LUA06-096, A, PZ, ECF MAPLEWOOD ADDITION EXPANSION ANNEXATION PREZONE The City is prezoning the proposed 285.5 acre expansion of the Maplewood Addition Annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time the subject site comes into the City. The original 60.5 acre annexation proposal has already been prezoned and environmental review has been completed. Annexation is considered exempt from SEPA. However, the prezoning of the area does require SEPA review. The proposed prezone is considered to be a non-project action. under SEPA. The City is proposing to prezone 257 .3 acres of the expanded area R-4 (Residential 4 units per net acre), 3.0 acres CA (Commercial Arterial), 10.9 acres R-14 (Residential 14 units per net acre) and 14.3 RMH (Residential Mobile Home). The CA. R-14, and RMH zoning are proposed to be applied to land uses already fully developed at those uses and intensities. Comprehensive Plan Amendments are being processed concurrently, as part of the annual amendment cycle, to amend the land use designations for these areas. The proposed prezoning site is located south and east of City Limits along the Maple Valley Highway. It extends as far west as the urban growth boundary. OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (CNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed non-project action. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal period will follow the issuance of the DNS. The City Council is holding the first of two required public hearings on the proposed prezoning of lhe expansion on August 7, 2006. The subject site is located within the Residential Low Density (RLD) Comprehensive Plan Land Use Map designation. The R-4 zone is consistent with this land use designation. Comprehensive Plan Amendments are being concurrently processed to amend the land use designations for 3.0 acres of commercial property (to be re-mapped Commercial Corridor with CA zoning) and for 10.9 acres of multi-family use property (to be re-mapped Residential Medium Density with R-14 zoning). A text amendment to allow RMH zoning as an implementing zone of the RLD designation is also proposed. These Comprehensive Plan changes have been initiated by the City to better represent the existing land uses in the area. The proposed prezone is consistent with these land use designations, as well as relevant land use p9licies adopted in November 2004. Environmental Checklist dated July 19, 2006. Development Regulations Used For Project Mitigation: This non-project action will be subject to the City's SEPA Ordinance and Development Regulations and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The analysis of the proposed non-project action does not reveal any adverse environmental impacts requiring mitigation above and beyond existing code provisions. However, mitigation may be necessary and may be imposed at the time of a site specific development proposal is made under the zoning in place at some time in the future on the subject annexation site. Comments on the above application must be submitted in writing to Don Erickson, Project Manager, Strategic Planning Division, EDNSP Department, 1055 South Grady Way, Renton, WA 98055, by 5:00 PM on August 16, 2006. If you have questions about this proposal, or wish to be made a party of record and receive additional notification by mail, contact the Project Manager. 'I_ 2 l 2006 NARRATIVE AND PROPOSAL suMMARY '1£cc,vco The City is prezoning the proposed 285.5 acre expansion of the Maplewood Addition Annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time the subject site comes into the City. The original 60. 5 acre annexation proposal has already been prezoned and environmental review has been completed. Annexation is considered exempt from SEPA. However, the prezoning of the area does require SEPA review. The proposed prezone is considered to be a non-project action under SEP A. The City is proposing to prezone 257.3 acres of the expanded area R-4. In the Renton Comprehensive Plan the entire site is currently designated as Residential Low Density. King County zoning allows much higher intensity uses in this area. The current zoning is King County R-6, six units per gross acre, R-12, 12 units per gross acre, and Neighborhood Business. There are higher density residential and commercial uses in the proposed annexation expansion that should be assigned appropriate zoning designations. There are also two mobile home parks that should be assigned appropriate zoning designations. Comprehensive Plan Amendments are being processed concurrently, as part of the annual amendment cycle, to amend the land use designations for these areas. Under the proposed text amendment #2006-t-5, the RMH (Residential Mobile Home) designation would be allowed as an implementing zone of the RLD land use designation for existing mobile home parks. This would allow 14.3 acres to be zoned RMH. Under the proposed map amendment #2006-m-7, 3.0 acres would be designated for Commercial Corridor use and zoned CA (Commercial Arterial) and 10.9 acres would be designated Residential Medium Density and zoned R-14 (Residential, fourteen units per acre) to protect existing land uses. If the higher density zones and designation are allowed in these areas, it would be highly unlikely to create any additional impact because the proposed zoning and land use designations only reflect the existing conditions and do not create potential for additional growth. The proposed prezoning site is located south and east of City Limits along the Maple Valley Highway. It extends as far west as the urban growth boundary. Surrounding City zoning to the north and the west is R-4. Surrounding County zoning is R-1, one unit per gross acre to the South, R-6 to the west, and RA-5, one unit per 5 net acres, to the North and the