The subject site is a corner lot located on SE Petrovitsky and 110'" Ave SE. The improvements to the structure (LUA14-000242 and 813006340) trigger conformance with street standards unless a different standard is approved via a modification. You have applied for a waiver of the street improvements, and state that there are "no similar improvements in the vicinity and there is little likelihood that the improvements will be needed or required in the next ten (10 years)." Ultimately, dedication of right-of-way is needed and street improvements to be installed. Dedication along Petrovitsky will not be required although in the future there may be improvements to the street corridor to widen the right-of-way. Along 110'", dedication along the subject site is 1.5 feet. The improvements are for a sidewalk to be installed along 110'" to the southerly lot line. The sidewalk from Petrovitsky is to be matched, with curb and tie in with the driveway into the lot with appropriate ADA approaches. No planting strip is required at this point as the mature vegetation on-site provides for tree and vegetated canopy near the right-of- way. The sidewalk would need to provide for transition to the unimproved southerly lot. Below are the criteria reviewed as part of the modification submittal. RMC4-9-250C requires that decisions regarding the waiver of street improvements be based on the following: a. Required street improvements will alter an existing wetlands or stream, or have a negative impact on a shoreline's area. Staff Comment: Nat applicable for either SE Petravitsky Rood or 110"' Ave SE. b. Existing steep topography would make required street improvements infeasible. Staff Comment: Not Applicable for either SE Petrovitsky Road or 11o'• Ave SE. c. Required street improvements would have a negative impact on other properties, such as restricting available access. Ave SE would require the removal of mature trees and landscaping and would result in a negative aesthetic impact to the area. Therefore, the requirement for street improve d. Staff Comment: There are currently no similar improvements on SE Petrovitsky Road and it is unlikely that the improvements will be needed within the next 10 years. For 110th Avenue SE, only 30 feet of sidewalk and curb presently exist. The applicant will be required to construct the additional sidewalk and curb along 110th Ave SE to match the existing sidewalk. And, the applicant will be required to dedicate an additional 1.5 feet of right-of-way along 11~ Ave SE as the right-of-way is presently 50 feet wide, and should be 53 feet wide for the future (with one-half of the required dedication being the responsibility of this property). e. In no case shall a waiver be granted unless it is shown that there will be no detrimental effect on the public health, safety or welfare if the improvements are not installed, and that the improvements are not needed for current or future development. The project complies with the 120-day review period. 4. The two parcels to be combined into one are under same ownership, where the west lot is 6,827 sf and the east lot is 6,300 square feet. 5. The proposal consists of many minor improvements to the already existing two story office structure and associated parking area, entry, and driveway; the minor improvements include extending the front fa~ade upper story cantilever to the ground level, refacing the structure with new materials, adding more glazing to the structure, restriping the existing parking stalls, reducing the slope of the entry to the site, and expanding the front entry area. 6. The proposed structure has a height of approximately 29 feet and 6-inches at the tallest point of the extended shed roof line (Exhibit 3). The subject site is located on the southeast corner of the intersection of SE Petrovitsky Rd and 110th Ave SE (Exhibit 1). 9. The property is located within the Commercial Corridor (CC) Comprehensive Plan land use designation and the Commercial Arterial (CA) zoning classification. 10. The site currently has a building on the westerly parcel and associated parking and landscaping on the easterly parcel where both parcels will be consolidated as a condition of approval through a Lot Combination. 11. Access to the site is provided through a curb cut off 110th Ave SE (Exhibit 2). 12. The site is generally flat in the western portion of the site with a 5 foot drop and slope from the 110th Ave SE street into the parking area in the eastern portion of the site (Exhibit 2). 13. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as amended), the proposal is exempt from SEPA Environmental Review. 14. Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments have been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of this report. 15. Public comments were not received. 16. The proposal requires a Lot Combination as part of the proposed building entry improvements would be onto the abutting easterly property. The Lot Combination has been reviewed by city staff and advisory notes on the requirements for approval are provided in Exhibit 6. 