Side Sewer Installation Information HandoutDEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT Page 1 of 9 | Published: 2/1/2018 Planning Division | 1055 South Grady Way, 6th Floor | Renton, WA 98057 | 425-430-7200 Website: rentonwa.gov SIDE SEWER INSTALLATION INFORMATION HANDOUT Published : 2/1/2018 It is the intent of the following policies, procedures and specifications to obtain satisfactory work with a minimum of delay to all parties concerned when constructing side sewer. DEFINITIONS: Building Side Sewer or Side Sewer means that portion of the side sewer pipe extending from the building drain to the public sanitary sewer main. Sewer Stub means that portion of the building side sewer between the City’s sewer main and individual property lines. POLICIES AND PROCEDURES: 1. Any work within the street right-of-way requires an additional, separate permit and bond, and work must be performed by a licensed, bonded contractor. A traffic control plan, approved by the Transportation Division, will be required. 2. Washington law requires anyone planning to excavate to know what is below before they dig. Besides being illegal, digging in the blind is unsafe and could disrupt vital utilities that we ALL rely on each day. CALL 811 or complete the process online at www.washington811.com. 3. Acceptable procedures for Side Sewer Connections to main lines: a. Vitrified clay – Install new PVC “tee” using “strong-back” flexible Fernco couplings, or approved equal. b. Concrete - Install new PVC “tee” using “strong-back” flexible Fernco couplings, or approved equal. c. PVC & C900 PVC - Install new PVC “tee” using rigid couplings or a Romac saddle on an appropriately cut hole. d. Ductile Iron – Core-drilled with a Romac saddle. e. HDPE – Core-drilled with a Romac Saddle. “Inserta-Tee” allowed on sewer mains 12” diameter and larger. That portion of side sewer stubs that are within the right-of-way and have less than 4 feet of cover or greater than 15 feet of cover shall use either C900 PVC or Ductil Iron pipe. All connections to new or existing concrete structures will be at manufactured knock-outs or the structure is to be core-drilled. Connection will be made with a “Kor-n- Seal” boot or approved equal and be water-tight. SIDE SEWER INSTALLATION INFORMATION HANDOUT (CONT ’D ) Page 2 of 9 | Published: 2/1/2018 4. Requirements for using Existing Side Sewer Stubs: a. Any existing side sewer stub that is less than 6” diameter shall be replaced with new 6” diameter pipe of a type listed in the “Specifications for Building Side Sewer” section of this handout. b. Existing Concrete and Clay side sewer stubs shall be replaced with new pipe of a type listed in the “Specifications for Building Side Sewer” section of this handout OR may be rehabilitated (lined) with the approval of the Wastewater Utility. Prior to approving rehabilitation (lining), the contractor shall CCTV inspect the existing side sewer stub and submit a copy of the inspection to the Wastewater Utility which will determine the suitability for rehabilitation (lining). If given approval to rehabilitate (line) the existing side sewer, the contractor shall furnish a CCTV inspection of the completed rehabilitation (lining) prior to receiving final approval of the rehabilitation. See CCTV Inspection Specifications. 5. For inspection call, 24 hours in advance, 425-430-7203. Be prepared to give Permit Number, location of inspection, type of inspection, contact person (with phone number), and AM or PM inspection request. General information may be obtained by calling Customer Service at 425-430-7200. 6. There will be no guarantee of re-inspection on the same day for any work which is not ready at the time of the scheduled inspection. 7. Building side sewer and sewer stubs shall be bedded in accordance with City of Renton Standard Plan 405. 8. Building side sewer and sewer stubs will be tested from the point of origin to and through the house connection by one of the following methods: a. Water - fill test. b. Low Pressure Air - WSDOT Specification current edition, as adopted and amended by the City of Renton Supplement to the Specifications. 9. In all cases where men, equipment, or material will in any way obstruct vision or inhibit normal traffic flow, an approved Traffic Control Plan providing adequate signs and flagmen will be required to protect motorists and pedestrians. In the event street crossings must be constructed in more than one continuous operation, the Construction Services Section will endeavor to provide an inspector during each phase of construction, so long as the Construction Services Section is contacted 24 hours in advance via the Inspection Request Line at 425-430-7203. 