The proposal to retain the two existing home on new Lot 1 would not meet the development standards for one dwelling unit per lot, unless a Temporary Use Permit was granted, Setbacks -Setbacks are the minimum required distance between the building footprint and the property line or private access easement. The required setbacks in the R-8 zone are 15 feet in front for the primary structure; 20 feet in front for the attached garage; 20 feet in the rear; 5 feet for interior side yards; 15 feet for side yards along streets (including access easements) for the primary structure; and, 20 feet for side yards along streets (including access easements) for attached garages. The existing homes on proposed Lot 1 comply with the front yard setback, The primary residence on Lot 1 wonld not meet the side yard setback. A Temporary Use Permit would be required, LANDSCAPING: For short plats abutting non-arterial public streets, the minimum off-site landscaping is a five (5 ft.) wide irrigated or drought resistant landscape strip provided that if there is additional undeveloped right-of-way in excess of 5 ft., this also must be landscaped. A 5 ft. minimnm on-site landscape strip is required within the front yard along the access easement shall be required. Tree requirements for plats include at least two (2) trees of a City approved species with a minimum caliper of 1 112 inches per tree must be planted in the front yard or planting strip of every lot prior to building occupancy. A Conceptual Landscape Plan prepared by a registered Landscape Architect, a certified nurseryman or other certified professional would be required as part of a formal land use application. The plan shall show the minimum 5-foot landscaping strip and two trees within the front yards or planting strip of each lot. TREE RETENTION: A tree inventory and a tree retention plan shall be provided with the formal land usc application. The tree retention plan must show preservation of at least 30% of protected trees [those with a minimum diameter 6-inches when measured four and a half feet above grade], and indicate how proposed building footprints will be sited to accommodate preservation of significant trees that will be retained. If 30% tree retention cannot be achieved, then the replacement ratio is 6: 1 with a minimum 2- inch caliper trees. ACCESSIPARKING: As proposed. the two lots would have separate access via NE 28th Street. Each lot is required to accommodate off street parking for a minimum of two vehicles per lot. The maximum driveway slopes cannot exceed 15%, provided that driveways exceeding 8% are to provide slotted drains at the lower end of the driveway. If the grade exceeds 15%, a variance is required. FENCES: Permitted fence height is 48" in the front yard and side yards along a street, and 72" in the rear yard and interior side yards. The soils in the general area are Indianola loamy fine sand, rolling. Surface drainage is will developed and rapid and internal drainage is free to excessive per the King County Soils Conservation report excerpt attached. No utility or street construction will be needed other than the installation of a water meter and side sewers. Existing conditions: The site contains two residences of 1174 square feet, a garage of 440 square feet and a driveway and parking area of approximately 2790 square feet.
