Lands in the RSF designation are intended for use as quality residential detached development organized into neighborhoods at urban densities. The lot coverage requirements for the proposed lots would be verified at the time of building pem1it review. c) Community A»ets The City's landscape code (RMC 4-4-070) requires all short plats to provide a 5-foot landscaped strip in the front yard area of lots that abut a public right-of-way. The applicant will be required to install a 5-foot wide landscape strip ,dung all street frontages. In addition, the applicant will be required to plant two ornamental trees, a minimum caliper of 1-1/2 inches (deciduous) or 6-to 8-feet in height (conifer), within the front yard ,,I.the proposed lots. If the front yard landscaping is intended to replace trees proposed for remonl, then the minimum caliper would be 2-inches. The tree retention regulations in the R-S zone arc as follows: 30% of the trees shall be retained or be replaced at a rate calculated by the Tree Retention Worksheet. According to the Tree Retention Worksheet, the site currently has five trees over 6 inches in diameter. Based on the Tree Retention Worksheet. the applicant would be required to plant five replacement trees. A conceptual landscape plan was submitted with the application. The proposal includes the installation of a five-foot landscape strip along the frontages ofS 35 11 ' Street and Cedar Avenue Swithin Lots land 2. The conceptual landscape plan does not comply with the Tree Retention Standards because the proposal does not show the type or location of the replacement trees. As a condition of approval, staff recommends that the applicant submit a revised landscape plan showing the location and type of the replacement trees to the Planning Division project manager for review and approval prior to recording of the short plat. d) Compliance with Subdivision Regulations Streets: No new public streets would be created as part of the proposed short plat. The applicant proposes to dedicate two areas totaling 1,041 square feet along the east frontage of the prope1iy. There is cunently a paved and improved public right-ot~way along the frontage of the S 35'" Street and Cedar Avenue S. The proposed short plat is anticipated to generate additional traffic on the City"s street system. In order to mitigate transportation impacts, staff recommends a condition of approval be placed on the project requiring a Transportation Mitigation Fee based on $75.00 per net new average daily trip attributed to the project. One new lot (credit given for the existing lot) is expected to generate approximately 9.57 new average weekday trips. The fee for the proposed short plat is estimated at $717.75 ($75.00 x 9.57 trips x I lot~ $717.75) and is payable prior to the recording of the short plat. All new electrical. phone and cable services to the project site must be undergrounded. Construction of these franchise utilities must be inspected and approved by a City of Renton Public Works inspector prior to recording of the short plat. The project manager should contact the franchise utilities for any additional requirements. Blocks: No new blocks would be created by the proposal. Lots: The shape, orientation, and anangement of the proposed lots comply with the requirements of the subdivision regulations and the development standards of the R-8 zone and allows for reasonable infill of dcvclopabk land. Lot 2 would be rectangular in shape. Lot 1 would be inegular in shape due to the comer radius on the northwest comer. Lot I would access off of S 35'" Street, while Lot 2 would continue to use an existing access point off of Cedar Avenue S. Both lots would meet the requirements for minimum lot size, depth, and width as demonstrated in the table on page 5 of this report. Both lots appear to have sut1icient building area for development of detached single-family residences. The proposed Lot I would be oriented north fronting S 35'" Street, while Lot 2, with its existing structure, would continue to be oriented east toward Cedar Avenue S. Both the proposed orientation and lot configuration would be similar to the existing development pattern of the surround neighborhood. e) Reasonableness of Proposed Boundaries Access: Proposed access to Lot I would be gained off of S 35'" Street via private residential driveway. Lot 2 would be gained off of Cedar Avenue S via private residential driveway. Lot 2 would use an existing curb cut, while Lot I would require a new curb cut. Topography: The topography of the site slopes approximately 12.5% from east to west. Due to the potential erosion that could occur during construction activities, staff recommends as a condition of approval that erosion control be required to comply with the Department of Ecology's Erosion and Sediment Control Requirements as outlined in Volume II of the 2001 edition·ofthe Stormwater Management Manual. Plan Review -Sewer: I. The project will need to submit Certificate of Sanitary Sewer availability from Soos Creek Sanitary Sewer District. 