Due to proximity of Springbrook Creek, a shoreline of the state, to the proposed exterior modifications; a Shoreline Substantial Development Permit is required. Approximately 90 cubic yards of soil within the existing structure will be excavated for the new second floor structure footings. All earthwork is proposed within the existing building; therefore erosion would not likely be an impact of the proposed project. Due to the size of the addition, Environmental (SEPA) Review is required. The subject site is designated Medium Industrial (IM) on the City's zoning map. II PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS-M with a 14-day Appeal Period. B. Mitigation Measures 1. The applicant shall pay a Traffic Mitigation Fee in the amount of $75.00 for each new net daily trip prior to issuance of building permits. The fee is estimated to be $7,800.00. 2. The applicant shall pay a Fire Mitigation Fee of $0.52 for each new square foot of non-residential space. Along with the addition, the areas dedicated to each use have been reallocated resulting in: 24,646 square feet of office space; 31,340 square feet of manufacturing space; and 81,131 square feet of warehouse space. The uses within the building are anticipated to generate a total of 104 new trips daily, including peak hour trips. To mitigate impacts on city streets from this usage, a Transportation Impact Fee would be imposed. The fee, at $75 per trip for the 104 new daily trips anticipated, has been estimated at $7,800.00 ($75.00 x 104 trips~ $7,800.00). This fee would be payable prior to issuance of the building permit. Mitigation Measures: The applicant shall pay a Traffic Mitigation Fee in the amount of$75.00 for each new net daily trip prior to issuance of building pcrn1its. The fee is estimated to be $7,800.00. Nexus: Transportation Impact Fee Resolution 3100; Ordinance 4489; SEPA 2. Fire & Police Impacts: The project can be expected to have impacts on fire and police services. The site is located at 4101 Oakesdale Ave. As your proposal discloses, three minor adjustments to the approved site plan are proposed. Request: 1. The removal of an existing concrete wall on the 1st and 2°d floors of the southern elevation. The opening would be replac.ed with new exterior windows, with fmish to match existing exterior windows. 2. The construction of a new glass storefront system to match existing construction and finishes. The new storefront system would be constructed to the bottom of the existing canopy. 3. The addition of 30 new parking stalls to the north side of the building displacing a portion of the existing loading dock area. Site Plan Modification Criteria: Renton Municipal Code, Section 4-9-2001, allows minor adjustments to an approved site plan, provided: 1. The adjustment does not involve more than a ten percent increase in area or scale of the development in the approved site plan; or 2. Have a significantly greater impact on the environment and facilities than the approved plan; or 3. Change the boundaries of the originally approved plan. -------10_5_5-So-u-th_G_r_a-dy-W-ay--R-e-n-to_n_, \\- 1 -as_h_in_gt_o_n_9_8_05_7 ______ ~ @ This paper contains 50% recycled material. 30% post consumer AHEAD OF THE CURVE Analysis of Request: The site plan modifications requested and as shown in your August 12, 2008 submittals have been compared to the Site Plan as approved by the City of Renton Hearing Examiner on April 27, 1998 (File No. LUA98-021). The proposed changes would not result in more than a 10 percent increase in area or scale of the development. The proposal would not have a greater impact on the environment and facilities, nor would it change the boundaries of the originally approved site plan. Decision: Based on staffs analysis, I have determined the proposed revisions are within the parameters defined by the Renton Municipal Code. Therefore, the proposed modifications to the site plan are approved subject to the following conditions: I. Prior to the issuance of the final building permit for Kaye-Smith Building, 3 full size copies and 1 8 !h x 11 inch photo reduction of a final site plan, building elevations, shall be submitted to the Planning Division project manager. 2. The applicant is advised that all code requirements and conditions of the site plan approval are still applicable to the development of the site. The applicant should also understand that Environmental SEPA Review and Site Plan Review may be required for future modifications to the site plan. This determination will be final unless a written appeal of this administrative determination-accompanied by the required $75.00 filing fee -is filed with the City's Hearing Examiner within 14 days of the date of this decision. The subject property is currently developed with a 129,117 square foot building and 131 parking stalls. The code applies in this instance because the proposed project would increase the building's square footage by 7, 805 square feet; in turn requiring an additional 30 new parking stalls. RMC4-4-080.F.7.e states surface parking lots, between 15 and 50 parking stalls, provide a minimum of 15 square feet of landscaping per stall. With the addition of 30 new parking stalls the applicant is required to provide 450 square feet (30 stalls x 15 square feet= 450 square feet) of landscaping. The applicant is proposing to not provide additional landscaping. Since the proposal does not include additional landscaping in the amount of 450 square feet, Mr. Morgan has requested a landscape modification on behalf of Oakesdale Business Park, LLC. Analysis a) Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. If the modification is approved, no additional landscaping would be provided to screen the new parking area. The applicant contends. therequested modification conforms to the intent and purpose of the parking regulations; by providing sufficient landscaping in the amount necessary for the new parking area. The site has existing landscaping tha.t exceeds the amount oflandscaping required by code for existing and proposed parking stalls. Staff concurs with the contention of the applicant; the existing landscaping would be sufficient to meet the objectives and safety, function, appearance, environmental protection and maintainability intended by code requirements. b) Will not be injurious to other property(ies) in the vicinity. The applicant contends that the absence of additional landscaping for the proposed new parking area would have a minimal impact to properties in the vicinity. The