circulation and vehicular access to the property is proposed from NE 19 1h Street, via a short cul-de-sac and private road that would serve the proposed 16 lots. PRELIMINARY CONDITIONS SUMMARY CORE REQUIREMENT #1: DISCHARGE AT NATURAL LOCATION The allowable outflow from the site will he discharged to its natural location. The Level I flow control is calculated to match the developed peak discharge rates to the existing site condition peak discharge rates for the 2-year and l 0-year return periods. CORE REQUIREMENTS #2: OFF-SITE ANALYSIS Refer to ofl~site analysis on subsequent pages. CORE REQUIREMENTS #3: FLOW CONTROL Pre I iminary calculations are provided on subsequent pages addressing runoff rate. The sizing for detention and runoff control facility and its routing calculations are included in this report. CORE REQUIREMENTS #4: CONVEYANCE SYSTEM The conveyance system will be designed using the rational method as presented in the King County 2005 SWM Manual. Refer to the "Analysis of Conveyance Pipes" calculation provided under this item. Based on the topography of the site we anticipate pipe slopes to be equal or greater than l. 0 %. The l 00-year developed peak flow for the site was calculated at 1.24cfs. The capacity of a 12-inch pipe with 1.0% slope is able lo handle 3.87 cfs. CORE REQUIREMENTS #5: EROSION/SEDIMENTATION CONTROL PLAN The Erosion/Sedimentation control facilities will consist of filter fabric fences to be placed along the northeast and nonhwesl boundary of the site. Temporary l.Jrosion and Sedimentation ponds or sediment traps will be considered for water quality control during construction of plat improvements. The basin considered for this development contains the subject property. Off site runoff is negligible, since off site runoff is oriented to the west. The runoff from the site sheet flows across the property in the south and southwesterly direction toward Honey Creek, which traverse the property within the southerly portion of the property. 2. DOWNSTREAM Honey Creek conveys the water north and northwest for approximately one mile and joins May Creek. Eventually May Creek flows into Lake Washington three lo four miles downstream of the site. We intend to use smooth wall CPE pipe, commonly designated as N-12 pipe. Note that the 100 yr. peak flow is 1.24 cfs. per KCRTS with hourly timesteps. Zoned Front Foot ago ( ZFP) Charges. There is hereby created a. sub-district within the Sierra Heights Sanitary Sewer Special Assessment District consisting of properties fronting on the sewer. All parcels within this sub-district are subject to an additional connection charge as e fair share cost participation for the sewer main fronting the parcel and to which the parcel will be connected. This additional charge shall be due, in ite entirety, at the time the parcel is connected to the sewers. The foregoing notwithstanding, the parcel identified as the Hess Parcel on Exhibit •o• and described in ~xhibit ·E· will have the ZFF charge divided into fifteen { 15) equal shares.