2. The applicant is responsible for providing sanitary sewer to serve the 2 Jots. 3. The applicant is responsible for securing the necessary easements to serve this short plat with sanitary sewer. Plan Review-Water: I. The applicant shall submit a Certificate of Water Availability from Soos Creek Water District to confirm that the District can provide the required fire flow rate for the development as required by Renton code. Plan Review -Storm Drainage; I. The final drainage plan is to include the fully built out short plat, including future houses, driveways and roadway improvements. The runoff from the new houses must be tight lined into a storm drainage system constructed for the short plat. 2. The project will be required to pay the Surface Water System Development Charges $1,012 per new lot prior to the issuance of the construction permit and prior to the recording of the short plat. Plan Review Street Improvements: I. Projects that are 2 to 4 residential lots in size are required to provide half pavement width per standard with curb and gutter. Fesser~ Thomas Miller Short Plat, LUA-08-140-SHPL Format and Legal Description Review Bob Mac Onie and I have reviewed the above referenced short plat submittal and have the following comments: Comments for the Applicant: The dedication of land for street purposes on short plats requires approval by the City Council. Said dedication is achieved via a recorded City of Renton Dedication Deed document (form is provided by the city). If the dedication is to be recorded with the short plat, the dedication process needs to be timed in such a way that Council approval and all other matters pertaining to the dedication have been addressed and resolved, and said document is ready to record. The Deed of Dedication document includes both a legal description exhibit and a map exhibit. The legal description exhibit should be prepared, stamped, dated and signed by the applicant's surveyor. The surveyor should also prepare the map exhibit. The dedication process requires an updated title report, to be dated within the 45 days time frame prior to Council action on said dedication. Talk to the Project Manager if there are questions or further information is needed. Information needed for final short plat approval includes the following: Note the City of Renton land use action number and land record number, LUA-08-149-SHPL and LND-20-0534, respectively, on the final short plat submittal in the spaces already provided. Provide the bearing to center for both ends of curve "C4"(NW corner of Lot 1 ). Also note the bearing to center for the northwesterly end of curve "CS". The geometry will be checked by the city when said bearings have been provided. The method of determining the short plat boundary should be stated on the short plat submittal. It appears that there may be a number of agreements and/or restrictions that are not currently noted on the short plat submittal (per Pacific Northwest Title Company, Supplemental Report #I ,Order No. 685346, elated December 2, 2008). Review and revise as needed. The addresses for the two lots will be provided as soon as possible. Note said addresses in the spaces already provided. On the final short plat submittal, remow all references to building setback lines and other items not directly impacting the subdivision. These items are provided only for preliminary short plat approval. Remove the "PROPOSED HOUSE" information shown on Lot 1. The City of Renton Administrator, Department of Public Works, is the only city official who signs this short plat. Note the change in title. Provide a horizontal line between the City of Renton approval block and the King County approval hlock, to provide a separation hL! wcc11 ttll' two. All vested owner(s) of the subject short plat_ at tlic: time of recording, need to sign the final short plat submittal. Include notary blocks as needed Include a declaration block on the drawin~. titled "OWNER'S DECLARATJON". The "CERTIFICATE" block provided on the preliminary review is not sufficient. Remove all references to zoning, square footage in critical areas, square footage in critical area buffers, S(jUare footage in publicly dediL·atcd streets. square footage in private access easements, density proposed and density permitted tall 111Hkr chc "NOTES" block). Do not include "OWNER" and "LAND SURVEYOR" blocks on the final submittal. Note that if there are casements, restricti,·e covenants or agreements to others (City of Renton, etc.) as part of this subdivision, they can he recorded concurrently with the short plat. The short plat drawing and the associated document(s) are to be given to the Project Manager as a package. Reference the associated document(s) on the sho11 plat drawing with spaces provided for the recording number(s) thereof. The proposed public 10' wide power easement should be negotiated separately with PSE. It appears that the l 5' public drainage easement, shown along the south side of "LOT 2", would be recorded concurrently with the short plat (see the previous two paragraphs). Because said casement is to the City of Renton, it needs to be noted on the appropriate City of Renton easement form. The applicant's surveyor needs to prepare the abbreviated easement legal description, the complete easement legal description and the map exhibit, all noted within said form. The complete legal description needs to be stamped, signed and dated by the surveyor. Provide a line for the recording number of said easement on the short plat submittal. A private sewer easement is shown on Lot I of the short plat submittal for the benefit of future owners of the proposed lots. Since the new lots created via this short plat are under common ownership at the time of recording, there can be no new easement established until such time as ownership of the lots is conveyed to others, together with and/or subject to specific easement rights. The private sewer easement may require a "NEW PRIVATE EASEMENT FOR UTILITIES MAINTENANCE AGREEMENT" statement on the short plat submittal. See the attachment.