location of the new parking area would be located within the loading dock area, which comprises approximately 90 percent of the northern elevation of the existing building. The proposed parking spaces would supplant approximately 35 percent of the existing loading dock area. The applicant contends that the changing of the loading dock function would have a minimal visual impact and should reduce the overall visual impact from properties in the vicinity. Staff concurs with the applicant that no additional impact would be caused by the approval of the proposed modification. c) Conform to the intent and purpose of the Code. See discussion under criterion "a". Kaye Smith Building September 22, 2008 Page 3 of3 d) Can be shown to be justified and required for the use and situation intended. See discussion under criterion "a". e) Will not create adverse impacts to other property (ies) in the vicinity. As stated under criterion "a" & "b", the proposed parking should not create adverse impacts to other properties in the vicinity of the project site. Decision The parking modification for the Kaye Smith Building is hereby approved. The site is located at 4101 Oakesdale Ave. As your proposal discloses, three minor adjustments to the approved site plan are proposed. Request: 1. The removal of an existing concrete wall on the 1 '1 and 2"d floors of the southern elevation. The opening would be replaced with new exterior windows, with finish to match existing exterior windows. Have a significantly greater impact on the environment and facilities than the approved plan; or .3. Change the boundaries of the originally approved plan. --~----10_5_5-So-u-.th-G_r_a-dy-W-ay---R-e_n_to_n_, W-as-h-ih_gt_o_n_9_80_5_7 ______ ~ @ This paper contains 50% recycled material, 30% post consumer AHEAD OF THE. The proposed changes would not result in more than a 10 percent increase in area or scale of the development. The proposal would not have a greater impact on the environment and facilities, nor would it change the boundaries of the originally approved site plan. Decision: Based on staff's analysis, I have detennined the proposed revisions are within the parameters defined by the Renton Municipal Code. Therefore, the proposed modifications to the site plan are approved subject to the following conditions: I. (Gross) Proposed Added Floor Area: 8,000 S.F. (Gross) Zoning: 1-M Industrial Permitted Use: Manufacturing, Warehouse, and Office Special Site Features: Wetland Mitigation Area to the south at Springbrook Creek. No work to be done in this area. Soils Conditions: The Geotechnical Engineering Study described ten to twenty feet of loose to medium dense, interbedded silt and silty sand. It also described some ground water observation in the Test Pits. The only work we will be doing that is affected by soils conditions will be adding new footings for the second floor addition over where the existing slab is located. Excavation: Approximately 90 cubic yards of earth below the existing concrete slab will be removed for the footing of the new second floor structure. Drainage Control Plan: We are not effecting the existing condition of the drainage plan as all work except the vestibule will be done inside the existing building structure. All new Sanitary Sewer will be connected to existing lines within the building structure. Project Cost: Approximately $1.2 million Scope of Work We are proposing to add 8,000 square feet within the existing building structure (the roof is at 35'-0" above the first floor slab). This will add to the Office use area. We are also modifying the percentages of each use within the existing building as noted below by changing Warehouse use to both Office and Manufacturing use. We have also noted how many parking stalls are required. The second floor structure will be a concrete/steel deck structure supported by steel beams and columns with new footing cut into the existing slab. We are also adding two new stairs and an elevator to meet accessibility requirements. This area and the area below will be occupied by Office Use. The added Manufacturing use displacing the Warehouse use will be approximately 9,885 S.F. and will be located at the northwest corner fo the building. The exterior work will be limited to cutting in new windows into three of the south concrete wall panels at both the first and second floors. We will also be adding the parking to the north side of the building at the existing loading dock area which is paved. 1326 Fifth Avenue Suite SOD. Seattle. WA 98101 TEL: 206. Renton. WA. -Trip Generation Comparison Dear Mr. Morgan: The purpose of this letter is to summarize the trip generation associated with the expansion of the Kaye Smith Enterprises, Inc. building. The building is located at 4101 Oakesdale Avenue SW in the City of Renton and totals 129, 117 square feet of space that is used primarily for warehousing, but also includes some office and manufacturing space. The proposed expansion would add 8000 square feet of space and reallocate the areas used for the office, warehouse, and manufacturing space. This summary includes not only the estimated trip generation associated with the various uses and expansion, but a comparison between the originally approved and proposed uses. Specifically, the originally approved uses were as follows: • 12,911 SF of office space • 25.822 SF of manufacturing space • 90,384 SF of warehouse space The proposed expansion and reallocated areas are as follows: • 24,646, SF of office space • 31.340 SF of manufacturing space • 81. 13 l SF of warehouse space The subsequent section summarizes the trip generation associated with the originally approved and proposed uses. Trip Generation The trip generation for the project has been estimated using the most recent values in the ITE Trip Generation Manual (7th Edition, 2003). ITE Land Use 140-Manufacturing, Land Use 150-Warehousing, and Land Use 710 -General Office Building best represent the uses on the site. Table 1 summarizes the trip generation for the originally approved and proposed uses. An Environmental Impact Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know'' or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSALS: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For nonproject actions (actions involving decisions on policies, plans and programs), the references in the checklist to the words "project," "applicant," and "property or site" should be read as "proposal," "proposer," and "affected geographic area," respectively.
