Mt. Olivet Power Generation Facility LUA06-083, SA-H. V-H, ECF Location: 250 Bronson Way NE. The applicant is requesting Site Plan approval. Variance approval, Hnd Environmental (SEPA) Review for the construction of a 1,216 square foot power generator building to house one stationary and one mobile diesel powered generator on a Residential Multi- Family (ID.1-F) zoned property. The subject property totals 165,092 square feet in area. An existing 3 million gallon water reservofr and a booster pwnp station are located on the subject property. The pro- posed generators would provide emergency power to the existing booster pump station and we1ls 1, 2, and 3 when commercial power t.o these facilities is intenupted. The proposed power generator building would require a 5-foot deep cut into a protected slope area. A critical areas variance has been requested ro alter a protected slope. Appeals of the environmental detennination mu.st be filed in 'Writing on or before 5:00 PM on September 11, 2006. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Rentnn, WA 98055. The subject property totals 165,092 square feet in area. An existing 3 million gallon water reservoir and a booster pump station are located on the subject property. The proposed generators would provide emergency power to the existing booster pump station and wells 1, 2, and 3 when commercial power to these facilities is interrupted. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. Planning 1. RMC section 4-4-030,C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. Fire 1. The preliminary fire fiow is 1500 GPM. One hydrant is required within 150 feet of the structure and one additional hydrant is required within 300 feet of the structure. 2. Fire department access roadways are required to within 150 feet of all portions of the building exteriors. 3. A permit will be required for the diesel tanks. Plan Review -Transportation 1. Per City of Renton code section 4-6-060; projects that are valued at greater than $50,000 are required to install street frontage improvements. These projects would therefore require installation of curb, gutter, sidewalks, and storm drainage along the frontage of the parcel. A waiver or payment of a fee in-lieu of the required frontage improvements may be requested. ERG Advisory Notes Page 1 of2 Plan Review -General 1. Retaining walls greater than 4 feet in height are reviewed under a separate building permit. A licensed engineer with geo-technical expertise must stamp the design plans for retaining walls or rockeries greater than four feet in height. The engineer must monitor the rockery construction and verify in writing that the rockery was constructed in accordance with ARC standards. Writing verification by the engineer must be provided to the City of Renton public works inspector prior to approval of an occupancy permit. Locations of water and sewer mains will be considered in relation to the retaining walls. It may require special protection or relocation of the lines under or near the retaining wall construction. Olivet Owner: City of Renton, Planning/Building/Public Works Department Site Address: 250 Bronson Way NE King County Assessor's Account Number: 1723059130 Project Purpose: DEVELOPMENT CITY OF RE~11i~NING JUN 3 U 2UU6 RECEIVED The purpose of the proposed project is to provide emergency power to the Mt. Olivet Booster Pump Station and Wells I, 2 and 3 when commercial power to these facilities is interrupted. With emergency power these facilities will be able to operate and provide water for fire fighting and commercial, industrial and domestic consumption during local or regional power outages caused by storms, earthquakes, fires, accidents, terrorist acts or other incidents. Scope: The Water Section of the Utilities Division of the Planning Building and Public Works Department, City of Renton, proposes to build a generator building at the Mt. Olivet Reservoir site to house one stationary and one mobile diesel powered generator. The mobile generator will serve the Mt. Olivet Booster Pump Station located on the Mt. Olivet Reservoir site and the stationary generator will serve the Wells I, 2 and 3 building located in Liberty Park. Both generators will provide power to their respective facilities in the event of a power outage. The Mt. Olivet site is 165,092 square feet in area, is zoned R-MF and has a comprehensive plan map designation of Residential Multi-Family. Currently located on the site are a 3 million gallon water reservoir and a booster pump station. The reservoir and booster pump station sit on a level area that appears to have been terraced from a slope. The east side of the site slopes upward with slopes in the 25% to 40% slope range. The west and south edges of the site slope downward with slopes in the 25% to 40% range. The layout of the proposed building will require a maximum 5- foot deep cut into the slope on the east side of the site. A retaining wall will be constructed