A new 4,514 square foot steel and concrete masonry unit (emu) building will be constructed to house new chiller equipment. The SPD loading dock will be expanded 4,250 square feet along the route of new and future chilled water piping. A 478 square foot dedicated enclosure for medical-gas distribution system will be constructed adjacent to the chiller and generator buildings. The total new building area will be 9,630 square feet. The applicant has requested a deferral of the landscaping requirements to the Emergency Department proposal, which would be submitted for Site Plan Review subsequently to the approval of this project. Consistency with Site Plan Criteria and publication and other In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-9- 200.E of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers: 1. Conformance with the comprehensive plan, its elements and policies; The subject site is designated Commercial Corridor (CC) on the City's Comprehensive Plan Land Use Map. The CC designation is intended to evolve from "strip commercial" linear business districts to business areas characterized by enhanced site planning incorporating efficient parking lot design, coordinated access, amenities, and boulevard treatment. Rooftops that can be seen from public streets, parks, or open space should be designed to hide mechanical equipment and to incorporate high-quality roofing materials. The proposed buildings would be single-story buildings and would be located to the rear of a multi- story hospital building; therefore no roof top mechanical equipment would be visible from surrounding properties or public rights-of-way. Objective CD-I: New commercial buildings should be architecturally compatible with their surroundings in terms of their bulk and scale, exterior materials, and color when existing development is consistent with the adopted land use vision and Purpose Statements for each Commercial Centers Designation in the Comprehensive Plan Land Use Element, Center, and Commercial Policies. The proposed buildings would be constructed of concrete masonry units (emu) and steel and would be architecturally compatible with the architecture of the surrounding Valley Medical Center hospital campus. Policy CD-51. Landscaping is encouraged, and may be required, in parking areas to improve their appearance and to increase drainage control. Landscaping is required within surface parking lots. The applicant has requested a deferral of the landscape requirements to a later date when the Emergency Department project is under review. See further discussion under Landscaping. 2. Conformance with existing land use regulations; The subject site is designated Commercial Office (Public) (CO (Pl) on the City's Zoning Map. The existing hospital is a permitted use within the (CO (P)) zone. The compliance of the proposal with the development standards of the CO (P) zone is addressed below: Lot Coverage -The CO zone allows building coverage at a maximum of 65 percent of the lot area for projects providing parking within surface parking lots. Based on the overall site area (386,806 square feet), the proposed 9,670 square foot building footprint would result in a total building lot coverage of 44 percent building lot coverage (161,482 square feet of existing building footprint+ 9,650 square feet of proposed building footprint = 171,132 total building footprint/ 386,806 square feet of site area = 44 percent), which is below the maximum coverage allowed in the CO zone. Setbacks A minimum front and side yard along a street setback of 20 feet is required, a 10-foot landscaped freeway setback is required, and no side or rear yard setbacks are required as the property does not abut a residential zone. The proposed addition area would not impact the existing 10-foot landscaped freeway frontage setback from the State Route 167 on-ramp. The nearest portion of the proposed addition area would be located approximately 560 feet from the front property line and 340 feet from the side yard along a street property line. Landscaping -A minimum 15-foot site obscuring landscape strip along street frontages due to the project site being adjacent to other commercial or office zoned properties. In addition all pervious areas are required to be landscaped. A conceptual landscape plan was submitted with the project application. Landscaping along the project site's street frontages was previously installed, no alterations to the existing street frontage landscaping would be required as the addition area is located to the rear of the existing hospital building and would be sufficiently screened from view from surrounding public rights-of-way. The proposed landscaping would consist of a 14-foot strip to be installed along the south fa<;ade of the proposed addition area. The landscape strip would be vegetated with prunus cistena, spiraea japonica 'magic carpet', and vinca minor 'wine'. Staff has reviewed the proposed landscape plan and the landscape plan appears to address the City's landscape regulations. The applicant has requested a deferral of the requirement to install landscaping prior to the issuance of a certificate of occupancy for the addition. Staff recommends approval of the applicant's request to defer the installation of required landscaping to the future construction of the Emergency Department subject to the issuance of building permits for the Emergency Department within 2 years of the date of this approval. All landscaped areas are required to be irrigated with an underground irrigation system or shall consist of drought tolerant plants. Height -The CO zone allows a maximum building height of 250 feet. The proposed addition areas would have a maximum height of 33 feet, which is less than the 250-foot maximum height permitted. Parking -The parking regulations require a specific number of off-street parking stalls based on the amount of square footage dedicated to certain uses. A Parking Study prepared by Walker Parking Consultants, dated May 7, 2002 was submitted with the project application. The parking study has previously been accepted by the Development Services Division under a previous Site Plan Approval (LUA04-040, SA-A, ECF) for determining parking requirements on the project site. The parking study indicates that Valley Medical Center requires a minimum of 2,025 parking stalls. Currently 2,055 parking stalls are located on the project site, the proposal would result the removal of 24 stalls from the site, which would result in 2,031 stalls remaining on the project site. The remaining number of parking stalls would still exceed the minimum required as specified in the submitted parking study. 