The trail has numerous cracks and upheavals due to adjacent large tree root systems. The project will remove approximately 3,300 square feet of the 8.5-foot wide asphalt trail and replace it with compacted gravel and three inches of asphalt paving. The tree roots below the trail and up to a foot from the trail will be cleanly cut and removed as part of the renovation project. This project is considered to be a normal maintenance and repair of existing development. Work is anticipated to occur between October 3-14, 2016. No other permits are required for this work. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully established condition. b. "Normal repair" means to restore a development to a state comparable to its original condition, including but not limited to its size, shape, configuration, location and external appearance, within a reasonable period after decay or partial destruction, e,cept where repair causes substantial adverse effects to the shoreline resource or environment. c. Replacement of a structure or development may be authorized as repair where such replacement is the common method of repair for the type of structure or development and the replacement structure or development is comparable to the original structure or development including, but not limited to, its size, shape, configuration, location and external appearance and the replacement does not cause substantial adverse effects to shoreline resources or environment The proposed development is: Consistent with the policies of the Shoreline Management Act. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. This project will remove approximately 3,300 square feet of the 8.5 foot wide asphalt trail, and replace it with compacted gravel and three inches of asphalt paving. The demolished trail material will be disposed of properly. The tree roots below the trail, and up to a foot from the trail edge, will be cleanly cut and removed. This project type is considered to be a normal maintenance or repair of existing structures or developments. Work is anticipated to occur between October 3, 2016 and October 14, 2016. No other permits are required for this work. The trail is a part of the paved Springbrook Trail, which intermittently connects the Black River Riparian Forest and SW 43rd Street. There are no special features of this site, and its location ranges from approximately ten feet above and five feet from the ordinary high water mark of Springbrook Creek under the Oakesdale Ave SW bridge, and between two to four feet above and a few feet from the ordinary high water mark of adjacent wetlands along one portion of the trail. The entire trail is shown as within the Critical Areas plan of the City of Renton's COR Maps. The trail is located within an easement on Boeing Aircraft property at Longacres Park. No trees will be removed, and there will no increase in the amount of impervious surfaces. Most of the trail renovation is within the 100 year special flood hazard area of the Springbrook Creek and wetlands. The total construction cost for this project is $59,111.49, including WSST. The City will use shoreline development tracking information to prepare a Shoreline Master Program report every eight years to comply with the Shoreline Management Act requirements.