to support this cut. A security fence will be constructed to enclose the reservoir, booster pump station and proposed building. The generators will be exercised once a month for approximately 30 minutes each, otherwise the generators will site idle and will only start during a power outage. The generators will be enclosed in insulated enclosures, which are designed to limit their operating volume to 75dB or lower at the site property line. There are no wetlands, rivers or lakes on or near the site. To the northeast and east of the site are multi-family dwelling units. To the south of the site is NE 3"' Street. To the northwest of the site, across Bronson Way NE, is a Group Health Cooperative Hospital. The footprint of the proposed generator building is 1216 square-feet. Two conduits, in parallel, will serve the Wells!, 2 and 3, building from the Mt. Olivet site. These conduits will carry power and communications conductors between the two sites. These conduits are currently installed but recent inspection found that several sections need replacement, including the section under Maple Valley Highway, the section in the northwest comer of Cedar River Park a section of the power conduit in the southwest comer of Cedar River Park and a section of the communications conduit in the southeast comer of Liberty Park. 1n order to avoid open cutting Maple Valley Highway, the section under Maple Valley Highway will be replaced by pipe bursting the existing conduits and pulling the new conduits under the highway. This section is approximately 140 feet in length. The section in the northwest comer of Cedar River Park will be replaced by open cutting the park. This section is approximately 220 Emergency Power Generation Facilities 2006 -Mt. Olivet feet in length. The section in the southwest comer of Cedar River Park will be replaced by open cutting between two existing utility vaults. This section is approximately 40 feet in length. The section in the southeast comer of Liberty Park will be replaced by open cutting along an existing pathway. This section is approximately JOO-feet in length. This project will require minor electrical upgrades at the Mt Olivet Booster Pump Station and Wells 1,2 and 3 building. In addition, several large existing Cottonwoods will be left in place to screen the generator building. Emergency Power Generation Facilities -Mt. Olivet CONSTRUCTION MITIGATION DESCRIPTION Emergency Power Generation Facilities 2006 -Mt Olivet Proposed Construction Dates: Construction of Emergency Generator Building: September 2006 -July 2007 Proposed Hours of Construction: The proposed hours of construction are any consecutive 8-hour period between 7:00 a.m. and 6:00 p.m with a I-hour lunch, Monday -Friday. Hauling/Transportation Routes: The hauling and transportation to the site will be via NE 3"' Street to Bronson Way N. and Bronson Way N. to the project site. Measure to Minimize Dust, Traffic & Transportation Impacts: Dust will be mitigated by water spray, erosion and mud by the use of silt fences. The need for street sweeping is not anticipated but will be provided if necessary. A TESC plan, which addresses erosion concerns, is included in the construction plan set. Special Hours of Operation: The need to allow the contractor to work outside of the proposed hours of construction (see above) is not anticipated. Preliminary Traffic Control Plan: No work is planned for construction in the street. Olivet Justification For Variance Request Emergency Power Generation Facilities 2006 -Mt Olivet Applicant: City of Renton Planning/Building /Public Works Department, Water Utility Section The purpose of this project is to provide emergency power to the Mt. Olivet Booster Pump Station and Wells 1, 2 & 3 when commercial power to these facilities is interrupted. These facilities are key components in the City ofRcnton's drinking water supply system. With emergency power, these facilities will be able to operate and provide water for fire fighting and commercial, industrial and domestic consumption during local or regional power outages caused by storms, earthquakes, fire, accidents, terrorist acts or other incidents. The proposed generator building will be located on the Mt. Olivet Reservoir site, which currently houses the 3 million gallon Mt. Olivet Reservoir and the Mt. Olivet Booster Pump Station. Construction of the proposed generator building will require a cut in the steep slope located on the Mt Olivet Reservoir site. A 60-foot long retaining wall with a maximum height of 5-feet will be constructed to retain the cut slope. Criteria: a. Public policies have been evaluated and it has been determined by the Department Administrator that the public's health, safety, and welfare is best served; To be determined during application review. b. Each facility must conform to the Comprehensive Land Use Plan and with any adopted public programs and policies; Consistency with Comprehensive Plan includes: • • • Policy LU-79 -Guide and modify development of essential public facilities to meet Comprehensive Plan policies and to mitigate impacts and costs to the City. Objective LU-S -Site and design municipal facilities to provide the most efficient and convenient service for people while minimizing adverse impacts on surrounding uses. The facility is identified as a Water Utility capital improvement project in the, City of Renton Water System Plan, February 2006, Chapter IO. Capital Improvement Program. c. Each facility must serve established, identified public needs; OE'/ELOPMENT PLANNING GITY OF RENTON JUN 3 0 2006 {ECEIVED Emergency Power Generation Facilities 2006 -Mt. Olivet The facility is designed to provide emergency power to drinking water wells and a water booster pump station so that they may continue to operate during power outages, providing water for fire fighting and commercial, industrial and residential potable water consumption. The need for back up power supplies for these facilities is identified in, City of Renton Water System Plan, February 2006. d. No practical alternative exists to meet the needs; The proposed generator building is located to allow for the construction of a second water reservoir on the Mt. Olivet Reservoir site. The current reservoir at the Mt. Olivet Reservoir site was constructed in 1954 and is nearing the end of its useful life. The Water Utility plans to build a second reservoir at the Mt Olivet Reservoir site to replace or supplement the original reservoir, depending on demand forecasts. In order to ensure continuity of water supply service during construction of the new reservoir, the Water Utility plans to build the new reservoir before taking the current reservoir out of service for demolition or rebuilding. The location of the proposed facility is designed to provide space at the Mt. Olivet reservoir site for the existing water reservoir, the existing boostff pump station, a new water reservoir and the proposed facility. This will allow the Water Utility to fulfill its primary function as a potable water supplier to the citizens of the City of Renton. e. The proposed action takes affirmative and appropriate measures to minimize and compensate for unavoidable impacts; A retaining wall has been designed to prevent slope failure where the slope will be cut to accommodate the facility. A structural engineer designed the retaining wall for the facility. The structural engineer based her design on the information provided by the Engineering Geology Report prepared for the facility. There is no foreseeable impact to surrounding properties as a result of the small cut into the toe of the steep slope required for the construction of the facility. The facility will be located a distance of approximately 70 feet from the nearest adjacent properties, which are located to the north and the east of the facility. There are no known utilities or structures located on the steep slope above the proposed facility. f The proposed activity results in no net loss of regulated wetland or stream/lake area, value, or function in the drainage basin where the wetland, stream or lake is located; There are no wetlands, stream or lakes on the facility site or in the immediate vicinity of the facility site. Rainfall, which falls on the impervious surfaces of the proposed facility will be infiltrated into the ground in infiltration trenches and will not leave the facility site as surface water. g. The proposed activities will not jeopardize the continued existence of endangered, threatened or sensitive species as listed by the Federal government or the state; - ' Emergency Power Generation Facilities 2006 -Mt. Olivet There are no known endangered species inhabiting the facility site. Because most surface water generated on the facility site will be infiltrated into the ground, the proposed facility is expected to generate no off site impacts, which could harm endangered, threatened or sensitive species. h. That the proposed activities will not cause significant degradation of groundwater or surface water quality; Rainfall will be the primary source for the surface water generated on site. The majority of surface water generated on site will be infiltrated into the ground. This water will come in contact with the exterior surfaces of the proposed facility only (roof, walls, walkways) and as such is expected to carry little if any contamination into the groundwater table. i. The approval as determined by the Hearing Examiner is the minimum variance that will accomplish the desired purpose; and To be determined by the Hearing Examiner. j. The proposed variance is based on consideration of the best available science as described in WAC 365-195-905; or where there is an absence of valid scientijic information, the steps in RMC 4-9-250F are followed. The Engineering Geology Report for this facility was prepared and stamped by a licensed geologist. Using the information