Approval is subject to a word change (from "Boundary" to Lot) in the Declaration Block (Sheet 1 0/2). Please submit two sets of original signed mylars and a check for $15.81 made out to Champion Couriers to my attention at the sixth floor counter of City Hall. Please verify that the mylars have been signed by all owners of record and have been notarized with an ink stamp (not embossed). The ink stamp musfbelegible so that King County will.promptly record the lot line adjustment. This decision to approve the proposed lot line adjustment is subject to a fourteen (14) day appeal period from the date Clfthis letter. Introduction and Purpose of Report This report presents the findings of a wetland detennination perfonned by The Riley Group for a short plat application of an 84,506 square foot (1.95 acres) parcel (the "subject site"). The property is located at 11044 SE 192nd Street, Renton, WA, (Unincorporated King County), Parcel 6623400132 (Fignre 1). In response to connnunication from King County DOES, the scope of work was to perfonn a wetland determination and delineation on the adjacent parcel to the north, Parcel 2698200220; pennission was granted by the adjacent property owner to enter the site. The "study area" was the wetland edge adjacent to the subject site; a delineation of the entire off-site wetland boundary was not perfonned. Accordingly, the southern edge of a Category ill wetland was delineated on the parcel to the north; the buffer of this wetland extends onto the subject site. A home is located at the south end of the site and several out-buildings and scattered vehicles are present. Wetland Delineation 2.1 VEGETATION Vegetation was evaluated across the adjacent site to the north to determine the presence of hydrophytic plant communities. Plant communities are considered hydrophytic when more than 50 percent of the dominant species in the plant community have a wetland indicator status of facultative (FAC+, FAC, & FAC-), facultative wetland (FACW+, FACW, & FACW-), or obligate wetland (OBL), as listed in the National List of Plant Species That Occur in Wetlands, Region 9 -Northwest (Reed, 1993 and 1988). The indicator codes for plant species are noted in Table 1. 2.1.1 TABLE 1. Dominant species were recorded as species comprising more than 20 percent of the plant community in each stratum (tree, shrub, and/or herb layer). 2.2 SOILS Anaerobic (saturated) conditions cause soils to form certain characteristics that can be observed in the field. Hydric indicators include: the presence of a matrix chroma of 1 or less in unmottled soil or 2 or less in mottled soil, gleyed soil, organic soils (peats and mucks), and the accumulation of sulfidic material. Soil pits were dug in each data point, using a shovel to depths of 16 to 18 inches below ground surface (BOS). Soils textures were characterized using Natural Resources Conservation Service protocol, and examined for hydric indicators as described by the Washington State Manual. Soil colors were identified using a Munsell soil color chart (Kollmorgen Corporation, 1988). Depth of soil saturation was recorded for each data point. Wetland Data Sheets are included in Appendix A. Several secondary data points were examined across the wetland/upland boundary in order to detennine the approximate boundary line, although data fonns were not completed at the secondary data points. The secondary data points were used to examine similarities or differences in soils between major data points and to establish mapped soil unit boundaries. 2.3 HYDROLOGY At each data point, observations of direct and indirect wetland hydrology indicators were evaluated and recorded. Under nonnal conditions, hydrologic indicators are used to determine if the hydrology is either currently present or can be inferred from the guidelines provided in the Washington State Manual. These indicators include: recorded data, visual observation of inundation or saturation, watermarks, drift lines, sediment deposits, drainage patterns, local soil survey data, oxidized root channels, and water-stained leaves. 2.4 WETLAND RATINGS Wetlands, where present, were classified according to King County Code (KCC) 2IA.24.318 Wetlands -categories, as follows: A. Wetlands are classified into category I. category II. category III and category IV based on the adopted Washington State Wetland Rating System for Western Washington, Washington state department of ecology publication number 04-06-025, published August 2004. 3. Inventory Information The King County GIS Sensitive Areas maps do not indicate any wetlands or streams on or within 1 ~O-feet of the subject site (Figure I). 4. Wetland Study Results 4.1 VEGETATION The study area, located on the adjacent parcel to. the north, is. dominated by red alder (Alnus rubra) and black cottonwood (Populus balsamifera) in the overstory; some western red cedar (Thuja pUcata) is also present. Within wet areas represented by DPI, Scouler's willow (Salix scouieriana), salmonberry (Rubus spectabilis) and Douglas spirea (Spiraea douglasii) codominate in the shrub layer; Himalayan blackberry (Rubus procerus) is common. Slough sedge (Carex obnupta) is also present. This is a hydrophytic plant community. In the forested upland, the shrub layer is dominated by Indian plum (Oemleria cerasiformis); Himalayan blackberry dominates in the understory. Swordfern (Polystichum munitum) and Pacific blackberry (Rubus ursinus) co-dominate in the groundlayer. This is a non-hydrophytic plant community. 4.2 SOILS The site is mapped on the Web Soil Survey as AgC (Alderwood gravelly sandy loam 6 -15% slopes), as shown on Figure 3. The Alderwood series is a non-hydric soil made up of moderately well drained soils that have a weakly consolidated to strongly consolidated substratum at a depth of 24 to 40 inches. Typically, these soils are on uplands. They are fonned under conifers, in glacial deposits. In a representative profile, the surface layer and subsoil are very dark brown, dark-brown, and grayish-brown gravelly sandy loam about 27 inches thick. The substratum is grayish-brown, weakly consolidated to strongly consolidated glacial till that extends to a depth of 60 inches and more. Some small depressional areas mapped as Alderwood soils are inclusions of the poorly drained Bellingham, Seattle, Tukwila, and Shalcar soils. Permeability is moderately rapid in the surface layer and subsoil in Alderwood soils and very slow in the substratum. Water moves on top of the substratum in winter. Soil on the adjacent site at DP2 within the upland forest was 10YR 3/2 unmottled loam. This soil generally matched the mapped series and is considered non-hydric. At DPI, soil was black (IOYR 3/1) muck to 9 inches underlain by mottled IOYR 4/2 fine sandy loam to 14+ inches. This soil generally matches the Tukwila series. The Tukwila series is made up of very poorly drained organic soils that formed in decomposing sedges, rushes, grasses, and shrubs. These hydric soils are in wet basins of upland depressions and on stream bottoms. In a representative profile, dominantly black to very dark brown muck extends to a depth of 60 inches or more. No indicators were observed at DP2 in the forested upland. An ornamental pond has been constructed within the northern end of the wetland. A constructed ditch apparently serves as an overflow device; a detailed evaluation was not conducted of these features. 5. Wetland Determination Based upon the presence of all three wetland indicators, a wetland is present on the adjacent parcel to the north. The southern boundary of the wetland was delineated and surveyed and is shown on the site plan in Appendix C. 6. Wetland Rating The wetland rates Category ill using Version 2 of the Wetland Rating Form for Western Washington, Appendix B. Category III wetlands within Urban Areas of King County are protected with a standard 75-foot buffer width. As shown on the Site Plan (Appendix C), no modifications to this buffer width are proposed. 7.
