At the time of application, the City had anticipated the engineering costs assuming use of outside consultants to perform the design. In addition, we were not clear at that time whether or not we would be required to write an EIS during the environmental review. The project ultimately was designed in-house by City engineering staff and the project was issued a Determination of Non Significance,thus eliminating the need to provide an EIS. Construction Inspection: The total cost of construction inspection was approximately 53% lower than our original estimate. The reason for this cost savings is similar to that of the design engineering. During the time of the application we had anticipated the use of specialized construction inspection for the microtunneling part of the project. At the time we completed design we felt comfortable that the City had qualified experience on staff and utilized our in-house inspection group. Contingency: The project was able to be completed within the original estimated construction costs.