presented in the Engineering Geology report a licensed structural engineer designed the 5-foot maximum retaining wall, which will be used to hold the steep slope where it will be cut to accommodate the facility. One generator will be portable, mounted on a trailer, and capable of being removed and transported to another facility to provide emergency power. The second generator will be permanently installed in the building. The portable generator will supply emergency power to the Water Utility's Mt Olivet Booster Pump Station. The permanent generator will supply emergency power to the Water Utility's Wells 1, 2 & 3 via electrical conductors installed in conduit runs some of which are existing and some of which will be installed as part of this project. Running parallel with the electrical conduits will be conduits containing signal conductors carrying instrumentation control and alarm signals from Wells 1, 2 & 3 to the new generator building and visa versa. The Mt Olivet site is 165092 square feet in area. The new generator building footprint will be 1216 square feet in area. 12. Location of the proposal. What is the steepest slope on the site (approximate percent slope?) There are slopes on the site that fall in the 25% to 40% range. c. The east side of the building will extend into the steep hillside on the east portion of the property. The project will require a 10-foot to 12-foot vertical cut into this slope. A retaining wall will be required to support the cut. The Cedar River is near the location at the southwest corner of the Cedar River park where electrical and signal conduit will be installed between existing conduit hand holes. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. A signal and an electrical conduit will be hole-hogged between two existing hand hole vaults located within 200 feet of the Cedar River. This water will be directed to a French drain on site. A diesel fuel spill could altow diesel fuel to enter groundwater. Diesel fuel will be stored in a fuel tank mounted on the generator trailer or skid. A pair of Red-tailed Hawks have a nest on site. The nest tree is located over 100 feet from the proposed building. If the Red-tails successfully reproduce, it is probable that the baby hawks will have left their nest by the time construction begins on the project. Mammals: deer, bear, elk, beaver, other Deer were observed on site (Mt. Olivet) several years ago. It is assumed small rodents exist on site. The Apartment Building located to the north of the project site is located slightly uphill of the proposed building and aligned so that the unit windows do not face the project site. Views from this Apartment Building should not be impacted. c. I have reviewed the preliminary application for the subject Emergency power generation facilities. The preliminary plan submitted with the Pre-application package does not propose any new public utility construction. The following is general information concerning code requirements for new development. SURFACE WATER I. A storm and surface water drainage narrative (in accordance with thel990 King County Surface Water Design Manual) will be necessary to determine if any detention or water quality improvements will be required. If surface water detention is required then drainage improvements shall be designed according to the 2005 King County Surface Water Design Manual. STREET IMPROVEMENTS I. Per City of Renton code section 4-6-060; projects that are valued at greater than $50,000 are required to install street frontage improvements. These projects would therefore require installation of curb, gutter, sidewalks, and storm drainage along the frontage of the parcels. A waiver or payment of a fee in-lieu of the required frontage improvements may be requested (see attached application). GENERAL COMMENTS I. Retaining walls greater than 4 feet in height are reviewed under a separate Building permit. A licensed engineer with geo-technical expertise must stamp the design plans for retaining walls or rockeries greater than four feet in height. The engineer must monitor rockery construction and verify in writing that the rockery was constructed in accordance ARC standards. Written verification by the engineer must be provided to the City of Renton public works inspector prior to approval of an occupancy permit. Locations of water and sewer mains will be considered in relation to the retaining walls. It may require special protection or relocation of the lines under or near the retaining wall construction. Olivet Property) General: We have completed a preliminary review of the pre-application for the above-referenced development proposal. The following comments on development and permitting issues arn based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing .Examiner, Zoning Administrator, Planning/Building/Public W9rks Administrator, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall or online at www.ci.renton.wa.us. Project