City of Renton Commute Trip
Reduction (CTR) Ordinance
fulfills RCW 70.94.527 of the
Washington Clean Air Act which
requires local jurisdictions to
adopt II. CTR plan for major
employer worksites located in
the affected urban growth area.
The plan requires pulbic and
privatc employers with at least
100 employees to participate
in the program which includes
establishing drive alone reduction
goals and targets, measuring
progress with biennial surveys,
and submitting annual program
reports. The plan also includes
a process for the City to review,
approve, reject and revise an
employer's program as well as
an appeal process for employers.
The plan allows jurs.idictions
to establish a Growth and
Transportation Efficiency Center
program in the Urban Center.
Appeals of the environmental
determination must be filed in
writing on or before 5:00 PM on
October 27, 2008. Appeals must
be filed in writing together with
the required $75.00 application
fee with: Hearing Examiner, City
of Renton, 1055 SOllth Grady
Way, Renton, WA 98057. Appeals
to the Examiner are governed by
City of Renton Municipal Code

year targets and program strategies and update other elements as needed.

The 2008 City of Renton Commute Trip Reduction (CTR) Ordinance fulfills RCW 70.94.527 of
the Washington Clean Air Act, which requires local jurisdictions to adopt a commute trip
reduction plan for major employer worksites located in the affected urban growth area.
12. Goals and Objectives of the Plan
To achieve reductions in the proportion of single-occupant vehicle commute trips and be consistent
with rules established by the Washington State Department of Transportation and the Washington
State CTR Board.
13. Basic Characteristics of the CTR Plan
The 2008 CTR Plan continues the existing CTR Plan adopted by the City in 1991. The Plan:
• Requires public and private employers with at least 100 employees to conduct a baseline
survey that measures employees' commuting behavior and to develop, implement and promote
programs designed to reduce the number of drive alone commute trips.
• Establishes drive alone reduction goals and targets for each employer worksite and requires
employers who do not meet their goals to revise their CTR programs in order to achieve goals.
• Requires biennial surveys to measure the progress made by commuters at each worksite
toward meeting goals and targets.
• Requires employers affected by the law to submit annual CTR program reports.
• Provides a process for the City to review and approve, reject and revise an employer's erR
program if the worksite has not met its goal.
• Provides an appeals process, whereby an employers may appeal the City's decisions regarding
their CTR programs.

According to the U.S. Census, the City of Renton had a 2000 population of 55,000 and 569,241

The Washington State Legislature passed the Commute Trip Reduction (CTR) law in 1991. The CTR
program uses partnerships among employers, local jurisdictions, planning organizations, transit systems,
and the state to encourage employees to ride the bus, vanpool, carpool, walk, bike, work from home, or
compress their workweek. The major goals for the CTR program are to:
• Improve transportation system efficiency
• Conserve energy
• Improve air quality
Washington State's CTR program works with major employers in the state's ten most populous counties
to encourage employees to commute without driving alone. About 500,000 employees at nearly 1,100
worksites in the state have access to CTR programs.
The drive-alone rate at worksites participating in CTR decreased from 70.8 percent in 1993 to 65.7
percent in 2005. This contributed to Washington's overall drive-alone commuting rate declining slightly
from 1990 to 2000 (one of only two states where the percentage dropped). Statewide, employees
commuting to CTR worksites made over 20,000 fewer vehicle trips each weekday morning in 2005 than
they did when they entered the program.
CTR Enhances Transportation Efficiency
Making the state's transportation system more efficient is the CTR program's most important goal. The
7 percent reduction in drive-alone trips at CTR sites from 1993 to 2005 creates substantial benefits,
particularly at bottlenecks and chokepoints on key highways. CTR employees in the central Puget Sound
made more than 14,200 fewer vehicle trips each weekday morning in 2005 than they did when their
employers entered the program. The absence of these trips reduced travel delay by an estimated 11.6
percent on average during the peak morning commute in the region.
CTR Conserves Energy and Improves Air Quality
CTR worksite commuters reduced petroleum use in Washington by about 5.8 million gallons of fuel in
2005, saving $13.7 million through the choices they made. They also reduced emissions of three
regulated air pollutants by nearly 3,800 tons and emissions of greenhouse gases by the equivalent of
74,200 tons of carbon dioxide.
In 2006, the Legislature unanimously adopted changes to the eTR law to make the program more
effective, efficient, and targeted. The modified CTR program will officially start on January 1, 2008. To
implement the eTR Efficiency Act, the Washington State Department of Transportation (WSDOT) is
working with cities, counties, planning organizotions, and transit systems to develop the rules and create
new plans.

The Transportation Systems Division intends to submit to the Renton City Council in 2008 for
approval, and will begin implementation immediately following Council adoption.