11. Trenches within the right-of-way or City owned easements shall be backfilled with “Crushed Surfacing Top Course” material (WSDOT specification 9-03.9(3)). Trenches on private property may be backfilled with native materials if approved as suitable. If not suitable, then approved import material shall be used. 12. Restoration of street trenches shall be accomplished per the City of Renton’s adopted Trench Restoration and Street Overlay Requirements (City of Renton Standard Plans 110, 110.1, 110.2, 111). The Utility may require that controlled density backfill be used when crossing an arterial, newly constructed or newly reconstructed roadways. 13. For properties that were utilizing septic systems, upon completion of connection to the public sewer main, the owner shall clean (pump-out) the septic tank and then either abandon and fill said septic tank with a suitable material or clean said septic tank to use in connection with adjoining drain field systems for the disposal of storm water. SIDE SEWER INSTALLATION INFORMATION HANDOUT (CONT ’D ) Page 3 of 9 | Published: 2/1/2018 SPECIFICATIONS FOR BUILDING SIDE SEWERS: The building side sewer shall be PVC plastic pipe ASTM D3034, AWWA PVC C900 pipe, ductile iron pipe class 50, or equal, or other suitable material approved by the Utilities Engineer. If installed in filled or unstable ground, the building side sewer shall be of ductile iron pipe with push-on rubber gasketed joints. All joints and connections shall be installed in accordance with APWA spec. 62-3.98A. Ductile iron pipe push-on joints shall conform to ANSI A-21.11. PVC pipe joints shall be rubber-gasketed push-on joints conforming to ASTM D 2680. Other jointing materials and methods may be used only by written approval of the Wastewater Utility. The size and slope of the building side sewer shall be subject to the approval of the Wastewater Utility. The standard minimum pipe diameters and slopes are: A. Four inches (4”) at a two percent (2%) slope (1/4” per foot) for single-family or duplex residential, or B. Six inches (6”) at a two percent (2%) slope (1/4” per foot) for multi-family, commercial or industrial. In no event shall the diameter of the sewer stub (that portion of the side sewer that is in the Right-of-Way of an easement) be less than six inches (6”). Under certain circumstances, the Wastewater Utility may allow a six inch (6”) side sewer to be laid at no less than one percent (1%) (1/8” per foot). A grade release holding the City harmless for the flatter slope will be required. Whenever possible, the building side sewer shall be brought to the building at an elevation below the basement floor. No building side sewer shall be laid parallel to or within three feet (3’) of any bearing wall. The depth shall be sufficient to afford protection from frost. The building side sewer shall be laid at uniform grade and in straight alignment insofar as possible. Changes in direction shall be made with proper fittings per City standards. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drain shall be lifted by an approved private lift station and discharged to the sewer stub. All excavations required for the installation of a building side sewer shall be open trench work unless otherwise approved by the Wastewater Utility. Pipe laying and backfill shall be performed in accordance with the City of Renton’s Standard Specifications. SIDE SEWER INSTALLATION INFORMATION HANDOUT (CONT ’D ) Page 4 of 9 | Published: 2/1/2018 INSPECTION NOTICE Prior to the start of construction activities, telephone: 425-430-7203 Call a minimum of 24 hours in advance of required inspections. Inspection requests for the following workday must be received no later than midnight. Upon dialing, you will receive a recorded message asking for your inspection request. At the tone, relay your request including the following information: 1. Your PERMIT Number (ie SS18000000) or, in cases of City project, the Project Identification. (Inspections will not be scheduled without proper identification). 2. Location of requested inspection. (Street Address, Street Intersection, etc.) 3. Type of inspection requested. (Concrete, earthwork, drainage, sewer, field meeting, etc.) 4. Name of person to contact and day-time phone number. 5. Approximate time of requested inspection - AM or PM. (Due to a variable workload, inspections cannot be scheduled for specific hours. The only exception is inspections that require the scheduling of special testing personnel, observing consultants, or other time-restraining factors approved by the Inspector in advance. Inspections will be scheduled in the order received to the limit of available man hours. NOTE: The ONLY exception to the 24 Hour Minimum scheduling requirement is in cases of bonafide Emergencies. In cases of true Emergencies (broken utilities, urgent traffic control problems, etc.), telephone: 425-430-7200 and ask to speak to the assigned Inspector (by name if possible). An attempt will be made to contact the Inspector or, if that Inspector is unavailable, to assign an Emergency Inspector to handle the problem. Note: this procedure is to be used for real Emergencies ONLY. Your failure to adequately schedule your operations to allow for advance requests does not constitute an Emergency!!