17. The proposal requires Site Plan Review in order to reduce the front yard setback for the expansion of the structure. These materials include porclain tile, metal panels, and new glazing. The new square footage added to the first floor along the front yard setback along a street will have significant glazing to keep from creating a "blank wall." If the conditions of approval are complied with the applicant will achieve visual interest along the fa,ade facing the SE Petrovitsky Rd. Therefore staff supports the proposed reduction in the side yard along- a-street setback from 10 feet to 4'5" at the northwest corner of the front fa,ade and 4'7" feet along the northeastern corner of the front fa,ade if all conditions of approval are met. The proposal complies with all other setback requirements of the zone. Building Height: Per RMC 4-2-120A building height is restricted to 50 feet, except 60 feet with residential use, and above these allowances o conditional use permit would be require. The height of the proposed structure would be 29 feet at the tallest point of the projecting shed roof of the clerestory wall (Exhibit 3) which is the same height as the existing structure. The proposed building would have an approxmiate footprint of 2,300 square feet on the 13,128 square foot lot resulting in a building lot coverage of approximately 18 percent. landscaping: Per RMC 4-4-070, on-site landscaping is broken into these separate areas: Along Streets: Ten feet of on-site landscaping is required along all public street frontages, with the exception of areas for required walkways and driveways and those zones with building setbacks Jess than ten feet {10'}. In those cases, ten feet (10') of landscaping shall be required where buildings are not located per RMC 4-4-070. Visual Buffer between residential and non-residential development: A fifteen-foot (15') wide partially sight-obscuring landscaped visual barrier, or ten-foot (10'} wide fully sight-obscuring landscaped visual barrier, is required along common property lines when a commercial Jot or use is abutting a residential zone. Perimeter Parking lot: Parking areas shall have a minimum of 10 feet in width of landscaping as measured from the street right-of-way. Interior Parking lot: Surface parking lots with more than 14 stalls shall be landscaped where this proposal with 17 total spaces would need 15 square feet of landscaping per space, or 255 square feet. Staff Comment: Much of the site has mature or existing, maintained, landscaping including a mix of mature trees, shrubs and groundcover around the site and parking areas. Existing mature landscaping at the subject site consists of: Along Streets: Along SE Petrovitsky Rd, there is landscaping along the whole street frontage. The building projects into the 10 foot setback so there is less landscaping depth than 10 feet. East of the building there is between 7 and 16 feet of landscaping depth to the parking area. Along 110'" Ave SE there is a landscape strip width between 7 and 20 feet. Visual Buffer between residential and non-residential development: There is an existing fully sight-obscuring landscaped visual buffer between the southern single family home and the subject site, where there is a fully sight-obscuring fence along the shared property line in addition to a range of landscaped area between 4 and 10 feet where mature trees are located. The properties abutting the subject site to the west is a commercial use, so no sight-obscuring landscaping is required. Perimeter Parking Lot: There is a minimum of 10 feet of existing landscaping between the street and parking areas. Along SE Petrovitsky Rd, there is between 7 and 16 feet of landscaping between parking areas and the street. Along 110'" Ave SE there is a landscape strip width that varies between 7 and 20 feet. Interior Parking Lot: 255 square feet of parking lot interior landscaping would be required. There are existing interior parking landscaping areas existing that provide breaks between rows of stalls. The square footage of this existing landscaped area is unknown. Staff concludes that there is existing mature landscaping in each of the areas where landscaping is required by current code, along streets, between residential and the commercial site, and within and around the parking areas. Refuse and Recyclables: Per RMC 4-4-090 for medico/ and dental offices a minimum of 2 square feet per every 1,000 square feet of building gross floor area shall be provided far recyclable deposit areas and a minimum of 4 square feet per 1,000 square feet of building gross floor area shall be provided for refuse deposit areas with a total minimum area of 100 square feet. The applicant has an existing refuse and recyclable deposit area that is roughly 80 square feet, located in the western area of the site at the west edge of the building away from vehicle and pedestrian areas. The refuse area is screened by both vegetation and fencing. The proposal is not a new development, where there have been commercial uses and the existing building at the site historically, so the refuse and recyclables requirements do not apply to this project and the existing deposit area does provide adequate refuse and recyclables function. Vehicles: Per RMC 4-2-120 a connection shall be provided for site-ta-site vehicle access ways, where topographically feasible, to allow a smooth flaw of traffic across abutting CA parcels without the need ta use a street. Access may comprise the aisle between raws of parking stalls but is not a/lawed between a building and a public street. This section of code is intended to provide vehicular connections to abutting commercial uses. The existing site development does not provide a connection to