In compliance with RCW 43.21 C. 240, the following non-project environmental review addresses only those impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Land Use Impacts: Land Use Impacts have been analyzed in the attached spreadsheets. Overall, Renton zoning represents a downzone when compared to King County zoning. When capacity under King County regulations is compared to capacity under the proposed City of Renton zoning regulations it results in a smaller number of future units. To estimate this capacity two different methodologies were considered. 1) Methodology 1: Capacity of Vacant, and Developed Property Based on Maximum Zoned Density This methodology assumes that all properties develop at 80% of the maximum density allowed in the zone, and does not distinguish between developed and undeveloped property. Spreadsheet 1 shows that under proposed Renton zoning 12,239 units and 856,613 sq. ft. of commercial use would be allowed. Under existing County zoning 20,759 units and 1,212,802 sq. ft. of commercial would be allowed. There are approximately 7,030 residential units existing, while the amount of commercial square footage is not known. Under the maximum density in King County zoning an additional 13,729 units could be allowed, whereas under proposed Renton zoning, a maximum of 5,209 additional units could be allowed. The difference between the possible maximum increase under County versus Renton zoning is 8,520 units. 2) Methodology 2: Review of Residential Capacity Based on Buildable Lands Methodology, Spreadsheet 2 This method only looks at residential capacity. In this instance the methodology calculates the capacity of net vacant and re-developable lands based the average density of development occurring in each zone over the last 5 years. These factors are developed based on the permit histories in both King County and the City and take environmental constraints, market factors, and developed proper1ies into consideration. This methodology gives a more accurate forecast of future development activity on available net acreage than Methodology 1. In this instance, the potential new capacity under proposed Renton zoning is 2,017 units, while County zoning would allow 2,897 units. The difference between Renton and King County zoning would be 880 units. King County has already analyzed the environmental effects of the larger capacity under King County zoning in its 1994 Comprehensive Plan DEIS and FEIS. E. Once the review of the Comprehensive Plan Land Use Designations is completed, the area will be pre- zoned in anticipation of future annexation.