East. Maplewood Addition Annexation Expansion Prezone Justification The area proposed for prezoning has already been designated for Residential Low Density in the Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for urban development at a density of 4-12 dwelling units per gross acre. Nearly the entire area is considered some type of sensitive area-including geological hazards and flood hazards. R-4 zoning of this property would be consistent with the Comprehensive Plan. The majority of the developable land in the expanded annexation area has been already developed. Proposed Comprehensive Plan changes are being considered concurrent with this application, as part of the yearly amendment process. The changes will make the land use designation and zoning consistent with the land use already in place, and do not represent any increases in capacity and growth. DEVELOPMENT SERVICES DIVISION ENVIRONMENTAL CHECKLIST City of Renton Development Services Division 1055 South Grady Way, Renton, WA 98055 Phone: 425-430-7200 Fax: 425-430-7231 PURPOSE OF CHECKLIST: ~ccvELOPMENT CITY OF FIE~11i~NING JUL 2 7 2006 Rece, veo The State Environmental Policy Act (SEPA), Chapter 43.21G RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An Environmental Impact Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply''. Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSALS: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For nonproject actions (actions involving decisions on policies, plans and programs), the references in the checklist to the words "project," "applicant," and "property or site" should be read as "proposal," "proposer," and "affected geographic area," respectively. SUPPLEMENTAL SHEETS FOR NONPROJECT ACTIONS (These sheets should only be used for actions involving decisions on policies. plans and ro rams. You do not need to fill out these sheets for ro·ect actions. Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements of the environment. When answering these questions. be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not implemented. Respond briefly and in general terms. 1. How would the proposal be likely to increase discharge to water; emissions to air; production, storage, or release of toxic or hazardous substances; or production of noise? It is unlikely that the proposal would have any affect on the above environmental issues. Additional residential development is likely lo occur on this site with or without the proposal. However, under the proposed Renton prezoning full development of the site would result in fewer residential units than under the current King County zoning. Proposed measures to avoid or reduce such increases are: New development resulting as a consequence of these proposed amendments would be required to comply with the City's development regulations. 2. How would the proposal be likely to affect plants, animals, fish, or marine life? There would be no affect on plants, animals, fish, or marine life as a direct consequence of this non-project, prezoning proposal. There may be some displacement of existing vegetation to clear undeveloped lots for future development, which is likely to occur under the both the present conditions and the proposal. Proposed measures to protect or conserve plants, animals, fish, or marine life are: None at this non-project /eve/. Development of additional dwelling units under this proposal must comply with City of Renton regulations and with Renton's Critical Areas Ordinance. Any measures needed in this regard will be implemented at the project level review. 3. How would the proposal be likely to deplete energy or natural resources? The proposed non-project action will not deplete energy or natural resources. Future project level development may impact energy or natural resources slightly but will not deplete them. Full development of the proposal would impact energy and natural resources slightly less than the current conditions. Proposed measures to protect or conserve energy and natural resources are: None are proposed at this non-project action stage. H:\EDNSP\PM\Annexations\Maplewood Addition\SEPA Checklist Expansion.doc 14 4. How would the proposal be likely to use or affect environmentally sensitive areas or areas designated (or eligible or under study) for governmental protection; such as parks, wilderness, wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, wetlands, flood plains, or prime farmlands? This proposal would likely not use or affect environmentally sensitive areas. At such time that additional dwelling units are developed on this site, they will be subject to City of Renton critical area regulations and development standards that are designed to protect environmentally sensitive areas. Proposed measures to protect such resources or to avoid or reduce impacts are: Nia. 5. How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The proposed prezoning of this area will increase compatibility with the surrounding uses since it will limit future development to low intensity uses. Proposed measures to avoid or reduce shoreline and land use impacts are: None. 6. How would the proposal be likely to increase demands on transportation or public services and utilities? Since the area is already nearly fully developed in the area which are capable of development, there is unlikely to be any increased demand. Proposed measures to reduce or respond to such demand(s) are: None. 7. Identify, if possible, whether the proposal may conflict with local, state, or federal laws or requirements for the protection of the environment. The proposal will not conflict with local, state, or federal laws or requirements for protection of the environment. SIGNATURE I, the undersigned, state that to the best of my knowledge the above information is true and complete.