3. Mitigation of impacts to surrounding properties and uses; The proposed additions would be located to the rear of the existing hospital building and would not be visible from surrounding public streets. The proposal is not anticipated to result in any long-term impacts to surrounding properties and uses. There are potential short-term impacts to adjacent businesses (e.g., noise), which would result from the construction of the project. These impacts will be mitigated by the applicant's construction mitigation plan, which limits work and haul hours to those permitted by City Code. 4. Mitigation of impacts of the proposed site plan to the site; The proposed addition area would be located to the rear of the existing main hospital building. The existing structures would screen the proposed central utilities plan from the Talbot Road S and S 43rd Street rights-of-way. In addition the existing mature vegetation located along the State Route 167 ramp would screen the project area from SR 167. 5. Conservation of area-wide property values; The proposal would allow existing uses to continue operating in their present locations and would conserve property values in the vicinity. 6. Safety and efficiency of vehicle and pedestrian circulation; The proposed project would not impact the existing vehicular and pedestrian circulation on site. 7. Provision of adequate light and air; The proposed building is designed appropriately to allow adequate light and air circulation to the building and the site. The design of the building will not result in excessive shading of the property. In addition, there is ample area surrounding the building to provide for normal airflow. 8. Mitigation of noise, odors and other harmful or unhealthy conditions; The proposal is not expected to create any harmful or unhealthy conditions. Noise, dust, and odors, which may result from the temporary construction on the site, will be mitigated by the applicant's construction mitigation plan and code requirements for the use of Best Management Practices. Availability of public services and facilities to accommodate the proposed use; Water -The site is currently serviced by the City of Renton water system. There is an existing 12-inch water main looping the existing facilities. The modeled fire flow available at the site is approximately 4600 gpm. The proposed project is located within the 350 water pressure zone. Any existing sub-standard fire hydrants will be required to be replaced and/or retrofitted with a quick disconnect Stortz fitting. Separate Plans and permits are required for any new fire sprinkler systems and associated double detector check valve assemblies. Sewer -The site is currently connected to the City of Renton sewer system. There is an existing 8-inch sewer main serving the project site. Surface Water -The site is currently served by on-site private surface water collection and conveyance facilities. Collected surface water is discharged to the Panther Creek wetlands. Development of this site requires a storm and surface water drainage analysis and report according to the King County Surface Water Design Manual. The Technical Information Report and Analysis submitted with this application did not address this project (it was prepared for a prior project). A report that addresses this project will be required with the construction plan review. A Surface Water System Development Charge (SDC) is required for this site. This fee is based on new impervious surface added to the site. The fee is $0.265 per square foot of new impervious area. 10. Prevention of neighborhood deterioration and blight. Request: The Applicant has requested Site Plan Approval for the Valley Medical Center Central Utilities Plan, File No. LUA06-094, SA-A, ECF. 2. The applicant has requested a deferral of the requirement for the installation of landscaping prior to the issuance of a Certificate of Occupancy. 3. Site Plan Review: The applicant's site plan application complies with the requirements for information for site plan review. The applicant's site plan and other project drawings are entered as Exhibits No. 2 through 8. 4. Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan land use designation of Commercial Corridor (CC). 5. Zoning: The Site Plan as presented complies with the zoning requirements and development standards of the Commercial Office (Public) (CO (P)) Zoning designation, provided all conditions of approval are satisfied. 6. Existing Land Uses: Land uses surrounding the subject site include: North: Commercial Office (Public) (CO (P)); East: State Route 167, Commercial Office (CO) zoning; South: Commercial Office (CO) zoning; and West: King County, Office (0) zoning. 7. Environmental (SEPA) Review: The Environmental Review Committee issued a Determination of Non-Significance -Mitigated on September 21, 2006 with 3 mitigation measures. The subject complies with the policies and codes of the City of Renton, provided all conditions of approval are satisfied. 2. The applicant's request to defer the installation of required landscaping to the future construction of the Emergency Department is approved subject to the condition that building permits for the Emergency Department are issued within 2 years of the date of this approval. 