the CA property to the east. The applicant is not proposing to change the parking area square footage or width of the drive aisles or access point to the property from the public street as part of the subject remodeling and minor site improvements. This is not a demolition of an existing building to create a new layout, new parking area or new building on the property. As such, compliance with this standard is outside the scope of the project. Critical Areas: There are no critical areas located on site. Parking: The parking regulations, RMC 4-4-080, require a specific number of off-street parking stalls for bicycles and vehicles unless exempt from the requirement. Staff Comment: The project is exempt from the vehicle and bicycle parking regulations per RMC 4-4- 080.B.1.iv where, a change of use that requires more parking than the previous use would require parking standards to be met. The change of use does not require more parking than the previous office use. The existing site provides 17 vehicle stalls on-site, and no more than 12 would be required for the proposed use as a dental office. Additionally, the bicycle parking regulations do not apply through the same exemption. Sidewalks, Pathways, and Pedestrian Easements: Staff Comment: The applicant is proposing a new corner patio as part of the primary entry into the building between the building and parking area. There is no existing pedestrian connection to the building from the sidewalk on SE Petrovitsky or from llO'h Ave SE. Building Location and Orientation: Intent: To ensure visibility of businesses and to establish active, lively uses along sidewalks and pedestrian pathways. To organize buildings for pedestrian use and so that natural light is available to other structures and open space. To ensure an appropriate transition between buildings, parking areas, and other land uses; and increase privacy for residential uses. Guidelines: Developments shall enhance the mutual relationship of buildings with each other, as well as with the roads, open space, and pedestrian amenities while working to create a pedestrian oriented environment. Lots shall be configured to encourage variety and so that natural light is available ta buildings and open space. The privacy of individuals in residential uses shall be provided for. Building Entries: Intent: To make building entrances convenient to locate and easy to access, and ensure that building entries further the pedestrian nature of the fronting sidewalk and the urban character of the district. Guidelines: Primary entries shall face the street, serve as a focal point, and allow space for social interaction. All entries shall include features that make them easily identifiable while reflecting the architectural character of the building. The primary entry shall be the most visually prominent entry. Pedestrian access to the building from the sidewalk, parking lots, and/ar other areas shall be provided and shall enhance the overall quality of the pedestrian experience on the site. Service Element Location and Design: Intent: To reduce the potential negative impacts af service elements (i.e., waste receptacles, loading docks) by locating service and loading areas away from high-volume pedestrian areas, and screening them from view in high visibility areas. Guidelines: Service elements shall be concentrated and located so that impacts to pedestrians and other abutting uses are minimized. The impacts of service elements shall be mitigated with landscaping and an enclosure with fencing that is made of quality materials. Meets Standard: In addition to standard enclosure requirements, garbage, recycling collection, and Guidelines utility areas shall be enclosed on all sides, including the roaf and screened around their perimeter by a wall or fence and hove self-closing doors. PARKING AND VEHICULAR ACCESS: Intent: To provide safe, convenient access to the Urban Center and the Center Village; incorporate various modes of transportation, including public mass transit, in order to reduce traffic volumes and other impacts from vehicles; ensure sufficient parking is provided, while encouraging creativity in reducing the impacts of parking areas; allow an active pedestrian environment by maintaining contiguous street frontages, without parking lot siting along sidewalks and building facades; minimize the visual impact of parking Jots; and use access streets and parking to maintain an urban edge to the district. 1. Surface Parking: Intent: To maintain active pedestrian environments along streets by placing parking lots primarily in back of buildings. Guidelines: Surface parking shall be located and designed so as to reduce the visual impact of the parking area and associated vehicles. Standard: Parking shall be located so that no surface parking is located between a building and the front property line, or the building and side property line, on the street side of a earner lot. Guidelines Staff Comment: The entry facing 110th Ave SE has an overhead canopy that extends approximately 10 feet out over the pedestrian entry to the building along the full extent of the entry area. There are no entries along the front fa,ade or areas for pedestrians as the area between the building and sidewalk is filled with existing mature vegetation that is proposed to be kept. iv. RECREATION AREAS AND COMMON OPEN SPACE: Intent: To ensure that areas for both passive