The property (See Exhibit 2) is 134,531 square feet, zoned Residential-6 (R-6), and is located in May Creek Reach B, designation Urban Conservancy. The proposed trees for removal are located in wetland, stream, and shoreline buffers . All three trees are located within 80 feet of the ordinary high water mark. The City's Urban Forester, Terry Flatley has assessed the trees health and has concluded that all the trees exhibit signs of decline or have been undercut by the creek and represent safety concerns to users of May Creek Trail area . May Creek Trail is used regularly by the public since its original construction was completed in 2012. The trail has two interpretive sites with benches and signs describing the value of the site. Mr. Flatley states that one tree is close to one of these locations and all the trees hang over the trail. According to the International Society of Arboriculture, Tree Risk Assessment Manual, the risk rating for these trees is "High", due to likelihood of failure and impact combined with severe consequences to people. The tree stumps shall be retained and the trees left as large woody debris on the site. Legal Description for May Creek Trail Emergency Tree Removal Project The trees in this project are located adjacent to the right bank (north bank) of May Creek. The King County Assessor's Map shows a Parcel Number as 3224059109 and legal description is the NW Quarter- Section 32-Township 24 North-Range 5 East. In narrowing a description for the project site, it can be additionally described as: The project site is on the north (right) bank of May Creek, east of Lake Washington Boulevard North and west of Interstate 405, south of 4350 Lake Washington Boulevard North and north of the 4100 Lake Washington Boulevard North. The trees are within 620 feet east of Lake Washington Boulevard North. 2. Project Narrative: • May Creek Trail Emergency Tree Removal Project • The removal of no more than 3 red alder trees that are in decline or have been undercut by the creek and represent a safety concern to users of the May Creek Trail area. The trees are located within 620 feet east of Lake Washington Boulevard North and found along the right bank of May Creek. Trelstad Tree Service will be contracted to provide tree removal services by felling the trees but retaining both the cut wood in long log lengths or leaving as a snag and retaining the cut stump. There will be no replacement plantings because the site below the trees was recently planted with a combination of trees and shrubs. Replacement planting may occur where removal operations damage existing shrubs and saplings. The May Creek Trail is used regularly by the public since its original construction was completed in 2012. The constructed trail sees many visitors throughout the day and has two interpretive sites with benches and signs describing the value of the site. One tree is close to one of these interpretive locations and they all hang over the trail. According to the International Society of Arboriculture, Tree Risk Assessment Manual. the risk rating for these trees is "High," the likelihood of failure and impact combined with severe consequences to people yields the rating due to above factors of condition and health of the trees. • The contract for this work is pending any permit requirements. • No other permits are required for this project. Most or all woody debris will remain within the area for the purpose of providing habitat. • The site use will not change and will be restored using native plants and trees if damage occurs to recent plantings. • There are no special site features other than those described above. • Soil type is listed by the Natural Resources Conservation Service as Kitsap Series silt loam (KpB). Kitsap series is soil that is well-drained and has a profile of 60 inches or more. Shoreline Exemption -Application Materials May Creek Trail Tree Maintenance Project Page 1 Erosion hazard for this classification is listed slight to moderate; there is little or no slope. The tree sections will be removed manually from above the forest floor without the use of motorized equipment so there will be no impact to the soil. This project will retain other tree cover and a thick herbaceous and scrub-shrub groundcovers. Drainage will not be impeded. • The value of this project is approximately $4,000. • No excavations or filling will occur. • There are three trees anticipated to be removed: i. To be removed -3 red alders (Alnus rubra) with an average diameter at 54 inches of 18 inches. • The Ordinary High Water Mark is immediately adjacent to one of the trees; the other two are within 80 feet. • There is no construction or development occurring in this project and the bank will remain in its natural existing condition. 3.