Proposal: The subject property is located at the northeast intersection of Monterey Drive, Bronson Way NE, and NE 3"' Street at 250 Bronson Way NE. The proposal is to construct a generator building on the existing 165,092 square foot (3.79 acre) site. The building would house one stationary and one mobile diesel powered generator. The mobile generator will serve the Mt. Olivet Booster Pump Station location on the Mt. Olivet Reservoir site and the stationary generator will serve the Wells 1, 2, and 3 building located in Liberty Park. Both generators will provide power to the respective facilities in the event of a power outage. A 3 million gallon water reservoir and a booster pump station are located on the subject site. Protected and Sensitive slopes are located on the subject site. A portion of the proposed building would be located within the protected slope and would require a 10-foot to 12-foot cut into the slope on the east side of the site. Zoning/Density Requirements: The subject property is zoned Residential Multifamily -F (P) (RM-F (P)). The proposed power generator would be classified as a small utility, which is an ouuight permitted use within the RM-F (P) zone. Development Standards: Building Standards -The RM-F zone allows a maximum building coverage of 35% of the lot area and a maximum impervious surface coverage of 75%. Building height is restricted to 35 feet and 3-stories. The proposal's compliance with the building standards would be verified at the time of building permit review, however based on the proposed site plan the subject site has adequate are to accommodate the proposed building and comply with the building and impervious coverage requirements. Setbacks -Setbacks are the minimum required distance between the building footprint and the property line and any private access easement. The required setbacks in the RM-F zone are 20 feet in front, 15 feet in the rear, 12 feet on interior side yards, and 20 feet on side yards along streets. It appears that the proposed power generation building would comply with the setback requirements. Access/Parking: The proposal is to access the proposed building via an existing parking lot off of Bronson Way NE. Driveway Grades: The maximum driveway slopes cannot exceed 8%. The Development Services Director may allow a driveway to exceed 8% slope, but not more than 15% slope, upon proper application in writing and for good cause shown. If the grade exceeds 15%, a variance from the Planning/Building/Public Works Administrator is required. The plan shall show a proposed screening plan for the proposed building from the surrounding uses. Environmental Review: According to the City's sensitive area maps steep slopes are located on the subject property. Steep slopes can be identified as Sensitive Slopes or Protected Slopes. Sensitive slopes have grades from 25% to 40%. Specific standards apply for development located within sensitive slope areas. Protected slopes are defined as topographical features that slope in excess of 40% and have a vertical rise of 15 feet or more. Development is prohibited on protected slopes, please see RMC 4-3-0SOJ for additional information. The proposal to alter the protected slope areas would trigger the need for a Sensitive Areas Variance from the Hearing Examiner. Please see section below on variance criteria. As required by the City's Critical Areas Regulations, a slope delineation indicating the location of steep slopes will be required as part of the formal land use application. Pursuant to the Renton Municipal Code (RMC 4-3-050J) the applicant will be required to obtain a geotechnical report stamped and signed from a Geotechnical Engineer stating that the site is suitable for development and addresses soils, geology and other key elements. In addition, the report will need to address any special construction requirements deemed necessary by the Geotechnical Engineer. The applicant's proposal to alter the protected slope triggers Environmental (SEPA) Review. Sensitive Area Variance Criteria: applications by public/quasi-public utilities or agencies proposing to alter aquifer protection, geologic hazard, habitat, stream and lake or wetland regulations shall be reviewed for compliance with all of the following criteria: a. Public policies have been evaluated and it has been determined by the Department Administrator that the public's health, safely, and welfare is best served; b. Each facility must conform to the Comprehensive Land Use Plan and with any adopted public programs and policies; c. Each facility must serve established, identified public needs; d. No practical alternative exists to meet the needs; e. The proposed action takes affirmative and appropriate measures to minimize and compensate for unavoidable impacts; f. The proposed activity results in no net loss of regulated wetland or stream/lake area, value, or function in the drainage basin where the wetland, stream or lake is located; g.