and active recreation are available to residents, workers, and visitors and that these areas are of sufficient size for the intended activity and in convenient locations. To create usable and inviting open space that is accessible to the public; and to promote pedestrian activity an streets particularly at street corners. Guidelines: Developments located at street intersections should provide pedestrian-oriented space at the street corner to emphasize pedestrian activity (illustration below). Recreation and common open space areas are integral aspects of quality development that encourage pedestrians and users. These areas shall be provided in an amount that is adequate to be functional and usable; they shall also be landscaped and located so that they are appealing to users and pedestrians N/A Standard: All mixed use residential and attached housing developments of ten /10) or mare dwelling units shall provide common opens space and/or recreation areas. Articulation, modulation, and their intervals should create a sense of scale important to residential buildings. The primary building entrance should be made visibly prominent by incorporating architectural features such as a facade overhang, trellis, large entry doors, and/ar ornamental lighting (illustration below). Building Materials: Intent: To ensure high standards of quality and effective maintenance over time; encaurage the use of materials that reduce the visual bulk of large buildings; and encourage the use of materials that add visual interest to the neighborhood. Guidelines: Building materials are an important and integral part of the architectural design of a building that is attractive and of high quality. Staff Comment: Existing mature landscaping will be kept as it is incorporated into the site already in order to screen refuse and recyclable areas. Views: Recognizing the public benefit ond desirability of maintaining visual accessibility to attractive natural features. Staff Comment: There are no large attractive natural features on or near the site for which to maintain visual accessibility. Landscaping: Using landscaping to provide transitions between development and surrounding properties to reduce noise and glare, maintain privacy, and generally enhance the appearance of the project. The proposed structure is located as far from abutting single family zoned property and structure as possible. Service elements have been located away from the pedestrian oriented spaces in order to minimize their impact on the pedestrian environment. Structure Scale: Consideration of the scale of proposed structures in relation to natural characteristics, views and vistas, site amenities, sunlight, prevailing winds, and pedestrian and vehicle needs. Staff Comment: The scale and bulk of the building is reduced through the use of differing materials on the building facades and a variable roofline. Architectural features and building treatments have been incorporated into the street facing facade (Exhibit 3). The building is existing and the two additions will continue to allow adequate light and air circulation to the buildings and the site. The design of the structure would not result in excessive shading of the property. In addition, there is ample area surrounding the building to provide normal airflow. Natural Features: Protection of the natural landscape by retaining existing vegetation and soils, using topography ta reduce undue cutting and filling, and limiting impervious surfaces. Landscaping also includes the design and protection of planting areas so that they ore less susceptible ta damage from vehicles or pedestrian movements. The proposed development is expected to maintain the safety and efficiency of pedestrian and vehicle circulation on the site if all conditions of approval are complied with including the addition of a pathway between the sidewalk along Petrovitsky and the building front entry. Internal Circulation: Promoting safety and efficiency of the internal circulation system, including the location, design and dimensions of vehicular and pedestrian access points, drives, parking, turnarounds, walkways, bikewoys, and emergency access ways. Staff Comment: See Location and Consolidation discussion above. Additionally, the driveway slope cannot be greater than 8% without Administrator approval. The slope into the parking area is 17%. The applicant is proposing to re-grade to a slope of 11% as shown in the Site Plan project summary (Exhibit 2). The Administrator approves the slope up to the 11% but cannot approve a slope greater than 15%. The proposal is to re-stripe parking stalls to meet the minimum stall size standard width of 9 feet. The project proposal complies with required drive aisle widths and parking stall dimensions. Loading and Delivery: Separating loading and delivery areas from parking and pedestrian areas. There are no dedicated loading or delivery areas proposed on site. Transit and Bicycles: Providing transit, carpools and bicycle facilities and access. Staff Comment: A major neighborhood bus connection area is within two blocks of the site, just east at the intersection of 1081h Ave SE/Benson Rd/State Highway 515 and SE Carr Rd/SE Petrovitsky Rd. Additionally, transit is available going east and west along both sides of SE Petrovitsky Rd and the where the proposal site is located to connect to other areas of Renton and other neighborhoods.