3. The proposal complies with the Comprehensive Plan designation of Commercial Corridor (CC), the Zoning designation of Commercial Office (Public) (CO (Pl). F. Decision The Site Plan for the Valley Medical Center Central Utilities Plant, File No. LUAOG-094, SA-A, ECF, is approved subject to the following conditions: 1. The applicant shall comply with all Environmental Review Committee mitigation measures. 2. The Development Services Division's approval of this work is required prior to final inspection and approval of the permit. Fire 1. the existing fire flow is unchanged. Existing water mains and hydrants are sufficient as long as they are maintained in equivalent condition and capacity. 2. Separate plans and permits are required for the installation of sprinkler and fire alarm systems. Separate plans and permits will be required for both the installation and removal of all underground and above ground fuel tanks. Underground tanks no longer used, must be removed from the ground and cannot be abandoned in place. 3. Fire department access roadways are adequate. Medical gas storage areas, both inside and outside are required to meet Sections 3006 and 4004 of the International Fire Code. Earth ercrpt 06-094.doc Impacts: The topography of the subject site is relatively flat and gradually slopes from southwest to northeast at an approximate grade of 4 percent. The applicant estimates that approximately 450 cubic yards of fill could be brought in for the construction of the proposed project. A Geotechnical Memorandum prepared by Geo Engineers, dated May 20, 2003 and a Geotechnical Report prepared by Geo Engineers, dated January 22, 2004 were submitted with the project application. The previous geotechnical studies were prepared for the construction of the Surgery Center addition located to the southeast of the project site. There are no geological hazard areas mapped on the project site and the submitted reports were based on soil data that was gathered in the vicinity of the project site, therefore staff has accepted the previously submitted geotechnical information for the current proposal. Due to the potential impacts that could result from the construction of the proposed improvements on the site, staff recommends a mitigation measure requiring that construction on the site comply with the recommendations found in the Geotechnical Report prepared by Geo Engineers, dated January 22, 2004. Due to the potential for erosion on the project site during construction, staff recommends a mitigation measure requiring the installation of erosion control per the Department of Ecology standards during the construction of the project. Based on the information supplied with the application, the following comments concern the environmental impacts, policy, and other code-related issues: Existing Conditions: WATER SEWER STORM STREETS There is an existing 12" water main looping the existing facilities. The modeled fire flow available at the site is approximately 4600 gpm. The proposed project is located within the 350-water pressure zone. The site is outside the Aquifer Protection Area. The property is currently served by an 8" public sewer line. The site is served by on-site private surface water collection and conveyance facilities. Collected surface water is discharged to the Panther Creek wetlands. The site is surrounded by fully improved roadway with curb, gutter, sidewalk and street lighting. Existing site ingress and egress is adequate. Code Related Comments: WATER 1. City Code requires a System Development Charge (SOC) for all new and site re- development. Our records indicate that this fee has been paid-in-full. 2. Any existing sub-standard fire hydrants will be required to be replaced and/or retrofitted with a quick disconnect Storz fitting. 3. Separate plans and permits are necessary for any new fire sprinkler systems and associated double detector check valve assemblies. SEWER 1. Existing water mains and hydrants are sufficient as long as they are maintained in equivalent condition and capacity. 2. Separate plans and permits are required for the installation of fire alarm and sprinkler systems. Separate plans and permits will be required for both the installation and removal of all underground and aboveground fuel tanks. Underground tanks no longer used, must be removed from the ground and cannot be abandoned in place. 3. Fire department access roadways are adequate. Modifications to existing fire lanes may be needed depending on where the existing fire department connections are relocated to. 4. Existing water mains and hydrants are sufficient as long as they are maintained in equivalent condition and capability. 2. Fire sprinkler and fire alarm systems shall be extended to all proposed building addition areas. The existing co-~neration building shall also be fully fire sprinklered as you are connecting it to the main hospital building. The new addition is one store, the Co-Gen is one story with an existing mezzanine (988 square feet) and the remodeling interior to the hospital is on one level (4,664 square feet). The subject site is located at 400 S 43rd Street within the Commercial Office -Public (CO(P)) zoning designation. Zoning: The intent of the CO zone is to provide areas appropriate for professional, administrative, and business offices and related uses, offering high quality and amenity work environments. In addition, a mix of limited retail and service uses may be allowed to primarily support other uses within the zone, subject to special conditions. Limited light industrial activities, which can effectively blend in with an office environment, are allowed, as are medical institutions and related uses. Development Standards: The proposal's compliance with the CO zone development standards and the parking regulations is addressed below: Lot Coverage -The maximum building lot coverage permitted in the CO zone is 65% of the total lot area or 75% if parking is provided within the building or within a parking garage.