Yes. RCW 70.94.527(5), requires local jurisdictions to review their local CTR plans annually and
revise them as necessary to be consistent with applicable plans developed under RCW 36.70A.070.
The local CTR plan will be updated at least once every four years, in order to establish new four-
year targets and program strategies and update other elements as needed.

No environmental information has been or will be prepared for the Commute Trip Reduction
(CTR) Ordinance.

The 2008 City of Renton Commute Trip Reduction (CTR) Ordinance fulfills RCW 70.94.527 of
the Washington Clean Air Act, which requires local jurisdictions to adopt a commute trip
reduction plan for major employer worksites located in the affected urban growth area.
12. Goals and Objectives of the Plan
To achieve reductions in the proportion of single-occupant vehicle commute trips and be consistent
with rules established by the Washington State Department of Transportation and the Washington
State CTR Board.
13. Basic Characteristics of the CTR Plan
The 2008 CTR Plan continues the existing CTR Plan adopted by the City in 1991. The Plan:
• Requires public and private employers with at least 100 employees to conduct a baseline
survey that measures employees' commuting behavior and to develop, implement and promote
programs designed to reduce the number of drive alone commute trips.
• Establishes drive alone reduction goals and targets for each employer worksite and requires
employers who do not meet their goals to revise their CTR programs in order to achieve goals.
• Requires biennial surveys to measure the progress made by commuters at each worksite
toward meeting goals and targets.
• Requires employers affected by the law to submit annual CTR program reports.
• Provides a process for the City to review and approve, reject and revise an employer's CTR
program if the worksite has not met its goal.
• Provides an appeals process, whereby an employers may appeal the City'S decisions regarding
their CTR programs.
14. New Element of the CTR Plan:
• Enables the City to establish separate, more ambitious goals and targets for urban centers.
• Allows jurisdictions to establish a Growth and Transportation Efficiency Center (GTEC)
program (RCW 70.94.528) in an Urban Center.
15. Implementation
• Starting immediately following the adoption of the new CTR Ordinance, the City of Renton
stan; or contracted employees, will implement the provisions within the eTR Ordinance and

According to the U.S. Census, the City of Renton had a 2000 population of 55,000 and 569,241

Renton's Comprehensive Plan, including urban trails, bicycle facilities, and multimodal
transportation systems. These policies include those outlined in the Puget Sound Regional Council
Destination 2030 plan; the Urban Village, Land Use, Transportation, and Neighborhood Plan
Elements of Renton's Comprehensive Plan; and the Six-Year Transportation Improvement
Program (Six-Year TIP).

The Washington State Legislature passed the Commute Trip Reduction (CTR) law in 1991. The CTR
program uses partnerships among employers, local jurisdictions, planning organizations, transit systems,
and the state to encourage employees to ride the bus, vanpool, carpool, walk, bike, work from home, or
compress their workweek. The major goals for the CTR program are to:
• Improve transportation system efficiency
• Conserve energy
• Improve air quality
Washington State's CTR program works with major employers in the state's ten most populous counties
to encourage employees to commute without driving alone. About 500,000 employees at nearly 1,100
worksites in the state have access to CTR programs.
The drive-alone rate at worksites participating in CTR decreased from 70.8 percent in 1993 to 65.7
percent in 2005. This contributed to Washington's overall drive-alone commuting rate declining slightly
from 1990 to 2000 (one of only two states where the percentage dropped). Statewide, employees
commuting to CTR worksites made over 20,000 fewer vehicle trips each weekday morning in 2005 than
they did when they entered the program.
CTR Enhances Transportation Efficiency
Making the state's transportation system more efficient is the CTR program's most important goal. The
7 percent reduction in drive-alone trips at CTR sites from 1993 to 2005 creates substantial benefits,
particularly at bottlenecks and chokepoints on key highways. CTR employees in the central Puget Sound
made more than 14,200 fewer vehicle trips each weekday morning in 2005 than they did when their
employers entered the program. The absence of these trips reduced travel delay by an estimated 11.6
percent on average during the peak morning commute in the region.
CTR Conserves Energy and Improves Air Quality
CTR worksite commuters reduced petroleum use in Washington by about 5.8 million gallons of fuel in
2005, saving $13.7 million through the choices they made. They also reduced emissions of three
regulated air pollutants by nearly 3,800 tons and emissions of greenhouse gases by the equivalent of
74,200 tons of carbon dioxide.
/n 2006, the Legis/ature unanimously adopted changes to the CTR law to make the program more
effective, efficient, and targeted. The modified CTR program will officially start on January 1, 2008. To
implement the CTR Efficiency Act, the Washington State Department of Transportation (WSDOT) is
working with cities, counties, planning organizations, and transit systems to develop the rules and create
new plans.
